About this file
This is a Limited Asbestos Survey Report prepared by Halff Associates Inc. for the Texas Workforce Commission regarding proposed renovations to the 1st Floor Restroom at the Texas Workforce Commission North Texas Tele-Center located at 301 W. 13th Street, Fort Worth, Texas. The survey was conducted on October 15, 2025, to identify asbestos-containing materials (ACM) that could be disturbed during the renovation project. The scope of work for the restroom renovation includes replacement and/or relocation of existing fixtures, partition walls, and wall/floor tile. The survey examined suspect building materials including suspended ceiling tiles, ceramic tile walls and floors, vinyl floor tile, drywall systems with wallpaper and texture, and mastic/insulation of HVAC ductwork. Halff Associates, licensed by the Texas Department of State Health Services as an Asbestos Consulting Agency (License #100386), collected fifty-one bulk samples of suspect building materials from seventeen homogenous areas, with samples analyzed by Cates Laboratories using Polarized Light Microscopy (PLM).
Based on laboratory analysis, asbestos was identified in two of the homogenous areas, specifically in mortar located beneath ceramic tile floors in portions of both the men's and women's restrooms within the project area. Materials are considered asbestos-containing building material (ACBM) in Texas when asbestos content is 1% or greater in public buildings. The survey findings indicate that asbestos remediation or management protocols may be required prior to proceeding with the planned restroom renovation work to ensure compliance with applicable regulations and worker safety requirements.

Re: Limited Asbestos Containing Materials associated with the proposed 1st Floor Restroom Renovations at the Texas Workforce Commission North Texas Tele-Center Building, addressed 301 W. 13th Street, Fort Worth, Texas
Dear Mr. Pocius:
Halff Associates Inc. (Halff) conducted a limited asbestos survey for the proposed 1st floor restroom renovation project at the above-referenced building. The limited asbestos survey was conducted on October 15, 2025.
According to information provided by Texas Workforce Commission (TWC) personnel, the general scope of work for the 1st floor restroom renovation project included the replacement and/or relocation of existing fixtures, partition walls, and wall/floor tile. Therefore, suspect building materials that have a potential to be disturbed during the proposed project were sampled as part of this limited survey.
Suspect building materials that could potentially be impacted during the project included suspended ceiling tiles, ceramic tile walls/floors, vinyl floor tile, drywall systems with wallpaper and/or texture, and mastic/insulation of HVAC ductwork. The ceiling tiles were not sampled based on analytical results of the homogenous materials previously sampled by Halff in September 2023.
Because asbestos has historically been a component of a wide variety of building materials, the types of building materials, which may potentially contain asbestos, are termed “suspect ACM.” The actual asbestos content, if any, of suspect ACM can be determined only through proper sampling and analytical procedures performed by qualified asbestos inspector and laboratory.
Additionally, at present in the State of Texas, only materials with an asbestos content greater than 1% (1% or greater in a Public Building) are considered asbestos containing building material
(ACBM).

Asbestos Survey
Halff is licensed by the Texas Department of State Health Services (DSHS) as an Asbestos Consulting Agency (DSHS License #100386). Mr. Michael Thiele (DSHS Asbestos Consultant #105780) assessed readily accessible building materials located in the identified areas of proposed renovation activities. Halff collected a total of fifty-one bulk samples of suspect building materials. Bulk samples of the suspect building materials were obtained and placed in individual sample bags labeled with a unique number.
The samples were transported to Cates Laboratories in Dallas, Texas for analysis. Cates Laboratories is a successful participant in the Department of Commerce, National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program (NVLAP, Lab ID# 200569). Cates Laboratories is also licensed by the DSHS as an Asbestos laboratory (DSHS License # 30-0287). The samples were analyzed by Cates Laboratories using Polarized Light Microscopy (PLM).
The limited asbestos survey identified seventeen homogenous areas and yielded a collection of fifty-one bulk samples. Based on laboratory analysis, asbestos was identified in two of the homogenous areas which included mortar located beneath the ceramic tile floors in a portion of the men’s and women’s restrooms in the project area. The mortar contained <1% chrysotile asbestos (by PLM visual estimation) further analysis of the samples by point counting indicated that the samples contained between 0.25 and 0.75% chrysotile asbestos. The sample locations are illustrated on Figure 1. A summary of homogeneous materials table, bulk sample analysis and assessment table, sample location map, chain of custody, laboratory report, photographs, and licenses/certifications are presented as attachments at the end of this report.
This limited asbestos survey was intended to provide bulk sampling for suspect ACM in the area of proposed renovation associated with the 1st floor restrooms at the facility. This survey was not intended to satisfy EPA guidelines in the Asbestos Hazard Emergency Response Act (AHERA) codified in 40 CFR Part 763 but was intended to provide general information concerning the presence of ACM associated with the areas identified in this report. The regulations covering this project may be found in 40 CFR PART 61 Subpart M: National Emission Standards for Hazardous air Pollutants:
Asbestos (NESHAP) and the Texas Department of State Health Services Texas Asbestos Health Protection Rules (TAPHR) 25 TAC 296. Regardless of the thoroughness of an asbestos survey, the possibility exists in which some areas containing asbestos were inaccessible or different from those at specific locations. Suspect materials not sampled should be assumed ACM until tested by laboratory analysis.
November 12, 2025
Conclusions and Recommendations
Based on data developed during this limited asbestos survey, the following conclusions can be made:
Chrysotile asbestos between 0.25% and 0.75% was identified in the mortar of the samples collected from ceramic floor tile of the project area. The mortar is not considered an ACBM by definition in the State of Texas under TAPHR.
No asbestos was identified in the remaining samples collected from the suspect ACMs located in the areas of proposed renovation for the project.
The following recommendations are made based on the results of the limited asbestos survey:
If during any renovation activities, suspect ACM is encountered in areas that were not accessible at the time this survey was performed, samples of these materials should be collected by a DSHS licensed inspector and analyzed by a qualified laboratory.
No asbestos-containing materials were identified during this limited ACM survey. Any identified ACM in the building that is not subject to immediate abatement should be monitored for proper maintenance procedures as part of a site-specific O&M Program. Prior to any remodeling, renovation, or demolition activities, proper asbestos abatement procedures developed by a licensed asbestos consultant should be followed for all identified ACM. These procedures include the use of a licensed asbestos contractor and the proper disposal of such materials in a landfill that is authorized to accept asbestos.

These samples were analyzed by layers. The overall percent asbestos for the sample is reported when relevant. The EPA considers a material to be asbestos containing only if it contains greater than one percent asbestos by Calibrated Visual Area Estimation (CVAE). EPA regulations also indicate that Regulated Asbestos Containing
Materials (RACM) – materials that are friable or may become friable – be further analyzed by point counting when the results indicate less than ten percent asbestos by CVAE. CatesLab utilizes CVAE on a routine basis and does not include point counting unless specifically requested by the client. The results may not be reproduced except in full.

The results may not be reproduced
