About this file
This document contains a sample system modification requirement and related federal contract opportunity. The sample system modification requirement seeks proposals to enable remote control of an AN/FPS-16 radar system over 75 miles of underwater fiber optic cable and an additional 200 miles of overland cable. Proposals must include a design concept, block diagrams, and flowcharts to allow full control of all radar system aspects from a secondary console in real time with a latency of no more than 150 milliseconds. The secondary console must replicate the primary console displays and include real-time video of the primary radar control room. Fiber optic cable and an existing LAN are provided as government furnished equipment.
The related federal contract opportunity is solicitation number FA2521-20-R-0006 for the Instrumentation Range Support Program (IRSP III). The solicitation and associated documents seek support for the program and reference numbers from previous related solicitations. Documents included in the posting are the reposted RFP, Amendment 1 to the RFP, a question and response listing, and an updated bidders' library. The contracting agency is the Department of the Air Force Space Command.

SAMPLE SYSTEM MODIFICATION FOR
REMOTE CONTROL OF RADAR SYSTEM
Scope: This requirement is for the remote control of a touchscreen based AN/FPS-16 radar system over a distance of 75 miles (by water), plus an additional 200 miles (by land). The radar system is configured as follows:
Elevation over Azimuth pedestal assembly 16 foot antenna and RF feed assembly 1 MW Transmitter subsystem RF receiver subsystem VME based control subsystem Angle and servo drive subsystem Console subsystem Data processing subsystem Boresite interface subsystem Optics and camera subsystem GPS Timing subsystem
Performance Specification: The system operator shall be able to have full control of all aspects of the system using a secondary radar operator’s console at a remote location, including pre and post mission, and boresite subsystem calibration abilities. The system shall be able to be operated in a real time environment, with a time latency of no greater than 150 milliseconds. The secondary console shall have all displays that are available in the local console, with an additional video display that has, in real time, an overall view of the local radar control room.
Government Furnished Equipment: Fiber optic cable exists running 75 miles (underwater) plus 200 miles (over land). There is also a Local Area Network (LAN) already in place.
The proposal shall include a design concept, basic block diagrams and flowcharts.
Note: This sample is used only for Technical Evaluation. Does not apply to pricing in L-11, Cost Workbook.
