About this file

This document is an exhibit from the Arizona Department of Corrections (AZDCS) Office of Real Estate outlining pandemic planning requirements for janitorial services contractors. The exhibit establishes a Contracted Vendor Pandemic Planning Checklist designed to ensure business continuity during widespread disease outbreaks with minimal natural immunity. The checklist components are based on recognized best practices and serve as evaluation criteria or contractual requirements for vendors bidding on janitorial services contracts within Arizona state facilities, including the Payson area procurement opportunity. No specific response dates, site visits, or bidder meetings are outlined in this exhibit, as it functions as a standalone compliance document detailing expected vendor preparedness rather than as a standalone solicitation.

The exhibit requires contracted vendors to develop comprehensive pandemic response plans addressing three primary areas: workforce continuity through succession planning, cross-training, flexible work arrangements, and designated pandemic leadership; supply chain resilience through advance material stockpiling for 8-10 day self-sufficiency periods and contingency protocols for service delivery interruptions; and organizational communication infrastructure including updated contact lists, emergency notification procedures, and identification of essential staff and critical suppliers by location and function. The document references resources from the CDC, HHS, and Arizona Department of Health Services for additional guidance but does not specify pricing terms, set-asides, incumbent information, or funding amounts. This exhibit should be reviewed as part of the complete janitorial services RFP documentation to understand how pandemic planning compliance factors into vendor evaluation and contract award decisions.

EXHIBIT G

Contracted Vendor Pandemic Planning Checklist

Pandemic: A worldwide epidemic flu. Because there is little or no natural immunity, the disease can spread rapidly.

Suggested Components based on best practices

1. Key succession and performance planning if there is a sudden significant decrease in Contracted Vendor’s workforce.

• Identify a pandemic lead with defined roles and responsibilities.

• Develop a continuity of operations plan for critical and essential services and products.

• Cross train employees for continuity of business on critical and essential services.

• Establish policies for flexible worksites (E.g. Telecommuting) and flexible work hours (E.g.

Staggered Shifts)

2. Alternative methods to ensure there are services or products in the supply chain.

• Determine potential impact on continuity of services and products provided.

• What materials, equipment or supplies will the business need to stock in advance to be self-sufficient through an 8-10 day time period?

• Identify contingency for accepting and/or delivering services and products if normal processes are interrupted.

• Identify essential staff and other critical inputs (E.g. Suppliers, subcontractor services, products, and logistics) required to maintain business functions by location and function.

3. Keep an up to date list of company contacts and an organizational chart

• Establish emergency notification for call trees.

• Emergency communications plan which includes identification of contractor’s key contacts and backups.
