About this file
This document is a Pre-Proposal Conference Presentation outlining the HUB Subcontracting Plan (HSP) requirements for the Texas Workforce Commission (TWC) special trade contracts. The presentation addresses mandatory HSP submission requirements for all proposers, with a courtesy review deadline of Friday, January 16, 2026, at 5:00 P.M. CST. The TWC has established an 8.23% HUB subcontracting goal for all special trade contracts. The HSP is a pass/fail element, meaning proposers that fail to include an HSP will be rejected and not evaluated. Proposers may satisfy HSP requirements through three methods: Method A involves utilizing only VetHUB subcontractors to meet or exceed the 8.23% goal; Method B requires notifying at least three Texas VetHUB certified vendors for each subcontracted service or good at least nine days prior to proposal submission, along with notification to two trade and development centers, and providing justification for any non-VetHUB vendor selection; or Self-Performing, where the prime contractor furnishes all work using its own resources and employees.
Key compliance requirements include verification that all Texas VetHUB vendors maintain active (A) certification status on the solicitation due date, with certification expiration prior to that date resulting in HSP rejection. Proposers must provide supporting documentation of good faith efforts to notify HUB vendors and include contractor VID/TIN numbers, approximate dollar amounts, and percentage representations for each subcontractor. If awarded, the prime contractor must submit monthly Progress Assessment Reports (PAR) to TWCHUBInfo@twc.texas.gov before the fifth of each month as a condition of payment, along with invoices. Any modifications to the HSP after contract award require prior written approval from the TWC HUB department, with failure to comply constituting a breach of contract and potential debarment from all state contracting. VetHUB vendor lists are available through the Centralized Master Bidders List (CMBL) at the CPA website.
