The current workload data provided does not list the flying hours by weapon system for the last two years or for future years. ln order to more accurately predict the number of phase inspections that will be required, will the Government please provide the last three years of historical flying hours by airframe and the predicted flying hours for the next two years?

Will the Government allow an introductory section to Volume lll Past Performance in order to summarize the Volume contents and submission layout outside of page count?

The page limitation for the past performance information sheets is considered sufficient to allow for past performance information to be provided. No changes will be made to Section L.

Due to the sensitivity and ethical nature of PPCQ responses, we respectfully request that the requirement for the PPQS to be submitted by the offeror be removed. This allows the Government to provide candid feedback on the offeror's performance without questions on integrity.
Will the Government allow the submissron of a POC Reference Table be provided in lieu of the completed copy from the Government?
ln the event that the Government still requires PPCQs to be submitted with the proposal, will the Government please provide a release letter example for subcontractors' Contracting Officers to provide the prime with a copy of their PPCQ responses?

As stated in the draft RFP Q&A: The requirement in
Section L to have questionnaires submitted with the proposal will remain - having the questionnaires submitted with the proposal gives offeror maximum opportunity to provide said Past Performance information. Although section 4.4.1 states "ONE (1)

Will the Government allow the submission of answers to Form L2 without the necessity of repeating each numbered question?

Form L2 Question 14 States "Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contracl terms and conditions:"
Contractor highly suggests that the response to Question 14 is moved from the form L2 page-limited submission and requested as a stand-alone response in order to allow for an accurate reflection of past performance issues.

ln the referenced section, the Government requests several pieces of information in columnar format (i.e., Provider Name, Contract Number, Performance Period, etc.). Will the Government confirm that thrs rnformation is outside of page count?

The overtime CLINs include all over time hours to be billed at 1 and 1/2 times the normal hourly rate of the employee. i.e overtime rate and lhe 1 112 rate IAW the

The RFP is password protected to protect the integrity of the document.
Agoal ot 14.5% has been assrgned to "Other Small Business" ln the DRFP Q&A, the Government defined this category as "Small Business, no special group". This goal has an asterisk and the note associated with the asterisk states, "Subject to change based on meeting or exceeding individual goals."
By listing a goal of 14.5% for "Other Small Business", lt appears that contractors are required to subcontract with Small Businesses that do not fit any other socio-economic categories (in the Draft Q&A you clarified that "Other Small Business" is defined as "small business, no special group") and contractors will need to continually update our Small Business Plans to adjust the Other Small Business goal which is subject to change based on our success on exceeding the other goals
Recommendation:
Eliminate the '14 5% "Other Small Business" goal The contractor is still required to meet or exceed the 32% Total Small Business Goal and any dollar awarded to any of the socio-economic categories will also count as dollars awarded in the "Other Small Business" category. By eliminating the "Other Small Business" goal, there will be no requirement to adjust this goal in our plans as we exceed other goals.
How will the "Other Small Business " goal change based on the contractols plan to exceed the socio-economic goals identified in Table 12. How should this target, that is sublect to change, based on meeting or exceeding the individual socio-economic goals be addressed in our Small Business Subcontracting Plan?

Section L, Table L2 has been updated to clarify. 14.5o/o includes all small business categories that would result in a 32.5o/o set aside. For example if you had 1 0% for SDB you would met the 5% goal and the reminder would count in the other small business category.
Section M, 1 .2, Subfactor 2.a references AFFARS 5319.704(aX1).
Recommendation:
Delete the AFFARS reference which no longer exists in the AFFARS.

Page Size and Format The font size for headers/footers, call ouUfocus boxes, and figure action captions are not specified in Section L. Will the Government confirm font restrictions for these items should comply with the 8pt. minimum requirement?

General Proposal Format Will the Government accept PDF format for signed documents, such as the SF33, SF30, and cover letter?

Table lists all CLINs in the Total Evaluated Price (rEP).
Recommendation:
Reverse the deletion of CLINs 0001 , 0002, 0003, & 0004 from the L3 Table.
The Transition CLINs (0001 , 0002, 0003, 0004) have been removed from the Table for Evaluated CLlNs. Will the Government add these FFP CLINs back into the TEP?

Section L, 3.1.1. and Section M, 2.0 have been updated to clarify that the transition CLINs will not be included in the TEP.
Column C refers to Overtime Hours for CLINs that are outside of the designated Overtime Cost Reimbursable and Government Estimated CLlNs.
Recommendation:
Remove references to Overtime hours as Overtime is handled by Government estimated CLlNs.
Are the hours listed in the Overtime column for informational purposes or are Offerors to propose Overtime into their FBLR in the FFP CLINs beyond the Overtime currently handled by the respective CLINs (Ex. XX02)?

The hours provided in Attachment L6 are estimated historical hours for overtime and are provided for informational purposes for developing rationale for staffing solution only. Do not rnclude overtime hours in column D.
Column D refers to Offeror Proposed Hours for FFP CLlNs.
Recommendation:
Clarify the evaluation terms in Section L 3.X and Section lvl if Offerors are able to propose different hou rs.
ls it possible for Offerors to bid differently from the Historical Hours listed in column B?
lf so, how will lhe Government evaluate proposed hours without any proposed Basis of Estimate?

Yes, Section L 2.4 states "lf an alternate solution to staffing is provided then offeror shall provide a detailed explanation how the proposed labor category/skill mix has been derived and the rational on how the service provider will meet the requirements as defined in the
PWS".
Please refer to Section M Subfactor 1 on evaluation process.
This section states, "The Offeror will provide cosuprice summary build up information for all Firm Fixed Price CLINs using the sample cost formats in "Cost Formats A through C," Attachment L6 for each year of the period of performance (PoP)."
