About this file

This is a Cost Proposal exhibit for Solicitation Number HHS0017021 issued by the Health and Human Services (HHS) System Agency for Service Desk and Deskside Support Services. The procurement involves a 60-month contract period structured as a 36-month initial term with two optional 12-month extension periods. The scope includes transition services (2 months), ongoing operations encompassing IT Support Specialist III positions for Enterprise Service Desk (ESD) and DFPS Service Desk support at TIERS/IEE Level 1, System Administrator II positions for deskside support services, and System Administrator III positions for team lead functions. Respondents must provide all-inclusive unit prices and hourly rates for managed staffing resources, recruitment services, monthly metric meetings and written reports, managed services staff request reports, departure tracking logs, status meetings, and associated deliverables. The cost proposal must be submitted in the original Microsoft Excel Workbook (.xlsx) format only, with failure to submit mandatory requirements or submitting alternative versions potentially resulting in proposal disqualification.

Evaluation of proposals will be conducted on a lowest total cost basis, with the lowest-cost proposal receiving the highest available rating for cost criteria, and higher-priced proposals receiving proportionally lower ratings using the specified formula. Respondents must provide tiered pricing for varying volumes of IT Support Specialist III positions (1-65 positions), System Administrator II positions (1-24 positions), and Deskside Services Team Lead positions (1-10 positions), with all-inclusive hourly rates applicable across the initial and optional extension terms. All pricing must include labor, materials, tools, supplies, equipment, personnel, travel expenses, and all incidental costs necessary to provide services according to specifications. The System Agency makes no guarantee of volume, usage, or total compensation, with actual costs based on actual hours worked per position per month. Pricing for transition and operations phases must not exceed the 12-month Year 1 term, and any pricing exceptions should be documented in a separate exceptions document.
