Background of the IRSP
Began in the 1960’s Provides engineering, logistics, and maintenance support for Instrumentation Tracking Systems (ITS) Augments capabilities of using Agency Cafeteria Style Approach – allows ranges to choose type of support required for that year 27 participating ranges worldwide DOD, NASA, DOE, and seven foreign governments Over 800 ITS supported worldwide Value of systems supported > $1 billion replacement cost
Some missions include space, testing of ballistic missiles, aircraft, and munitions
IRSP Program Objectives Through use of a collective contract Minimize costs to US and Foreign governments Maximize operational availability of supported ITS Extend operational life of supported ITS

Maintain/replenish appropriate stock levels ~ 44,700 individual line items ~ 1.4M parts which consume ~300,000 cubic feet of warehouse space ~ 42 million dollars in government-owned property Maintain and stock DLM vans Jointly conduct semiannual program management review (PMR) meetings Provide near real-time reporting to PMO/Ranges- part number research, electronic requisitioning CDRL data Maintain/update Range Manager’s Handbook
Obsolescence Investigate, evaluate, and develop replacements for non-obtainable components Publish recommendations and technical solutions to obsolescence issues in Field Information Bulletins Recommend engineering changes as needed Test and Specialized Equipment Identify serviceability of equipment Equipment <$2,000 acquired on a funding availability basis Equipment >$2,000 PMO approval and funding availability
Phase-Out Develop a well defined approach; detailed timelines outlining methods, procedures, and milestones – to ensure smooth transition Data Must coincide with applicable CDRLs identified throughout document Material Acquisition Fill routine and emergency requisitions Requisitions <$20,000 filled with no further approval Requisitions >$20,000 require PMO approval

Remanufacture and Fabrication Remanufacture or fabricate components and subsystems Actions will be listed on CDRL using actual loaded total cost of the action Engineering and Technical Support Augment ranges with their ITS maintenance, system restoration actions, and other sustainment efforts Requested in form of manweeks U.S. range manweeks 56 labor hours (plus travel cost) FMS range manweeks 72 labor hours (plus travel cost)
Pre-Overhaul Survey ~90 days prior to the scheduled start of the overhaul Field Overhauls System(s) shall be overhauled IAW the pre-overhaul survey and work specifications Pre/Post System testing accomplished to ensure that overhauled system meets operational standard Non-motorized transportable DLM/workshop vans Systems Modifications Design, fabricate, install, integrate, test and document modifications to ITS when required
Transportation Arrange commercial transport of government-owned material, test and specialized equipment, and other requirements to meet ranges’ mission Shipping government-owned material for foreign participants will only be to their designated freight forwarder

Conclusion The Contracting Officer (CO) is the sole point of contact for this acquisition. Address any questions or concerns you may have to the CO. Written requests for clarification may be sent to the CO (Michael Janosz, 45 CONS/LGCZR) at Michael.Janosz@us.af.mil.
All volumes, paper and electronic, shall be delivered to Michael Janosz, 45 CONS/LGCZR, 1201 Edward H. White II Street, MS 7200, Patrick AFB, FL 32925-3237, Building 423, Room N204. If using a courier, submit the name of the individual hand-carrying the proposal 24 hours in advance to the CO. The courier will be required to provide identification at the time of delivery. Proposals must be received no later than: anticipated 45 days from RFP release.
