About this file
This document is a gate criteria evaluation template for assessing spacecraft bus qualifications in response to a federal Request for Proposals (RFP).
The template requires offerors to demonstrate that their spacecraft bus was produced by the offeror and meets four mandatory gate criteria: (1) performed operations for at least three years; (2) accommodated an Earth-observing instrument payload of at least 200 kilograms; (3) operated at an altitude between 500-2000 kilometers; and (4) operated with an Instrument Orbital Average Power of at least 250 watts. The launch date of the spacecraft bus must fall within ten years prior to RFP release. Offerors are instructed to reference specific missions in a data table containing columns for mission name, brief description, launch date, years in operation, payload mass, operational altitude, and instrument orbital average power. Grayed-out cells in the template are provided for informational purposes only and do not factor into gate criteria evaluation. If a single mission satisfies multiple criteria, offerors must list that mission separately for each applicable criterion. This template serves as an evaluation mechanism to establish baseline technical qualifications for prospective contractors' spacecraft bus capabilities in Earth-observation applications.
