| 50 year old program - began in early 1960’s |
Started with 3 agencies and 15 radars Now supports 25 agencies and over 500 tracking systems to include Telemetry and Optical Systems Sole Sourced to OEM - RCA until 1985
| Vitro Services Corporation – had first two competitive awards (in 1985 and 1991) |
| Tracor was awarded contract in 1996 – BAE Systems acquired Marconi around 2000 |
| BAE Systems has been awarded the last two contracts |
IRSP Background
IRSP Background Cont.
Program primary purpose to - ensure availability of unique serviceable components and subsystems for instrumentation tracking systems, supplies, and specialized maintenance capabilities to meet the needs of participating ranges worldwide.
Augment ranges’ existing sustainment requirements By providing responsive logistics and engineering support to include system overhauls and modifications Cafeteria style approach – ranges only select the support needed to meet their requirements and fiscal year budgetary constraints

Work Description Depot Support Management of Government owned stock Responsible for maintaining $42M Gov Owned Property Currently about 1.4 mil individual stock items Consumes around 300K cubic ft of storage space Maintain and stock DLM vans DLM vans – Strategically Located Normally located – Yuma Proving Grounds; White Sands Missile Range; Pt Mugu-SNI; Depot at Ft Walton Bch

Fill routine and emergency requisitions Requisition is considered one line item, any quantity up to $20K - historically 450 to 650 yearly Requisitions greater than $20K - considered a high cost requisition - funded separately via contract modification – approximately 80 - 110 Routine and emergency requisitions – Difference time to fill – emergency 24 hours
Transportation - marking, packing and crating Foreign Military Sales Customers – items are shipped to their designated freight forwarder Unique Item Identifier (UII) Assign and register the UII for IRSP items in their possession IAW the current Unique Identification (UID) Policy Material Acquisition - replenish stock Maintain Gov approved stock levels – misc common and expendable stock required for DLMs and repairs Maintain a high-cost tube management plan
Component Repair – like new condition
Go back to range or for in-stock items back on shelf Can be in-house or vendor repair – based on best value Component repair action is considered one line item, any quantity up to $20K - historically 400 to 700 Component repair action greater than $20K - considered a high cost repair - funded separately via contract modification – approximately 18-38
Fabrication- items with no source of supply Changes or modifications to the original design – must be approved and accompanied by a Field Information Bulletin Fabrication action is considered one line item, any quantity up to $20K – historically 20 % of requisitions Fabrication action greater than $20K - considered a high cost repair - funded separately via contract modification – approximately 0-12
