Re: Asbestos Survey and Lead TCLP WT Job No. 2582JE319
Pittman Valley Road Forest Service Station
Williams, Arizona
Western Technologies Inc. (WT) presents this report of the Asbestos Survey and Lead TCLP conducted for the structure located at 1782 County Road 74in Williams, Arizona (the “Site”). WT was authorized by the Ken Estrada (the “Client”) to perform these services according to WT’s
Agreement for Professional Services (WT Contract No. 2582PE353, dated September 27, 2023).
This report was prepared for the Client and it may not be utilized or relied upon by any other person or entity without the prior written permission of WT. This report concludes our services on this portion of this project.
PURPOSE
The purpose of this project was to report the location, condition, and quantity of asbestos containing materials (ACMs) identified on the Site prior to the demolition of the on-site structure.
Additionally, one waste stream sample was collected to determine if the demolition of the structure would generate a hazardous waste stream.
SCOPE OF SERVICES
The scope of services for this project was based on the sampling guidelines of the Asbestos
Hazard Emergency Response Act (AHERA) and the National Emission Standards for Hazardous Air
Pollutants (NESHAP) as established by the United States Environmental Protection Agency (EPA) and consisted of the following tasks:
• A survey of the structure by an EPA-accredited asbestos building inspector to assess the location, condition, friability, and quantity of suspect ACMs as requested by the Client.
E6 Services, Inc. February 2, 2023 WT Job No. 2582JE319 Page 2
• Samples were collected from interior and exterior materials that will be impacted by the upcoming demolition.
• WT collected a composite sample of painted and unpainted building materials from the structure representing the potential waste stream profile for demolition. The sample was sent to SGS North America Inc. for analysis following the TCLP process for lead.
• The microscopic analysis of the collected samples by a laboratory accredited under the
National Voluntary Laboratory Accreditation Program (NVLAP), using Polarized Light
Microscopy (PLM) and Point Count methods.
• The preparation of this report, describing the field survey and categorizing the identified materials based on the laboratory analyses.
FIELD SURVEY
The Site was sampled on January 10, 2023, by Mr. Greg Kendall, who is an EPA-accredited building inspector. Copies of the Inspector’s accreditations are presented in Appendix A. The inspector observed the building materials, identified, and described suspect ACMs, recorded their locations, evaluated the condition and friability of each material, and estimated the quantities.
See Appendix D for the building diagram and approximate sample locations. A photographic log of materials sampled is presented in Appendix E.
SITE DESCRIPTION
The Site was a single-story structure that was constructed in 1960 and was approximately 1,600 square feet in size. The structure consisted of multiple rooms used as offices, a locker storage room, a restroom, and a kitchen.
LABORATORY ANALYSIS
A total of 54 bulk samples were collected from the Site. In some instances, the bulk samples consisted of more than one layer, and the laboratory analyzed all discrete layers in the samples.
WT submitted the collected samples to Steve Moody Micro Services, LLC (SMMS) in Farmers
Branch, Texas who is accredited through the NVLAP (102056-0). SMMS analyzed the samples according to EPA Method 600/R-93/116 (the New Method) PLM with dispersion staining and point count methods. The samples were analyzed on a standard 5-day laboratory schedule. The data provided by the laboratory was used to identify those suspect materials containing greater than 1% asbestos. A summary table of the materials sampled is presented in Appendix B.
Laboratory reports and chain-of-custody records are presented in Appendix C.
WT Job No. 2582JE319 Page 3
RESULTS
Asbestos-Containing Materials (ACM):
Samples 319-01-03 were reported with ˂0.25% asbestos and the other 51 samples were reported as “None Detected” for asbestos.
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) CLASSIFICATION AND NESHAP
CATEGORY
The following paragraphs provide classifications and categories used to describe the regulatory requirements for the disturbance of ACMs. The Occupational Safety and Health Administrations classifications provide details for the personal protective equipment and engineering controls needed for abatement of these materials. The National Emissions Standards for Hazardous Air
Pollutants (NESHAP) categories prescribe waste management, emission control, and disposal requirements. The selection of removal methods, including the use of manual or mechanical removal methods, can affect the NESHAP category of materials.
Samples 319-01-03 were reported with ˂0.25% asbestos and the other 51 samples were reported as “None Detected” for asbestos.
Toxicity Characteristic Leaching Procedure (TCLP):
One TCLP waste stream sample was collected from the structure. WT collected a composite sample of painted and unpainted building materials from the structure representing the potential waste stream profile for demolition. The sample was documented onto a chain-of-custody and was submitted to SGS North America Inc., 500 Ambassador Caffery, Scott, LA 70583. Analysis was performed following the Toxicity Characteristic Leaching Procedure, EPA Method 6010C/3010A.
The US EPA Agency Resource Conservation and Recovery Act (RCRA) regulations set the limit of leachable lead in lead-containing waste at 5.0 milligrams per liter (mg/L). The results of the TCLP waste stream sample for the on-site structure was reported as less than (<) 0.50 mg/L, which is below the reporting limit. Based on this data, the waste resulting from the demolition of the on-site structure will not generate a characteristic hazardous lead waste stream.
RECOMMENDATIONS
Based on the results of this survey, WT makes the following recommendations:
• A NESHAP notification is required 10-working days prior to general demolition activities that will affect a load bearing wall.
WT Job No. 2582JE319 Page 4
• The contractor(s) working with materials reported at or below <1% asbestos should be notified of the presence of an asbestos hazard. Demolition of the material(s) at or below 1% should be conducted utilizing wet methods, prompt cleanup, and HEPA vacuum(s).
• If materials other than those sampled as part of this survey are encountered during demolition, they should be assumed positive until they are sampled and tested.
LIMITATIONS
Conditions can exist within structures and below the ground surface that are not apparent visually or disclosed by sampling data. This study is limited to the conditions expressly disclosed in this report, and it does not represent the assessment or absence of any other conditions on or affecting the Site. WT’s findings are based on the assumption that the sampling locations, and the resulting data, are representative of assessed conditions. WT’s interpretation, discussion and opinions of the results obtained from the referenced methods, observed conditions, and tested samples are applicable only to the specifically tested locations at the times stated herein.
The regulatory standards referenced in this report are based on our knowledge of applicable regulatory standards in effect at the time the work was performed. WT cannot anticipate potential future changes to regulatory standards by appropriate governmental agencies.
WT has performed our services in accordance with our contract with our Client, utilizing the ordinary degree of skill and care practiced by other firms providing similar services in the locality of the site. No other warranty or representation, either expressed or implied, is made.
