Background Information:
This site is centrally located on the Williams Ranger District about 5 miles east of Williams and is the only active helibase for the Kaibab and Coconino NF’s. There are two concrete helipads and a total of six buildings onsite: an office/pilot ready room for the Helitack crew, two 4-person modular crew quarters, pumphouse/weight room, storage building, and an office/shop/storage/engine bay. The water system is a shallow well, a 12,000-gallon storage tank, and a pressure pump/tank system. Two existing septic systems serve the office and crew quarters. Two LPG tanks provide gas service.
During large incidents as many as 6 helicopters and crews use the site, using the large open area adjacent to the site for temporary helipads and refueling areas. The current fire severity strategy places more reliance on helicopters instead of air tankers. The helitack office/pilot ready room was built around 1960 and well past the buildings design life and usefulness for the number of employees using the site. There is a non-potable water system that fills a storage tank that is available for filling Engines.
Site Visit:
Bidders are urged and expected to inspect the site where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after Contract award.
