About this file
This is a Questions and Answers document for the Landsat 10 Spacecraft Request for Proposal 80GSFC26R0015, issued by NASA's Goddard Space Flight Center.
The document addresses eight key inquiries from potential offerors regarding proposal submission requirements and technical specifications. Question 1 clarifies that offerors must identify small business subcontractors meeting the "High Technology" definition within their Small Business Subcontracting Plan, where "High Technology" refers to research and development efforts within or advancing the state-of-the-art in relevant technology disciplines, performed by professional engineers, scientists, and highly skilled technicians. Questions 2 and 3 address missing exhibits: Exhibit 3 (Spacecraft Master Equipment List) was updated to include Unit Cost and Total Cost columns, and Exhibit 7 (Spacecraft Contractor Standards) was uploaded to SAM.gov as of July 17, 2026, both per Amendment 1. Question 4 clarifies that spacecraft mass storage requirement SRD-1333, which mandates no single credible failure disable more than 25% of storage system end-of-life capacity, applies only to the storage portion of the Solid State Recorder and not to associated power supplies, processors, firmware, or other non-memory supporting elements. Question 5 confirms that the funding profile limits Government availability by Fiscal Year while contractors must consider termination liability per NFS 1852.232-77. Question 6 identifies a DO-C9 security rating associated with this operational mission, with Block 13b of SF1449 updated accordingly per Amendment 1. Questions 7 and 8 address proposal submission deadline requests, with NASA extending the due date from August 13, 2026, to August 31, 2026, at 1:00 PM EST, with Block 8 of SF1449 updated accordingly.

Request For Proposal 80GSFC26R0015
Questions and Answers Below are questions and answers related to the Landsat 10 Spacecraft (L10) Request for Proposal (RFP) 80GSFC26R0015. In the event of any discrepancy, the RFP provisions and contract terms (including all amendments) will take precedence.

Proposal Instructions B.4
85 B.4 Small Business Utilization
• All Offerors shall submit their small business subcontracting plan highlighting " High Technology" subcontractors. “High Technology” is defined as research and development efforts that are within or advance the state-of-the-art in technology discipline and are performed primarily by professional engineers, scientists, and highly skilled and trained technicians or specialists.
• Within the subcontracting plan, all Offerors shall indicate whether they plan to
Is this referring to the research and development efforts internal to each company bidding? Please clarify the state-of-the-art technology discipline?
No, this requirement is not referring to general internal research and development activities performed within each offeror’s own company.
Instead, Section B.4 asks offerors to identify, within their Small Business Subcontracting Plan, which proposed small business subcontractors meet the solicitation’s definition of “High Technology.”
For this procurement, “High Technology” is defined as research and development efforts that are within or advance the state of the art in the relevant technology discipline and are performed primarily by professional engineers, scientists, and highly skilled technicians or specialists. Offerors should therefore highlight which small business subcontractors will be providing high technology subsystems or components for the Landsat 10 Spacecraft.
participate in the NASA Mentor Protege Program and their overall approach to it.

Proposal Instructions A.1
79 Subfactor A - Technical Approach A.1 Spacecraft Top- Level Design Description The Offeror shall propose a Master Equipment List (MEL) in accordance with Exhibit 3 - Spacecraft Master Equipment List (MEL) Fill In, summarizing all major subsystem components to support validation of proposed mass estimates, power estimates, TRL, quantity, design heritage, and cost.
Proposal instructions call for cost information to be included in MEL, but the MEL template has no column/provision for cost.
Is cost info required in MEL or not? And if so, will NASA release an updated MEL template, or should contractors simply add a cost column?
Exhibit 3 - L10 Spacecraft Master Equipment List (MEL) Fill In has been updated to show two additional columns (Unit cost (If available) & Total cost (If available)).
Revised Exhibit 3 uploaded to SAM. See Amendment 1.

Proposal Instructions C.2

Instructions call for population of Exhibit 7, but Exhibit 7 was not included in Final RFP (however the cover letter states it is included).
There are mixed messages on whether Exhibit 7, Spacecraft Contractor Standards, is required or
Exhibit 7 uploaded to Sam.gov (dated 07/17/26). See Amendment 1 how the standards are utilized by personnel supporting the project including training and certifications. The Offeror shall populate Exhibit 7 - L10 Spacecraft Contractor Standards Fill-In.
not. Please confirm. If required, please provide Exhibit 7.
4 Attachment C - L10 Spacecraft Requirements Document (SC SRD) Rev E
3.14.3 Mass Storage
SRD-1333 The spacecraft mass storage system shall be designed such that no single credible failure can disable more than 25% of the storage system's end of life capacity.
Rationale: Credible failure is defined as having a probability of occurrence greater than
0.001 for on orbit technical risks.
Probability assessments used to characterize credibility must utilize high confidence statistical methods (e.g., on-orbit history, test data, physics of failure assessments, etc.).
The final RFP added SRD- 1333 as a new requirement (and eliminated the previous requirement for 50% cold spare memory for mass storage). The wording of this requirement is a significant change and leaves vendors very little time to react. In particular, the SCIRD only shows one set of High Speed Data Bus interfaces (i.e., Ethernet) from instrument to spacecraft. The new requirement could very easily be interpreted as any failure in the mass storage device could disable more than 25% memory. This new requirement could force significant architectural changes in the HSDB interface from instrument
The requirement applies only to the storage portion of the SSR. It does not apply to associated power supplies, processors, firmware, or other non‑memory supporting elements.
to bus, with no time for vendors to react. Can vendors assume this requirement applies only to the actual memory portion of the SSR (and not power supplies, processors, firmware, etc.)?

NFS 1852.232-77
Limitation of Funds (Fixed- Price Contract)
(MAR 1989)
We’d like to be clear in specifying payment profile vs funding profile. FAR clause NFS 1852.232-77 Limitation of Funds (Fixed- Price Contract) (MAR 1989) confirms that funding must be in place to cover spending and termination liability, while the payment profile holds back 10% until after all costs have been accrued.
Therefore, please confirm that the funding limitation provided in the cover letter limits the payment schedule to those yearly allocations but shall not limit the total funding available to support work in accordance with NFS 1852.232-77
The funding profile in the cover letter limits how much the Government has available by Fiscal Year for the Landsat-10 spacecraft contract. Within that funding profile contractors shall consider termination liability per NFS 1852.232.77.
6 Is there supposed to be a security rating added as this is an operational mission. If so, could you please clarify what the rating is?
Yes, there is a security rating of DO-C9 associated with this procurement.
Block 13b of SF1449 has been updated to DO-C9.
See Amendment 1
7 We formally request an extension for the submission date until 8/31/26 please.
NASA extends the L10 RFP proposal due date from 8/13/2026 to 08/31/2026.
Block 8 of SF1449 has been updated to 08/31/2026 1:00PM EST
8 Could an extension of the proposal due date be granted to 9/11/2026?
If not, could an extension to 8/31/2026 be granted?
See response above.
