Instrumentation Radar Support Program II
FA2521-13-R-0008
REQUEST FOR INFORMATION (RFI) Dated: 10 October 2013 The 45th Space Wing/45 CONS is in the process of contracting with private industry to provide serviceable radar components and subsystems and technical field support for the instrumentation radars in the C and X band (and similar pedestals) families located on 25 ranges in the United States and six foreign countries (United Kingdom, Germany, Korea, Norway, Australia and Sweden ). The contractor augments the maintenance capabilities of using agencies with one-of-a-kind parts and supplies, on-site overhauls and emergency technical support. Because it is an autonomous program offering serviceable components and supplies to users without any special adaptation or interface, there are no configuration control requirements.

1. How many years of relevant past performance do you recommend the Government evaluate under the Past Performance evaluation factor if the source selection is Performance Price Tradeoff?
2. Should there be a page limit on Mission Capability and Cost volume proposals? What do you recommend? Is 100 pages adequate for the Mission Capability? Should there be a limit on Cost Volume?
3. Should “key personnel” be an evaluated factor/subfactor when the Government analyzes the IRSP proposals?
4. If the Government chooses to utilize an Indefinite Delivery Indefinite Quantity contract, would you be able to price or pre-price the labor categories for the next five years?
5. Historically, this contract has not required in Organizational Conflict of Interest (OCI) plan or avoidance. During Industry Day held on 15 August 2013, it was brought up that a few companies are bidding for the LISC and IRSP contracts. If your company was awarded LISC and IRSP, do you see any potential (OCI)? If so, how would you mitigate it?
6. The government is considering a contract (5 years or more) that would have a one-year base period with four one-year option periods. Please provide knowledge and/or experience of the advantages/disadvantages of the long-term of contract.
7. As a Prime Contractor whether small or large business, what percentage of subcontracting opportunities would be available to other small businesses?
