About this file

This is an Asbestos Guidelines exhibit document issued by the Arizona Department of Administration (AZDCS) Office of Real Estate as part of a Janitorial Scope of Work for state facilities in the Payson area. The document establishes mandatory asbestos safety and compliance requirements for all contractors and vendors working in Arizona state buildings that contain Asbestos Containing Building Materials (ACBM). All contracted vendors must complete Two-Hour Asbestos Awareness Training as required by 40 CFR Part 763.92 prior to work assignment, and contractors must maintain and submit Certificates of Completion for all assigned employees and subcontractors within sixty days of contract award. The guidelines reference compliance with OSHA standards 29 CFR 1910.1001 and 29 CFR 1926.1101 to ensure employee safety and health protection across all AZDCS facilities.

Contractors are required to acknowledge receipt of the asbestos information and training requirements by signature at the time of contract award. Additionally, contractors must provide copies of updated training curricula to AZDCS Risk Management within thirty days if the Two-Hour Asbestos Awareness Training curriculum is modified. Any disturbance of ACBM materials during normal work operations must be reported immediately to the Building Liaison, and contractor personnel are explicitly prohibited from attempting to clean any disturbed asbestos materials themselves. These requirements represent non-negotiable compliance obligations for all bidders on the janitorial services contract.
