About this file

This is a COMcheck Envelope Report for the Beatty Health Center, a new construction health care clinic project located in Chiloquin, Oregon, under the jurisdiction of the Klamath Tribal Health organization. The project, identified as Project No. 162136, involves the design and construction of a 4,065 square-foot, single-story health care clinic facility at 24110 Godowa Springs Road, Beatty, Oregon 97621. The project is being designed by Steele Associates (2738 NW Potts Court, Bend, Oregon 97703) with Jordan Arredondo serving as the owner's agent. The facility is designed to comply with ASHRAE 90.1 (2022) Standard energy code requirements for Climate Zone 5b and was evaluated using EnergyPlus 24.1.0 simulation software. The compliance report was issued on September 3, 2026.

The project achieved a compliance score of 47.0 energy credits against a required baseline of 66.8 credits through various efficiency measures including occupancy sensor controls (1.0 credits), reduced lighting power (18.0 credits), heating and cooling efficiency improvements (19.8 combined credits), energy monitoring (3.0 credits), and improved envelope performance (25.0 credits). The envelope design passed inspection with performance 1 percent better than code requirements. Key envelope components include a roof with R-30 insulation, wood frame exterior walls with R-21 cavity insulation, vinyl/fiberglass windows with U-factors of 0.290, and an unheated slab-on-grade foundation with R-10 insulation. The facility was exempted from renewable energy requirements due to its floor area being less than 10,000 square feet. All inspection checklist requirements related to building envelope, electrical systems, footing and foundation, and framing components were documented as compliant or marked for field verification during construction.
