Question 1: Please clarify/define what is considered routine inspections?
Answer: Routine inspections would be considered general aircraft condition. As an example all tires appear visually to be inflated, no structural panels are missing, no obvious damage to the airframe or landing gear. Finally, in the event that an aircrew member was concerned about possible ingestion of an object including birds into an engine inlet, we consider it routine to visually look down the inlet, but there is no expectation for them to conduct a full engine inlet inspection as they are not certified to do so.
Question 2: Please clarify/define where minor maintenance ends and major maintenance begins?
Answer: Minor maintenance would be considered routine condition inspections (as above), ground handling, servicing, towing, or tightening of loose hardware such as a screw or nut. Major maintenance be considered the removal/installation of any component (like a wheel/tire assembly, or Line Replace Unit) or troubleshooting a broken aircraft.
Question 3: Please clarify if the contractor for this contract is responsible for Managing the Installation FOD/DOP program or is the intent in the wording of these PWS paragraphs that the contractor is to follow/comply with the Installation FOD/DOP program requirements.
Answer: The intent is for the contractor to follow/comply with the FOD/DOP program requirements, not to manage it for the wing (Wing managed by 21 OSS).
That requirement means that they must manage the program within transient alert and ensure they are taking actions to prevent FOD incidents from happening within their duties.
