Reply to Attn of: GSFC Code 178, Earth and Planetary Sciences

TO: All Potential Offerors

SUBJECT: Request for Proposal (RFP), Solicitation No. 80GSFC26R0015 for Landsat 10 Spacecraft

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center’s (GSFC) Landsat 10 Spacecraft solicitation. The principal purpose of this requirement is to provide the Landsat 10 Spacecraft and related services for the Landsat Project.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 336414 and the small business size standard is 1300.

This competitive acquisition will result in a Firm-fixed Price / Time and Materials contract.

The contract will have a total potential period of performance of five (5) years and nine (9) months to include six (6) one (1) month options for possible launch delays.

The anticipated contract award and effective date is December 30, 2026. The contract will be performed offsite at the Contractor’s facilities.

Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in FAR 52.212-1:

1. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to instructions/provision(s) in Attachment T and reference to NASA clause 1852.237-72 Access to Sensitive Information that references the OCI plan as a contract compliance document.

2. NASA GSFC appreciates the comments received in response to the release of the Draft

RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. The following list identifies some areas where significant changes or clarifications have been made from the Draft RFP to this final RFP that may not have been addressed in the Draft RFP questions and responses;

National Aeronautics and Space Administration Goddard Space Flight Center Greenbelt, MD 20771

• Attachment A - L10 Statement of Work (SOW) o The SOW has been updated in response to some of the comments received on the

Draft Request for Proposal (DRFP). These changes include clarifications and further definition in instrument accommodations, mission assurance implementation, mission readiness execution, spacecraft design, and observatory level testing. Additional changes implemented in this document allow the Landsat 10 spacecraft to better align with commercial procurement.

• Attachment B - L10 Spacecraft Contract Requirements Document List (CDRL) and Data Item Descriptions (DID) o Changes clarified the reporting requirements for contractor Configuration Control

Boards (CCBs).

• Attachment C – L10 Spacecraft Requirements Document (SC SRD) o Removed specific NASA standards from multiple shall statements to allow vendors to utilize internal processes in addition to multiple other minor changes.

• Attachment D - L10 Spacecraft to LandIS Interface Requirements Document (SCIRD) o Clarification regarding parameters for Instrument Mounted Spacecraft Components

(IMSC) interfaces.

• Attachment F – L10 Observatory Environmental Requirements Document (ObsERD)

(previously titled L10 SC Environment Requirement Document) o Deleted the 1000 hours of powered on time requirement to be more in line with commercial practices.

• Attachment H - L10 Spacecraft Deliverable Items List (DIL) o Updates made to simulator quantities and delivery schedule.

• Attachment Q – LandIS Simplified Mechanical Interface Control Drawing (MICD) o Change to envelope specification.

• Attachment S - Major Payment Events, Performance Based Schedule, and Completion

Criteria (formerly Attachment T) o Time of delivery Incentive: The Government added a $1,000,000 incentive for the completion of the Landsat 10 Spacecraft on or before the delivery date proposed in accordance with SOW Section 4.1.1.

• Enclosure 6 – Government Owned Direct to Earth (G-DTE) Services User's Guide (UG) Baseline o New enclosure added

• 80GSFC26R0015 Landsat 10 Final RFP Terms and Conditions o Added NFS 1852.245-80 Government Property Management Information o Updated Organizational Conflicts of Interest (OCI) language under FAR

52.212-1 Addendum – Instructions to Offerors o Revised evaluation criteria

Editorial changes made to the following list

• Attachment G - L10 Landsat Spacecraft Simulator Requirements Document (SC Sim

RD)

• Enclosure 2 - L10 SC Quality Assurance Surveillance Plan (QASP)

• Enclosure 3 - L10 Design Reference Case – DRC-18 Definition

This list is not intended to cover all changes nor describe all RFP requirements. Offerors should carefully review the RFP in its entirety.

3. Be advised, in accordance with provision FAR 52.212-1, offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.
