About this file
This document is Attachment No. R, which establishes the Time & Materials Rate Matrices for the Landsat 10 contract under RFP 80GSFC26R0015 issued by NASA's Goddard Space Flight Center.
The attachment specifies fully-loaded labor rate matrices that contractors must use for pricing all task orders under CLIN 002, covering contract years 2027 through 2032. Section 1 establishes the Prime Contractor's fully-loaded labor rates (loaded through profit) as not-to-exceed hourly rates for all direct labor categories and levels. Section 2 establishes parallel not-to-exceed fully-loaded labor rates for Subcontractor labor hours, with the subcontractor name to be determined. Both sections include provisions allowing contractors to propose lower rates when pricing individual task orders. Section 3 addresses Position Qualifications for all prime and subcontractor labor categories, though specific qualification details are marked as "TBP" (To Be Provided). The rates presented in this attachment are intended solely for task order pricing purposes and include all indirect expenses and profit burdens. The actual hourly rates for each labor category across the six contract years are presented in empty matrix tables to be completed by offerors during proposal submission. Contractors are responsible for providing all personnel, facilities, materials, and necessary resources for performance of special study task order requirements.
