MEMORANDUM FOR RECORD

SUBJECT: Instrumentation Radar Support Program (IRSP) Reacquisition Pre-proposal
Conference
1. The pre-proposal conference for the IRSP re-acquisition was held on 17 March 2015 at 0900 in the Patrick Air Force Base Shark Center 805 Harrier Ave, Building 3655 Satellite Beach FL 32937.
2. Mr. Larry Sprague, Program Manager, made introductions of the government personnel present:
Michael Janosz Contracting Officer Q. Chira Newton Contract Specialist Sarah McCreary Contract Specialist Lori Ebbensgard Senior Program Analyst Mary Taylor Program Analyst Noël Knotts Program Analyst Cheryl Waters Program Analyst
3. Mr. Sprague discussed the history of the IRSP contract at Patrick AFB and provided rationale for the three objectives of the use of a collective contract. He also explained some of the specifics of the contract and identified responsibilities associated with IRSP. Mr. Sprague briefly discussed all of the areas associated with the Statement of Work (SOW). His explanation provided a brief overview of the work description of each contract line item (CLIN).
4. Mr. Michael Janosz, Contracting Officer for IRSP explained sample tasks L-04, L-05, L-06, and L-07. He provided a comprehensive description of requirements for each sample task and provided a detailed explanation of each CLIN. Mr. Janosz concluded by thoroughly explaining several issues that may be of special concern to each offeror.
5. Ms. Chira Newton, Contract Specialist gave an overview of the Basis of Award for the contract including a thorough description of all evaluated areas. She also provided specifics on the evaluation process and explained the criteria for each evaluation.

6. Mr. Janosz reviewed and clarified several questions previously submitted and posted to FEDBIZOPPS. Attendees were asked to document any other questions on the question and answer template provided and were released for lunch. This allowed the government team ample time to answer all questions submitted. After lunch, Mr.
Janosz reviewed questions submitted by attendees and opened the floor for any other questions. All questions were documented and all questions and answers to date have been posted to FEDBIZOPPS.
7. Mr. Janosz provided a final summary of all areas discussed and stated that the final RFP is anticipated to be posted to FEDBIZOPS late this week or early next week.
Offerors would then have 45 days to submit proposals. He also reiterated the importance of reviewing submitted packages for completion. Mr. Janosz asked if there were any other questions. The conference was complete at 12:48 PM.
