About this file
This document is a Transition Staffing Schedule exhibit for RFO No. HHS0017021, issued by the Texas Health and Human Services Commission (HHSC) for a Service Desk and Deskside Support Services contract. The exhibit establishes requirements for contractor staffing during a sixty-calendar-day transition phase following contract execution. The contractor must provide fifty-two (52) managed services staff within thirty (30) days of contract execution, comprising twenty-two (22) IT Support Specialist III positions for the Enterprise Service Desk, ten (10) IT Support Specialist III positions for the DFPS Service Desk, five (5) IT Support Specialist III positions for TIERS, fourteen (14) Systems Administrator II positions for Deskside Support Services, and one (1) Team Lead position. The staffing schedule requires detailed documentation of the ramp-up approach across six defined transition periods (Days 1-7, 8-14, 15-21, 22-30, 31-45, and 46-60), with cumulative staffing levels identified for each phase to ensure continuity of Tier 1 IT Service Delivery and Support Services and Tier 2 Deskside Support Services.
The contractor must address staffing continuity and risk management strategies, including vacancy and replacement procedures at no additional cost to HHSC. All managed services staff must meet background and eligibility requirements, complete required acknowledgements, and obtain system access approvals per HHS procedures before accessing any systems. The contractor is required to detail recruitment efforts, talent bench maintenance strategies, and Texas-based candidate sourcing approaches. The schedule requires certification and acceptance signatures from both contractor and HHSC representatives, with sections for contractor submission, HHSC acceptance, and final contractor acknowledgment. The document does not specify pricing terms, set-asides, or funding amounts, as it functions primarily as an operational staffing framework document rather than a bidding or pricing instrument.
