APPENDIX E
Eagle Passive/Active Warning Survivability System (EPAWSS)
T-2 MODIFICATIONS
MEMORANDUM OF UNDERSTANDING (MOU) EXTRACT
1. General Information This is an extraction from an MOU between the F-15 Division (AFLCMC/WWQ), the 96th Operations Group (96 OG), the 96th Maintenance Group (96 MXG), the 53d Test and Evaluation Group (53 TEO), and the 57th Maintenance Group (57 MXG). These efforts also support by a Statement of Capability (SOC) between AFLCMC/WWQ and OFP CFT/CC support the modification ten (10) F-15 aircraft with potential to extend to a total of twelve (12) from 5 December 2017 thru 30 March 2021. This is to communicate the work functions which temporarily impact this services contract:
10.13 The 96 MXG Maintenance Group Plans and Scheduling will schedule a pre-dock and post-dock meeting for Eglin and Nellis aircraft. For Eglin assigned aircraft, Plans & Scheduling will annotate Integrated Maintenance Data System (IMDS)/Eagle Modification Action Plan (EMAP) to reflect T-2 Modification completion.
10.22 The 96 MXG will provide specialized back shop support in support of the EPAWSS modification (A/R, Machine Shop, Sheet Metal, Aerospace Ground Equipment, Precision Measurement Equipment Lab, Egress, and Corrosion) as required for the duration of the EPAWSS modification. This assistance will be on a non-interference basis of local flying and test efforts. If EPAWSS assistance conflicts with local priorities AFLCMC will coordinate with the 96 MXG or 57 MXG to resolve conflicts. This assistance will be funded through the
EPAWSS JON.
10.23 The 96 MXG/AR will provide support as required for all Nellis and Eglin aircraft in support of the EPAWSS mod. This support includes but is not limited to removing components for EPAWSS instrumentation installation and removing and installing canopies. This assistance will be funded through the EPAWSS JON.
10.24 The 96 MXG/NDI will provide required Non-Destructive Inspection (NDI) support at the modification site. This is currently estimated to be approximately 16 hours per aircraft of recurring effort. Additional effort may be required. This assistance will be funded through the EPAWSS JON.
10.26 The 96 MXG/Egress will provide support to remove/install/store ejection seats and Shielded Mild Detonating Cord (SMDC) from Nellis and Eglin aircraft entering mod line. The 96 MXG is responsible for all scheduled/unscheduled egress inspections. The 96 MXG is responsible for 36 month seat inspections on all Eglin aircraft. This assistance will be funded through the EPAWSS JON. In accordance with para 12.6, the 57 MXG is responsible for ensuring aircraft seat inspections are current through the duration of EPAWSS Mod, and all egress time change items need to be waived/completed/scheduled to be complete prior to induction to the mod line.
10.27 The 96 MXG/Corrosion will support by preparing and painting Nellis and Eglin F-l 5C leading edge wings after wing modification is complete. This will be scheduled during the weekly shared resources meeting. Additionally, corrosion may be required for paint touch up on a case by case basis. This assistance will be funded through the EPAWSS JON.
10.28 The 96 MXG (A/R, Machine Shop, Sheet Metal, Aerospace Ground Equipment, Precision Measurement Equipment Lab, Egress, and Corrosion) will support non-modification discrepancies on Nellis and Eglin aircraft on a non-interference basis. Non-modification discrepancies are defined as any pre- existing problem discovered during the course of executing the scope of the T-2 modification. For Nellis assigned aircraft, this maintenance will be charged to the account established in paragraph 12.5.
