Supply Chain Visibility (SCV) Reporting - Baseline Data Requirements Description
This is a Baseline Data Requirements Description (DRD) document that establishes mandatory Supply Chain Visibility reporting requirements for prime contractors on NASA contracts. The reporting requirement, identified as DRD No. 6 under Solicitation No. 80GSFC26R0015, is administered by NASA's Office of Safety and Mission Assurance (OSMA) Supply Chain Risk Management Program and became effective June 28, 2024. Prime contractors must use the NASA Supply Chain Insight Central (SCIC) platform to submit SCV reports that systematically document supply chain information to enable proactive supply chain risk management, situational awareness, and informed decision-making across NASA project, program, center, and agency levels.
Prime contractors must designate primary and alternative individuals to perform submissions within thirty days of contract award and register them via the publicly available SCV Reporting User Registration website. An initial SCV report must be submitted within ninety days after contract award or amendment incorporating this DRD, with updated reports submitted every six months thereafter for the contract duration. The reporting must cover Tier One (the prime contractor), Tier Two (direct sub-contractors), and Tier Three (direct suppliers to sub-contractors) and include specific data elements: operating names, direct contractual customers, complete performance locations, contract identification codes, CAGE/NCAGE codes, product/service descriptions, applicable NASA Technology Taxonomy identifications, contract dates, and identification of new, completed, or terminated supplier contracts. Prime contractors must incorporate SCV reporting requirements into their subcontracts as necessary to fulfill this DRD, with all reporting maintained within the secure SCIC system that manages Controlled Unclassified Information in accordance with NASA and U.S. Government requirements.
