About this file
This is an Addendum 1 to the bid set drawings for the Beatty Health Center Project, prepared by Klamath Tribal Health & Family Services (KTHFS) in Beatty, Oregon. The addendum provides updated architectural and engineering drawings for a new 4,076-square-foot, single-story health center facility designed to serve 69 occupants. The facility will house medical and dental offices, a fitness center, behavioral health services, and administrative spaces at 24110 Godowa Springs Road. The project is a wood-frame construction (Type V-B, Business occupancy) that must comply with 2025 Oregon Structural Specialty Code, 2023 Oregon Electrical Specialty Code, ASHRAE 90.1 (2022) energy standards, seismic design category D requirements, and a 54 psf ground snow load. A mandatory pre-bid walk-through is scheduled for September 22, 2026, with proposals due October 8, 2026. The contractor must complete the project within five to six months from contract execution, with a maximum project term of one year.
The contract carries a tribal set-aside with a 15-point bonus for Indian-owned businesses and requires compliance with the Tribal Employment Rights Ordinance (TERO), including a 2% TERO fee on contracts exceeding $5,000 and employment preferences for Klamath Tribal Members. Davis-Bacon prevailing wage rates apply to this project. The contractor must maintain general commercial liability insurance with a minimum $1 million per-occurrence and $3 million aggregate coverage, naming the Tribes as additional insured. Contract award goes to the lowest qualified bidder evaluated on a 100-point rubric covering cost, specification compliance, general contracting experience, medical facility experience, and local presence. The contractor must be licensed with the Oregon Construction Contractors Board, manage all permits and licensing, and utilize an approved electronic document management system (Newforma ConstructEx, ProCORE, or equivalent) for contract administration.
