About this file

This document is an Addendum for Request for Proposal (RFP) #0002646 issued by the Texas Facilities Commission (TFC) for Building 3-D Scanning Services. The purpose of this contract is for the successful contractor(s) to develop comprehensive and accurate 3D models of TFC facilities for use in the operation, maintenance, and future renovations of the buildings. The contract term is from the date the contract is executed through August 31, 2025, with two additional two-year renewal options. The RFP process includes a mandatory pre-proposal teleconference, a deadline for submitting questions, and a proposal submission deadline of August 9, 2024. TFC anticipates awarding contracts to multiple vendors from this solicitation.

The addendum provides clarifications and responses to 28 questions submitted by potential respondents. Topics covered include scanning requirements, document reviews, software and file format specifications, accuracy expectations, and contractor responsibilities such as ceiling tile removal. The addendum also confirms that liquidated damages may only be imposed if the contractor has been subject to more than one Corrective Action Plan within a 12-month period, and provides details on the calculation of any such damages.

ADDENDUM #2

DATE: 7/31/2024

RFP #: 0002646

TITLE: Building 3-D Scanning Services PROPOSAL DEADLINE: August 9, 2024, 3:00 PM

Addendum item #1: to MODIFY Paragraph 1.10 from Attachment A – Service Contract Template to remove reference to liquidated damages as follows:

FROM: 1.10 SERVICE COMPLETION TIME. Contractor must perform work within timeframe agreed upon by Contractor and TFC prior to beginning work. If Contractor cannot perform work within timeframe stated, Contractor may be subject to liquidated damages.

TO: 1.10 SERVICE COMPLETION TIME. Contractor must perform work within timeframe agreed upon by Contractor and TFC prior to beginning work.

Addendum item #2: to ANSWER questions from potential respondents.

# QUESTION ANSWER

1 Is there a Tandem deliverable requirement or does the model just need to meet the BIM to FM parameters in the attachment J?

There is not a Tandem deliverable requirement. The Model(s) need to meet the BIM to FM parameters in attachment J.

2 Will as-built MEP documents that include riser diagrams be included for all buildings in the client furnished data?

To the extent as-built MEP documents including riser diagrams are available in TFC’s archives, they will be included for all buildings in the client furnished data.

3 Are there level of certainty requirements for features that cannot be seen with laser scanning?

When data/features cannot be recorded, a detailed short written explanation outlining the reason shall be provided. Existing Documentation, as detailed in Attachment A, will be furnished where available.

4 If an object that we cannot see needs to be incorporated into the model what is the expectation?

Non-visible systems and features will be documented using existing documentation and non-invasive methods, with limitations and assumptions clearly explained.

5 What is the expectation for systems and features of the building that are not visible through line of sight?

Non-visible systems and features will be documented using existing documentation and non-invasive methods, with limitations and assumptions clearly explained.

6 Is it required to scan and model the plenum space? If so, will the contractor be responsible for removing ceiling tile or would TFC remove it before scanning starts?

Yes, scanning and modeling of the plenum space is required. The contractor and TFC will coordinate to determine responsibility for ceiling tile removal prior to scanning.

7 Please clarify/elaborate on how this should be done: Respondents should acknowledge receipt of all addenda to this RFP by returning a signed copy of each addendum with the submitted proposal. Do you require all the received bid documents signed? or Would a table stating all the received documents , signed at the bottom suffice?

Each addendum is a separate document. We only require the completed signature block of the addendum document to be returned as acknowledgement of receipt.

8 We just found out about this solicitation, so we have missed the tele-conferences. Will there be any more scheduled since they have extended the deadline for this?

There will not be any additional pre-proposal conferences offered for this solicitation.

9 It sounds like the positions of structural columns, if not visible, will be obtained from construction documents. Is that right? But MEP items like HVAC, conduit and piping will only be modeled if they are visible to the scanner. Is that correct?

Structural columns can be located using archival documents but should also be locatable through above-ceiling 3D scans.

Ceiling tiles should be removed for above-ceiling scans. For areas with hard ceilings, the scanner should be positioned above the ceiling utilizing access panels wherever they are available. All above-ceiling elements made visible using these methods should be scanned and modeled. Other non-visible systems and features shall be recorded using non-invasive methods and to the best of your ability, with limitations and exceptions clearly explained.

10 Is the roof included in the scope? Yes 11 It is understood that the models will not be aligned to survey coordinates, but are there other alignment requirements?

All models comprising a single building must be aligned with each other following the state coordinate plane.

12 Could you provide more details regarding the review of existing documents, such as how many documents/drawings there typically would be for each building, and the nature of the drawing review and analysis?

The number and type of archival documents for any given building will be greatly dependent upon the building’s age and number of projects carried out for that building. For buildings constructed by the State, we typically will have original construction documents including site, structural, architectural, and MEP drawings & specs. In many cases, we may also have construction submittal documents available upon request.

For buildings purchased by the State, we may or may not have any or all of this archival information. The nature of drawing review and analysis should be whatever is required to accurately model the existing conditions.

13 Will we be creating 3D models from your existing 2D plans?

In most cases, we will have 2D Autocad files that can be utilized as an overlay for modeling.

In a few cases, we may only have PDF files and, in very few cases, no drawings at all.

14 Could we receive the approximate sq ft for each building?

Square footage, building type, and building location information is too detailed to include in this response, but can be found in TFC’s “Master Facilities Plan” report available on our website at the following link:

Master Facilities Plan Report_10 2020_FINAL.pdf (texas.gov)

15 Will we be providing the point clouds? If so, is color scanning required?

All point clouds will be uploaded to TFC’s Autodesk Construction Cloud. Color scanning will be required.

16 Is the NavVis VLX scanner acceptable? This will be dependent on which generational scanner model can meet or exceed the RTC360 specification capabilities and produce the acceptable Recap (.rcp; and supporting .rcs files) or .e57 format files.

17 Is there an expected dimensional accuracy goal for the modeling?

We typically model to the nearest 1/8” accuracy where possible and reasonable.

Deviations will require justification.

18 May we model floors as flat and level, walls as straight and plumb, etc?

If walls and floors are flat, level, and/or plumb within standard construction tolerances, it is acceptable to model them as such.

19 Do you prefer walls to be modeled with 0 degree and 90 degree angles where it is obvious that they were intended to be, so that you don't end up with a model with a lot of very small angles?

Walls should be modeled at angles reflecting actual field conditions.

20 Is there a required schedule method, software, or format that needs to be submitted to the TFC Contract Administrator for each phase of work awarded? (Reference: Attachment A § 1.09).

All scan files and supporting files should be uploaded to TFC’s Autodesk Construction Cloud in their native format. All Revit modeling should take place within TFC’s Autodesk Construction Cloud.

21 Please identify the magnitude and frequency of any liquidated damages that TFC may apply to any required service completion time for work performed under this agreement. (Reference:

Attachment A § 1.10).

Liquidated damages may only be imposed under the conditions stated in Section 2.04(b)(1)(ii). That section allows liquidated damages to be imposed only if the Contractor has been subject to more than one Corrective Action Plan within a twelve-month period. At TFC’s discretion, TFC may impose liquidated damages equal to 10% of the compensation due to Contractor for work performed during the three months preceding the approval date of the most recent Corrective Action Plan.

22 If Liquidated damages apply to work performed under this agreement, will the damages accrue for full project completion or different phase milestones within each project?

See response to question #7 above.

23 The scan includes area above the ceiling tiles – who is responsible for removal and re-installation?

The scanning team will be responsible for removal and reinstallation of ceiling tiles using either in-house or subcontracted forces.

24 Some of the storage yard parking areas have vehicles and other assorted items within the fences. Are we to scan and identify all these stored items?

Stored items do not need to be documented in any fashion.

25 Are we to include scanning all roof tops and attached appurtenances?

Yes

26 Will there be power available for equipment?

(battery chargers, work lights for dark areas, etc.)

Power will be made available for equipment charging.

27 What type of access will we have for each building? Will we be escorted, have access only during open hours, or be provided with keys?

All personnel accessing TFC facilities will need to submit to a background check and obtain an access badge from TFC. Some buildings may also require an escort by TFC and/or TFC’s client agency personnel.

28 Are the LOD requirements less for areas where there maybe are not record drawings and areas where laser scanning does not have line of sight on features?

This may need to be addressed on a case-by-case basis. Ultimately, if there is no archival information and elements are not visible to the scanner or naked eye, we cannot reasonably expect them to be documented or modeled.

All other aspects of the RFP # 0002646 remain as is.
