911 Federal Building Electrical Upgrade Design-Build GSA Solicitation No. EQ10PCP-20-0005 RFI Log

1. What are the dimensions & storage capacity of the existing fuel storage tank?

ANSWER: The Eastside Federal Complex (Building 905/BPA and the 911 Federal Building) has two interconnected fuel storage tanks in the B1 level of the 911 FB. One 8,000 USG tank, and one 12,000 USG tank. BPA maintains both tanks. GSA has a 25 USG day-tank connected to the 911FB emergency generator, located in the mechanical penthouse. Approximate dimensions of the 25 USG day-tank assembly are 17”x26”x39”.

2. Where is the storage tank and fuel pump located in the basement so that we can determine a cost plan for replacement if it needs to be upsized?

ANSWER: We have two interconnected fuel storage tanks (8,000USG and 12,000USG) in the B1 level of the 911 FB. GSA does not expect the 911FB Electrical DB Contractor to replace these (2) large storage tanks under this project. However, the emergency generator’s day-tank shall be replaced, properly sized for the new generator that’s also installed under the project.

3. What are the existing fuel pump specs?

ANSWER: Refer to the (4) pictures from the pumps, attached.

4. What are the fuel line sizes from the tank to the pump to the generator?

ANSWER: 1-1/4” (exterior) pipe size. See piping picture, attached.

5. Who is the current Fire Alarm provider for the building – name and phone number?

ANSWER: GSA has an Edwards EST-3 Fire Alarm panel in the 911 FB. Our O&M Contractor, Team BRCS, operates and maintains it, and we have a separate FA monitoring company. Team BRCS Building Engineer POC info:

6. Who does Operations & Maintenance on the fire sprinkler system - name and phone number?

ANSWER: Our O&M contractor, Team BCRS, maintains the system. Team BCRS Building Engineer POC info:

7. Lightning protection upgrade questions:

a. Code UL-96A requires the use of an exterior, buried ground ring - this would involve tear out and replacement of sidewalks, planters, etc.; is this what the owner is envisioning

b. Install ground rods underground inside the basement area to tie in the roof down wires to – is this an acceptable solution?

ANSWER: Start here.

8. Pacific Power (PP&L) is requesting additional customer information before we can obtain pricing on any service modifications or further coordination/interaction. Please provide additional customer information so we can further engage with PP&L.

9. Do existing electrical closets / rooms have sprinkler coverage? Note that PBS P100 specs call for it.

a. If so, do we need to have a provision in our quote to install a sprinkler head in the I/T closets once the closet build-outs are complete (firewall installation)?

ANSWER (4/27/2020): Electrical closets (East & West side) have sprinkler coverage. Offerors should include work to provide sprinkler head coverage in the revised IT/data closet side of the space once East & West side closet build-outs are complete.
