About this file
This document is Exhibit B, a Budget Detail and Payment Provisions section for Master Service Agreement 5209924 between the California Department of General Services (DGS) Commercial Car Rental Services Procurement Division and a car rental contractor. The agreement covers short-term and long-term vehicle rental services for state user agencies, with a procurement process centered around a state-managed reservation system and authorized payment methods.
The contract establishes maximum rental rates detailed in a Rate Workbook (Attachment B-1), with mandatory payment requirements utilizing DGS-STP's authorized payment form. The contractor must support two billing methods: a monthly lump sum charge covering all transactions within a specified billing cycle (26th to 25th of consecutive months), and individual/point-of-sale transactions charged at rental agreement completion. The agreement includes budget contingency provisions allowing cancellation if fiscal year funding is reduced, and mandates that the contractor set up direct billing account identification numbers for each user agency while ensuring detailed transaction reporting and the ability to dispute incorrect charges.

EXHIBIT B - BUDGET DETAIL AND PAYMENT PROVISIONS
1. BUDGET CONTINGENCY
If funding for any fiscal year is reduced or deleted by the Budget Act for purposes of this program, the User Agency shall have the option to either: cancel the reservation with no liability occurring to the User Agency or offer a reservation amendment to the Contractor to reflect a reduced amount.
In the event there is non-appropriation of funding, the reservation may be cancelled. The State will not pay any additional fees for cancelling the reservation.
2. INVOICES
Submission of Invoices:
The Contractor shall set up direct billing account identification numbers for Short-Term and Long-Term rentals for each User Agency. Commercial Car Rental reservations will be made through the State’s TMS provider utilizing DGS-STP’s approved form of payment. At the completion of the rental period, the Contractor will generate a rental receipt reflecting the appropriate charges and provide the rental receipt to the renter. The rental receipt will be used to validate the charges invoiced by the authorized form of payment as indicated in Section 4 below.
3. RATES
The rates specified in Attachment B-1, Rate Workbook are the maximum rates to be charged to User Agencies.
4. PAYMENT
1. Payment by a User Agency must be made using DGS-STP’s authorized form of payment. The Contractor’s acceptance of DGS-STP’s authorized form of payment is mandatory. The Contractor must be able to accept virtual payments.
2. Charges and billing: Rental reservations shall be made through the authorized reservation process utilizing a Short-Term or Long-Term direct billing account identification number issued by the Contractor for each User Agency. Detailed billing data shall come directly from the Contractor in accordance with Exhibit A., Section 9. Statements and Reporting. User Agencies are responsible for payment. The Contractor must allow both of the following payment/billing methods:
a. Lump Sum: Monthly, the Contractor shall charge all transactions to DGS-STP’s authorized form of payment in a lump sum amount. The State’s billing cycle is the 26th of the month to the 25th of the following month. The User Agency’s billing cycle is subject to change by DGS-STP. The User Agency will receive a consolidated billing statement from the Contractor reflecting the itemized transaction fees during the billing cycle for each account.
b. Individual/Point of Sale: At the close of each rental agreement, the Contractor shall charge said transaction to DGS-STP’s authorized form of payment. The User Agency will receive a consolidated billing statement from the Contractor reflecting the itemized transaction fees during the billing cycle for each account.
3. DGS-STP’s authorized form of payment shall be used to pay for damages outlined in Exhibit F, Section 4, Loss of or Damage to Vehicle. User Agencies may establish additional payment methods specifically for this purpose, subject to the approval of DGS-STP.
4. Should the authorized form of payment change prior to the expiration of this contract, the DGS-STP Contract Administrator will notify the Contractor and provide the new payment/account information for the Contractor to use as the authorized form of payment.
5. BILLING TO INDIVIDUAL DEPARTMENTS
The Contractor shall not bill DGS-STP for vehicles rented by User Agency employees. The Contractor must invoice the employees’ User Agency’s direct billing account identification number and have an identified process for User Agencies to dispute incorrect charges.
