About this file

This is an Exhibit G VAP Tracking Sheet Template developed by the Hawai'i Tourism Authority (HTA) for use in the Visitor Assistance Program (VAP) on Hawai'i Island. The template provides a standardized reporting framework for tracking visitor assistance metrics across multiple categories and reporting periods. The document contains five primary tables designed to capture comprehensive program data: Table 1 tracks referral sources for assisted visitors by month, Table 2 documents the metropolitan statistical area (MMA) origin of assisted persons, Table 3 categorizes incidents and adversities by type with separate case and people counts, Table 4 documents causes of death when applicable, and Table 5 captures engagement and outreach metrics on a quarterly basis. The tracking sheet is structured for monthly data collection throughout the fiscal year, with columns for January through December, year-to-date (YTD) totals, and YTD percentages. Referral sources tracked include airlines/airports, car rental agencies, county police, cruise lines, hospitals, hotels, visitor bureaus, and walk-in visitors. Visitor origins are categorized by geographic regions including U.S. regions, international countries (Japan, Canada, Europe, Australia, New Zealand, China, Korea), and Latin America, with separate tracking for land-based and cruise visitors.

The adversity types documented in Table 3 encompass incidents ranging from assault (physical and sexual), auto accidents, burglary, court cases, death, lost items, medical emergencies, property damage, terroristic threatening, theft, UEMV incidents, and general visitor services, with dual tracking of both incident cases and affected people. Table 4 provides granular cause-of-death categorization including auto accidents, homicide, natural causes, ocean/water incidents, other accidents, sickness, and suicide. Table 5 captures engagement and outreach activities through fiscal year 2028 Q2, including metrics for partnerships established or maintained, distribution points or locations across islands and activity providers, and volunteer or ambassador participants engaged. The template is formatted as an Excel spreadsheet with automatic total calculations and percentage computations, requiring contractors to populate monthly data fields with actual program activity information. This tracking sheet serves as the primary reporting mechanism for VAP performance monitoring and evaluation, enabling the HTA to assess program effectiveness, identify trends in visitor assistance needs, and measure community engagement efforts throughout the service delivery period.
