# RFP Question REF Section Government Response Amendment

1 The past performance relevancy table in the Final RFP states "Present/past performance efforts must be at or above a total annual contract value of $20M" for all levels of relevancy. Please confirm it was your intent to eliminate the gradient in this past performance relevance criteria. This change could be viewed as effectively restricting competition.

Section M Table

2.3.1.2.

Nov 12, 2019: The relevancy table in the final RFP is correct as posted; the dollar threshold scaling was removed for the final RFP. Given the magnitude of the contract ceiling and annual workload, the government decided that a $20M contract threshold was a more reasonable threshold than what was in

Not Required

2 Given the incumbent's page Phase-Out plan is nearly 30 pages, it is not reasonable to expect offerors to provide both a Phase-In and Phase-Out plan as well as cover the other technical volume requirements within a 60 page maximum. Please confirm the Phase-In/Phase-Out plans are excluded from page count.

Att Section L, para

2.1 and 2.1.1.2.

Nov 12, 2019: The Phase-out plan and

Phase-in plan are not included in the page count but should be provided with

Technical Volume I.

Amendment will be required to Section L

1.3.3.1, Table 1.3, and

Para. 2.1. To exclude

Phase-In and Phase-Out

3 Please confirm the CLIN X008 FFP plug amounts are inclusive of the offeror's applicable material/handling and G&A burdens.

Att L-11 Tab CLIN

X0008

Nov 12, 2019: The $2M plug number is burdened. Additionally, row 1 on CLIN

008 has a typo. The plug number is inclusive of the government's estimated indirect rates, based on market analysis.

Offerors do not have to add any additional indirects to the plug number.

QUESTION and RESPONSES

4 Previously the workbook instructions stated the use of the L-07 sample to assist completing this section.

However, the final RFP workbook instructs the offeror to "price this section based on the totality of the requirement as stated in SOW paragraph 3.3.3" and L-

07 states the sample "does not apply to pricing...."

Please provide Test and Specialized Equipment workload data for pricing since L-07 sample does not apply.

Att L-11 Tab CLIN

X0003c

Nov 13, 2019: ANSWER IS PENDING

PENDING

5 Par 2.1.2.1 requires estimated lead times for delivery of the sample items identified in Attachment L-07. If an item is not in IRSP stock, the lead time can vary depending on what is required for replenishment (i.e. -order from a supplier, find a suitable substitute, or re-manufacture/fabrication). Is this requirement intended to ask for lead time for procurement assuming it's an available part? Please clarify.

Section L-2 para

2.1.2.1 and SOW

4.1.1

Nov 12, 2019: The requirement is to describe how you will procure the sample parts listed in Attachment L-07. ie steps, sourcing, plans for utilizing personnel, and leadtime for contracting action. Additionally, offerors are to provide estimated lead time for delivery of items within the sample.

Not Required

6 There is an inconsistency between the Attachment L-06 scenario for support at PMRF and the DD254.

Attachment L-06 states personnel with TS clearances may be required at PMRF however, Block 9 in the

DD254 states "…work at Las Vegas, NV range requires

TS clearance; all other ranges require a SECRET clearance." Please clarify if PMRF support requires TS clearances.

Atta L-06 and

DD254

Nov 12, 2019: PMRF support does not require a TS clearance. L-06 scenario for

PMRF listed the clearance as an assumption for the sample only.

Support at Las Vegas Nevada requires a

TS. Other ranges may require a TS depending on mission requirements.

Generally a secret clearance is required.

Not Required

7 Please clarify if the items listed under fabrication are

Range specific

Att L-07 Page 4 Nov 12, 2019: For clarity, range specific means a specific range may have a requirement and is funding that requirement per an individual delivery order. A non-range specific means the over-arching IRSP III program is responsible for the cost and is contracted

Amendment Required: L-

07 Pages 2-4 will have heading revised.

8 Attachment L states "if you have reached an agreement with DCAA on use of Forward Pricing Rates Agreement

(FPRA), identify the agreement, include a copy, and describe its nature." Is it acceptable for an offerror to provide their DCAA approved Forward Pricing Rate

Recommendation (FPRR) and Forward Pricing Rate

Proposal in lieu of the FPRA?

Section L para

2.4.1.1.

Nov 12, 2019: Yes, FPRR and FPRA are acceptable.

Amendment Required:

Section L 2.4.1.1 will be revised to include the

FPRR and the FPRA.

9 Please provide additional guidance on Table 2.4.2

Contract Labor Rates Listing. Does the Government anticipate the offeror to complete the table with a Total

Percentage of the indirect rates or a total in Dollars value in column "indirects"? In addition, please confirm the Contract Labor Rates Listing table should include the

Subcontractor fully burdened rates?

Section L para

2.4.2

Nov 12, 2019: Indirects listed as percentages for each applicable indirects.

(ie Overhead, fringe, G&A, etc.)

The labor rates listing should not include the subcontractor rates Not Required

10 The response to to question 101 states "The current depot facility has ceiling cranes that are required for

IRSP work." How may ceiling cranes are required for

IRSP work in the depot and what are the specifications for each? Because if they are required, will the Gov't be providing these as GFP/GFE?

Master Question

List

Nov 12, 2019: The response to question

101 could have been more clear. The response should read, "Contractors have the flexibility to choose how they orient their facilities. The current depot facility has contractor owned ceiling crane(s).

Volume 1. Does the government want the Volume 4 and

Volume 5 on the same CD as the technical submission?

Section L 1.3.3.2. Nov 12, 2019: Yes if possible. However, should the volume IV content exceed the size limitation of the CD ROM, a separate

CD ROM (separately labled Vol 4) may be submitted.

Amendment Required:

Section L- Table 1.3

14 Item 3 in the list refers to the Cross Reference Matrix. Is this the same thing as Attachment L-12: Compliance

Matrix? If yes, does the government just want the

Volume 1 Data in this Cross Reference Matrix and is it excluded from the total page count of 60?

Section L 2.1.a(3) and Compliance

Matrix

Nov 12, 2019: No, The Cross Reference

Matrix is different than the Compliance

Matrix.

The Complianace Matrix is a tool used to ensure that offerors address all necessary requirements and used by the government to direct us to where the information is addressed.

Does the annual contract value relevancy threshold of

$20M apply to small businesses identified as major subcontractors providing past performance or would the threshold be based on the percentage of the effort they will provide (e.g., 10% of the effort to equal $2 million annually)?

Att Section M

Para 2.3.1.2. and

Table 2.3.1.2.

Nov 12, 2019: The annual contract value threshold of $20M applies to all citations.

26 In determining the Relevancy Assessment rating, will the Government use a cumulative rating averaged on the number of past performance references provided or the highest rating for all contracts? In other words, if four references are determined to be "Very Relevant", three are "Relevant", and three are "Somewhat

Relevant" would the overall rating be "Very Relevant" or "Relevant."

Att Section M 2.3.1Nov 12, 2019: The government is not using an averaged cumulative rating for assessing relevancy.

Amendment Required:

Attachment 7 updated to reflect FPS-134.

28 Attachment L-01 states: Engineering Support: This action will be handled according to SOW paragraph

4.2.1 Engineering and is calculated using manweeks. A

manweek for US ranges is based on 56 direct labor hours - 40 work-performance hours and 16 hours for travel time to and from the requesting site. A manweek for FMS ranges is based on 72 direct labor hours - 40 work-performance hours and 32 hours for travel time.

Historical Workload indicators for engineering and technical support vary significantly depending on system failures and mission requirements. Typically the program’s annual requirement’s call yields 0 to 165 manweeks requested by the ranges.

In the table for Field Services is titles “Historical

Manweeks Scenarios for Informational Purposes Only”;

however in the # of hours column it has 15, 20 ,etc.

Please clarify if the column is 15 – 20 manweeks, based on the title, or if they are total hours.

Att Section L Para

2.1.1.1 and L-01

Nov 12, 2019: The "Historical Manweek

Scenarios For Information Only" table on page 3 of Attachment L-01 incorrectly states "manweeks." "Hours" rather than

1.3, and Para. 2.1. To exclude Phase-In and

Phase-Out

30 Section L states: "Offerors shall propose escalated labor rates for all labor categories for each fiscal year."

Attachment L-11 in the instructions: "Escalate labor rates for all labor categories for each fiscal year or explain why no escalation is used in the Cost narrative."

Please clarify if escalation shall be proposed for each fiscal year or if it is at the offerors discretion.

Att Sec L 2.4.2. L-

Nov 12, 2019: Escalation should be proposed for each fiscal year or the offeror must explain in the cost narrative why no escalation was used.

31 Section L, paragraph 2.1.1.2 States: "Attachment L-03 to the RFP is the Phaseout plan for the incumbent contractor. The proposed Phase-in plan should interact and coincide with the attached Phase-out plan. Discuss how you propose to use this time to assume full operational complete contract responsibility by the end of the Phase-in period, 31 Dec 20."

SOW paragraph 3.4.1 states: "The phase-in period shall be during the last 180 days of the current IRSP contract.

During this time, the incoming contractor shall interface with the incumbent staff to understand work flows, develop labor mixes, and ensure a smooth exchange of all GFP."

Attachment L-03 states: Specifically, that the incumbent agrees to " . . . (1) furnish phase-in, phase-out services for up to 90 days after this contract expires and (2) negotiate in good faith a plan with a successor to determine the nature and extent of PI/PO services required.

The referenced attachment contains a phase out plan that covers a 3 month period. The phase-in period in the current acquisition is 6 months. Please clarify if the requirement to interface with the incumbent contractor coincides with their phase-out plan or the 180 days directed in the current acquisition.

Att Sec L 2.1.1.2.

and L-03

Nov 12, 2019: The Phase in period for the incumbent contractor is 180 days (6 months). The Phase Out plan for the current contractor covers 90 days beginning on or about 2 Oct 20. Direct interface with the outgoing contractor will begin no later than 2 Oct 20 as stated in the Phase Out Plan. The incumbent contractor could use the first 90 days to begin the hiring of Key Personnel and staff, prepare warehouse for the the transfer of GFP and other neccessary actions.

(Attachment L-08) for each contract listed above.

The current form in PDF format does not provide enough space to provide the information requested in item H or K, and there is no space to provide the Name and Office Symbol for the primary points of contact. Can offerors convert the PDF form to MS Word to adequately fill in the information for these items?

Attach L-08 Nov 12, 2019: The form has been updated to provide more space and a statement was placed to allow for additional information to be attached.

Amendment Required:

Form was updated to reflect more space allowable.

40 Due to the breadth and depth of information required for offerors to fully address all of the Volume 1

Technical Capability/Risk requirements, would the

Government increase the page limit for this Volume from 60 pages to 75 pages (excluding Phase-In/Phase-

Out)?

Section L 1.3.2. Nov 13, 2019: The Government will not be changing the page limit to 75 pages.

The Government believes 60 pages is adequate to capture the level of information needed to assess Volume 1.

41 This paragraph requires the offeror to "describe your plan to transport the items from the contractor’s facility to the ranges as identified in Attachment L-07."

Attachment L-07 provides specific sample lists for Test and Specialize Equipment, Material Acquisition, and
