About this file

This document is a Request for Proposal (RFP) for Commercial Car Rental Services (CCR) issued by the California Department of General Services (DGS), Procurement Division. The RFP seeks to award a contract for comprehensive national and international commercial car rental services for state and local governmental agencies, with a contract term of three years and two optional one-year extensions. The contract is scheduled to go live on February 1, 2026, and will cover short-term and long-term vehicle rentals, including sedans, minivans, large passenger vans, trucks, off-road vehicles, zero emission vehicles, and plug-in hybrid electric vehicles. Proposals are due by September 19, 2025, at 5:00 PM Pacific Time, with a bidder's conference held on August 22, 2025, at 10:00 AM Pacific Time.

The total possible points for the proposal are 1,865, with 595 points allocated to technical requirements and 1,270 points for cost considerations. Technical scoring includes evaluation of a technical questionnaire, participating locations, non-core vehicles, and zero emission/plug-in hybrid electric vehicle fleet preferences. Cost scoring will assess core vehicle rates, percentage discounts for non-core vehicles, and revenue sharing. The contract requires a minimum 10% revenue share of total base rate charges, with percentages exceeding 10% eligible for additional points. Billing will be handled through the Statewide Travel Program's authorized payment method (currently U.S. Bank ghost cards), with monthly direct billing and individual agency-specific account numbers.
