The 911 Federal Building (911FB), constructed in 1953, is an eight-story, steel-framed structure with 312,447 gross square feet of space. The basement level has one level of underground parking with (83) spaces. The 911FB is connected to, and shared infrastructure with, the neighboring Bonneville Power Administration (BPA) Federal Building, and together they are known as the Eastside Federal Complex. While the facility was constructed in 1953, it has been determined not to be eligible for consideration or listing on the National Historic Register.

The building is a multi-tenant facility, housing offices, departments, agencies and activities/functions including, but not limited to:

US Congress (House and Senate offices) US Department of Agriculture (USDA) US Department of Energy (DOE) US Department of the Interior (DOI) US Department of Labor (DOL) US Department of Homeland Security (DHS) General Services Administration (GSA) Joint-use child-care facility Joint-use auditorium & other meeting spaces

The majority of the electrical equipment, including the incoming service lateral equipment (electrical utility provider is Pacific Power and Light (PPL)) through to the utilization equipment distributed throughout the facility, is original and has reached and/or exceeded its useful service life. Throughout the building’s history, minor additions and renovations have occurred, e.g. the construction of a rooftop mechanical penthouse, etc., and these additional projects have also typically included additional electrical equipment and infrastructure. However, the electrical equipment and infrastructure installed even under these more relatively recent projects have also exceeded their useful service life. As such, the electrical system equipment and infrastructure have been deemed failed/failing in need of replacement/upgrade.

The proposed modernization/upgrade project is being acquired as a Design-Build (DB) project. The upgraded electrical system shall meet current codes and improve serviceability. This includes provision for new electrical system overcurrent and short circuit devices designed to meet NEC requirements associated with Arc Energy Reduction. The Project’s Goals and Objectives, along with General Scope, are elaborated further below.

PROJECT GOALS AND OBJECTIVES

Electrical System Upgrade (POR-0033-PO18) DB Project

The overall goal is to utilize a highly collaborative Design-Build integrated delivery approach for this project (Electrical System Upgrade [POR-0033-PO18]). Accordingly, the DB Contractor, referred to herein as the DB-E (DB Electrical) Contractor, shall work closely with all the stakeholders to deliver a project that: meets the expectations and needs of all stakeholders; avoids any and all disruptions to the tenants’ ongoing operations and well-being; and satisfies GSA’s requirements for a high performing green building (this item with particular respect to the electrical system).

The DB-E shall provide a fully functional design and construction effort to upgrade the electrical system, while maintaining operational electrical service to tenants/occupants as well as to non-electrical systems (e.g. mechanical/HVAC, Fire/Life/Safety, telecommunications, etc.), during normal business hours in support of normal business and facility operations. This is of critical importance given the expectation that the project occur within a fully occupied and functional Federal Office Building.

The new system design shall maximize the efficient use of existing/available electrical room space to provide for the most efficient and least impactful (space/footprint-wise) system that can be installed to provide electrical service throughout the facility. The design goals for this project are to phase design and construction efforts necessary to maintain electrical service/continuity of tenant operations; increase the energy efficiency & reliability/serviceability of the overall building (particularly with respect to the electrical system); and upgrade/replace the failed/failing electrical system equipment and infrastructure. The new system shall, to the maximum extent possible (given overall project scope), make use of the existing electrical system infrastructure (primarily, and where applicable, conduits, feeders and/or feeder bus duct) to limit or minimize tenant impacts and building/system outages and downtime.

The DB-E Contractor shall work with GSA to ensure that the project:

· Complies with all project requirements

· Minimizes impact to tenants and public users

· Upgrades electrical system reliability and serviceability

· Meets GSA P100 standards (Baseline, unless specifically noted otherwise)

A Project Development Study (PDS) was prepared in 2013 by URS/AECOM. URS/AECOM also updated the PDS in 2018 as part of a separate Capital funded project (Structural System Upgrades & NOAA TI Build-out; refer to Paragraph 1.1.2) that will occur within the 911 FB concurrently with the 911 Electrical System Upgrade project (this project). The PDS provides an overall system condition assessment, exploration of potential replacement/upgrade strategies, and general system implementation overview. The PDS also includes photographs of general existing conditions, performance criteria specifications (including enhanced commissioning), and diagrammatic drawings illustrating the assumed scope of work, all for use by the Design-Build contractor.

Furthermore, in late 2017, after the original 2013 PDS was finalized, but before the FY2018-funded Prospectus project (this project) was submitted to Congress and the President for funding and execution approval, the GSA internal Project Development team reviewed and updated the 2013 PDS scope, based on 2018 Codes & Standards and building needs. The outcome of the 2017 scope validation and update effort is that there are additional electrical scope elements required under this subject contract.

Based on the 2013 (original) and 2018 (updated) URS/AECOM PDS documents, along with the 2017 internal GSA scope validation and revisions, the project scope includes the following (note that all scope requires full Design & Construction effort):

· Replace all Medium-Voltage switchgear

· Includes coordination with PPL for any/all utility requirements; PPL requirements shall be included in base contract award

· Replace all Main Distribution Panels, Unit Substations and Switchboards

· Replace all Motor Control Centers (MCC)

· Replace Emergency Generator System (including day tank & Automatic Transfer Switch (ATS)) In order to increase the functionality & connectivity of the emergency generator system, Contractor shall:

· Design & construct an upgraded, code compliant emergency power system

· System shall include a main distribution switchboard, with (3) properly sized breakers (plus 1-spare section for future) to connect to (3) new/additional properly sized ATSs

· 1 ATS shall feed Life Safety System (NEC Art 700) loads

· 1 ATS shall feed Legally Required Emergency (NEC Art 701) loads

· 1 ATS shall feed Optional Standby Systems (NEC Art 702) loads

· Each ATS shall be 4P (switched neutral) and shall include maintenance bypass option

· Connect each ATS to an associated/dedicated distribution panelboard, properly sized and complete with breakers, to distribute the Contractor-separated NEC loads properly throughout the facility

· Interface ATSs with the elevator controls to ensure they are coordinated with the facility’s new regenerative drives

· To facilitate rewiring and reconnecting the system loads to the appropriate ATS and associated distribution panelboard, provide (8) additional emergency panels, to be located in the Center Core electrical closets. Four (4) shall be 480V, 3-phase; four (4) shall be 120/208V, 3-phase; all complete with breakers. In addition, provide (4) additional 15kVA, 480-120/208V, 3-phase dry-type transformers.

· Provide properly sized load bank for system testing (per PBS P-100)

· For purposes of initial estimating and bidding, Contractor shall assume that a 500kW, 480/277V generator (which is an increase over the 250kW indicated in the 2013 PDS) along with a 250kW fixed load bank shall be required, and that all downstream equipment and devices shall be sized accordingly. Contractor shall size the actual generator per calculated loads during Design phase. The 500kW generator size is a current/common estimated size based on existing generator (circa 1978) rating, increased building loads (including future/planned HVAC freeze protection requirements, increased tenant/occupant requirements, etc.) and to provide reasonable future load/growth.

· Replace all Lighting and Power Distribution Panelboards

· Replace/Upgrade Office Tower Distribution System

· Office Tower has (3) sets of stacked electrical closets – “East”, “West” and “Center Core”

· East Closet – Provide (2) 800A bus duct risers, entire tower height

· Provide (2) 175A/3P Plug-In Breakers, (1) normal & (1) isolated ground/computer power, each closet

· West Closet – Provide (2) 800A bus duct risers, entire tower height

· Provide (2) 175A/3P Plug-in Breakers, (1) normal & (1) isolated ground/computer power, each closet

· Center Core Closet – Provide (1) 1200A bus duct riser, entire tower height

· Provide (1) 200A/3P Plug-in Breaker for bus tap, each closet

· Upgrades/repairs to all East & West Electrical Closets (2 closets per tower floors 2-8)

· Install 1-hr fire rated doors (2-doors required per closet)

· Install 1-hr rated separation (wall) between power and adjacent data/LV sections

· Extend access floor to panels in electrical power closet side of closets, to facilitate standing room over/directly in front of panels/equipment.

· Install fire stopping under access floor at entry to electrical power closets to establish 1-hr rating/separation from tenant occupied space

· Repair/upgrade Electrical Grounding System

· Install copper grounding pads in each Center Core electrical closet, basement switchgear rooms, and the mechanical spaces (basement, sub-basement & penthouse)

· Bond all grounding pads together using properly sized copper cable

· Bond all grounding pads to building ground in the switchgear room (incoming service lateral space)

· Contractor shall field verify all loads and provide updated panel schedules and labeling for all equipment

· Includes a requirement for the proper ganging of all multi-wire branch circuits to be operated by common 3P circuit breakers per NEC

· Install new sub-metering (including connection to the Building Automation System; PC workstation to be provided by GSA) at the following facility locations:

· Lighting Panelboards

· Power Distribution (Plug load/Receptacle) Panelboards

· MCCs (at MCC Level Only; don’t need to sub-meter each bucket)

· Elevator Panels

· Major Equipment

· Provide Electrical System Model, including arc flash system study, post-construction, with proper arc flash hazard labeling (calculated incident energy, PPE required, etc.) on all new equipment

· All penetrations shall be fire stopped

· Provide rubber matting in all electrical rooms (including electrical closets), to include mat markings indicating appropriate/proper NEC clearance/floor space requirements

· Provision for any/all temporary construction, infrastructure, power equipment, etc. necessary to maintain full building operation (including electrical system and other non-electrical systems, e.g. mechanical/HVAC, telecommunications, fire detection & alarm systems, mass notification, etc.).

· Enhanced Commissioning, including thermal imaging

In addition to the base bid items/scope described above, the project also includes the following additive bid item:

· Design & construct a Lightning Protection System (LPS) for the facility

· System shall comply with NFPA 780 and all other applicable Codes and Standards

· LPS down conductors shall be installed internal to the facility; exterior (on building façade) down conductors are not acceptable

Cooperation with Structural System Upgrades & NOAA TI Build-Out (POR-0033-PO17) DB Project

The DB-E Contractor shall be aware of, and to the maximum extent possible cooperate with, a separate GSA Region 10 capital construction DB contract (i.e. Structural System Upgrades & NOAA TI Build-Out [POR-0033-PO17]) that is being solicited, acquired, designed and constructed essentially concurrent with the subject Electrical System Upgrade (DB-E) project. GSA expects to award a separate DB contract to a contractor, referred to herein as the DB-SN Contractor, who will be responsible for the design and construction of structural system upgrades throughout the entire 911 FB facility, from the basement up through all tenant floors all the way to the upper penthouse/roof area. In addition, the DB-SN contractor shall be responsible for a tenant build-out project (NOAA TI Build-Out) that will build-out the 2nd floor space in the Auditorium wing and a significant portion of the 911 FB office tower.

The NOAA TI Build-out project is the critical deadline for the DB-SN project, whereby NOAA’s Fisheries’ Western Region office must vacate a nearby leased location and move into the 911 FB space no later than 20-Jan-2023 (their current lease expiration date). This NOAA lease expiration / move-in date is not necessarily a critical milestone for this DB-E subject project; however, it is a critical milestone of the separate DB-SN project. GSA is providing this deadline as information to the DB-E Contractor’s team, to ensure they’re fully aware of the DB-SN’s scheduling constraints.

GSA’s expectation is that both DB contracts (DB-E, i.e. this contract, and the separate DB-SN contract) will both be awarded in approximately late summer-early fall 2020. The resultant contracts’ design & construction periods will also, for the most part, be concurrent. While the DB-E Contractor’s contractual responsibility is to satisfy this SOW and contract, the DB-E Contractor shall be fully aware and cognizant of the DB-SN Contractor’s scope of work, particularly as it (Structural System Upgrades) potentially impacts the interaction of the DB-E Contractor’s work and scope.

Towards this end, the DB-E offerors will be provided, as a reference document, access to GSA’s Project Development Study (PDS) documentation related to the separate DB-SN project, so that the DB-E offerors are, prior to award, aware of the potential for work in the same/limited/adjacent space/areas under both DB contracts. GSA will likewise be providing DB-SN potential offerors with the PDS documentation related to the subject DB-E project, to ensure full transparency to the DB-SN offerors prior to their contract’s award.

GSA fully expects that both resultant DB contractors (DB-E and DB-SN) shall, to the maximum extent possible, cooperate with each other, and shall not deliberately negatively impact the other’s schedule and/or cost. It is GSA’s expectation that in order for either Contractor to be fully successful in satisfying their respective contract’s requirements, that they cooperate with and not unduly hinder the other DB contractor.

To ensure concurrent planning and integration of both projects’ schedules, in order to maximize the efficiencies of both contractors, minimizing their cost and, most critically, minimize the impact to the building’s operations and tenants, both DB contractors shall attend regularly scheduled integrated planning & scheduling sessions for both projects. These integrated planning & scheduling sessions are not intended or envisioned to negatively impact each DB contractor. Rather, GSA envisions that these joint project sessions are critical to the overall success of each DB project and the overall 911 FB Capital Construction/Upgrade Program (DB-E and DB-SN projects, collectively).

PROJECT DELIVERY APPROACH

GSA envisions a highly collaborative design-build delivery approach for this project. The expectation is that the DB-E Contractor and their team shall work in close consultation with GSA, GSA’s Construction Management Agent (CMA), all project tenants and stakeholders (internal and external) to deliver a project that meets the expectations and needs of all stakeholders and GSA’s requirements for a high performing green building. As stated above, this also includes the other DB-SN contractor.

During the Design Phase, the DB-E team shall work in close consultation with GSA, the stakeholders and the CMA to ensure that all of the goals are addressed. This close consultation and integrated approach will then extend into the Construction, Commissioning and Close-out project phases.

REFERENCE MATERIALS

All efforts, materials and work performed under this contract shall comply with and/or shall be with knowledge and forethought of applicable Federal, State, and local building codes based on the requirements of the current edition of recognized and accepted building standards, codes and regulations, in compliance with GSA PBS P-100. Any conflicts and/or ambiguities within or among the referenced Standards and Criteria Documents, or any deviations from requirements contained therein, shall be reported to the GSA Contracting Officer, in writing, for determination as to applicability.

Drawings are provided for informational purposes only. All information contained therein shall be verified by the DB-E Contractor during due diligence phase of design process.

All contractual references – documents, codes, standards, etc. – shall be used to measure compliance of the design and construction of the building systems with respect to contractual expectations.

The following documents shall be considered instrumental in providing guidance in the successful completion of the project:

In addition to the above referenced documents, GSA will make available other historical/relevant building reports and documentation, including, but not limited to: Asbestos Reinspection Survey Reports; Report of Hazardous Materials Survey; as-built drawings; etc., at the contractor’s request.

GENERAL REQUIREMENTS

The requirements set forth in this section apply to all stages and phases of the contract as described in the Scope of Services section below.

OWNER’S PROJECT REQUIREMENTS (OPR)

The Design Stages services and Construction Stage work under this Statement of Work shall comply with GSA’s Owner’s Project Requirements (OPR) documentation provided in Appendix A. The OPR is provided as a general description of the project. The requirements set forth in this section apply to all stages and phases of the project as described in the scope of services section below.

PROJECT MILESTONES SCHEDULE

The anticipated award for the Electrical DB contract 12-Aug-2020.

PERFORMANCE OBJECTIVES

Standards and Criteria Documents Applicability All efforts, materials and work performed under this contract shall comply with and/or shall be with knowledge and forethought of applicable Federal, State, and local building codes based on the requirements of the current edition of recognized and accepted building standards, codes and regulations, in compliance with GSA PBS P-100. The applicable version of each document shall be the version current at the time of contract award. In the event of a conflict between the requirements stated in these documents and requirements provided elsewhere in this SOW and the Contract, the requirements of the SOW and Contract shall prevail.

Any conflicts or ambiguities within or among the referenced standards and criteria documents, or any deviations from requirements contained in the standards and criteria documents, shall be reported to GSA’s Contracting Officer in writing, for determination as to applicability.

PROJECT MANAGEMENT RESPONSIBILITIES

Communications Plan The Contractor, in consultation with the stakeholders of the project, shall assist GSA in developing and complying with a project communications plan. The Contractor shall review and comply with GSA’s communication plan. This plan shall be used and maintained throughout the project and modified as necessary to suit each project phase.

The Contractor shall direct all questions and requests from tenant agencies and local community interests to GSA’s Project Manager. Prior to contacting any parties other than GSA Regional personnel, the Contractor shall confirm all meetings and/or communications with GSA’s Project Manager.

The Contractor shall not release any oral, written, or graphic information regarding this project to outside sources without obtaining prior consent from GSA. All such requests for information concerning the project shall be referred to GSA’s Contracting Officer for response.

All presentations to non-GSA entities require prior written approval from GSA.

Detailed Project Schedule GSA’s overall project schedule will be provided after award.

The Contractor shall assist GSA in the development and maintenance of the Integrated Master Project (IMP) Schedule. The IMP Schedule shall conform to the milestones and durations provided in GSA’s overall project schedule.

Before starting any other work, the Contractor shall develop and provide a detailed schedule for completion of all Design Phase activities, tasks, and submissions required herein, leading up to and including the final design development submission(s). After the Contractor receives Notice to Proceed with the Construction Phase work, the Contractor shall provide and maintain a detailed schedule for completion of all Construction Phase activities, tasks, and submissions required herein. The Contractor schedules shall itemize all required submission dates and review durations, and shall conform to the milestones and durations provided in GSA’s overall project schedule, and in the Submission and Review Table provided below in the Administration section. The Contractor shall also provide and maintain the construction schedules as further described elsewhere. After approval by GSA, the Contractor schedules shall be incorporated into the IMP Schedule.

Contractor shall provide bi-weekly (i.e. every (2) weeks) schedule updates to GSA, showing progress on and completion of all required Design Phase services and Construction Phase work. Contractor shall immediately notify GSA of any anticipated delay in performance of the work.

While the Contractor is free to use whatever scheduling software they desire, the Contractor shall provide GSA with electronic copies of all schedule submittals in Microsoft Project (mpp) native file format for GSA’s internal use.

Project Progress Meetings/Presentations During the Design Phase, the Contractor shall host regularly scheduled project progress meetings and/or presentations with GSA and primary stakeholders. The meetings and presentations shall keep all parties apprised of the design progress/status and impending activities. These meetings may coincide with other meetings/presentations required below under the Scope of Services. The Contractor shall also host special project technical meetings as necessary involving Project Delivery Team technical disciplines.

After Construction begins, the GSA Construction Manager (CMA) will host regularly scheduled stakeholders meetings, and will observe the Contractor’s weekly subcontractor meeting(s). The Contractor shall also attend construction oversight meetings with representatives from GSA on a weekly basis.

Refer to the Scope of Services section below for detailed requirements for progress reporting.

Meeting Agendas, Attendance, Minutes, and Correspondence The Contractor shall prepare and distribute an agenda for each contractor-hosted project meeting, in advance of the meeting date. Contractor shall coordinate agenda topics with GSA’s CMA for all other scheduled and unscheduled stakeholder meetings.

Contractor representation at all meetings shall include those individuals having knowledge of the agenda topics and authority to make decisions and commit resources.

The Contractor shall provide minutes of all Contractor-hosted project meetings and presentations to all attendees. Minutes shall identify new and unresolved old action items, along with assigned responsible parties and estimated completion date(s). Contractor shall distribute minutes within (5) calendar days after each meeting.

Design Quality Assurance GSA requires that all of the Contractor’s Design and Construction Documents submissions undergo the following three general types of Design Review:

Owner’s Review The Owner’s Review ensures that established functional, aesthetic and spatial requirements of the project are satisfied, including but not limited to:

· The design is responsive to GSA program goals, objectives and priorities.

· The completed facility can be efficiently operated and maintained.

· The design adequately and efficiently accommodates the space program.

· Interests of tenant agencies and all other stakeholders, both internal and external, are considered and accommodated to the extent possible.

· Commissioning Design Reviews are provided as indicated in GSA’s PBS Building Commissioning Guide.

Codes and Standards Review The Codes and Standards Review ensures that the proposed design complies with applicable regulations, codes, and standards referenced in the applicable standards and criteria documents. Such reviews shall not be construed as relieving the Contractor of any code compliance responsibilities.

Constructability Review Constructability of the project as designed shall be the sole responsibility of the Contractor. To ensure that the design can be constructed within schedule and budget and that the sequencing of construction is planned for optimum efficiency, the Contractor shall ensure that:

· The level of design complexity is consistent with the project schedule and budget constraints.

· Building systems are compatible and viable.

· Site and building access, logistics, available storage and tenant occupancy requirements are accommodated.

· Existing conditions are shown correctly and adequately.

· Construction duration and phasing plans are reasonable and logical to ensure facility operations during construction period. .

Design Review Procedures The Contractor shall respond in writing to all design review comments within fourteen (14) calendar days after receipt of the GSA Design Review report.

Electronic Project Management Information System (PMIS) Proliance® software from Meridian Systems, a secure, web-based, electronic project management (ePM) system will be provided by GSA to accommodate the information needs of all project participants. The ePM system shall be implemented at the beginning of the Design Stage and shall be maintained continuously through completion of the Design and Construction Stages. All communications among the major parties involved in the project execution shall be captured and recorded in the ePM system. User licenses and training will be provided for all Government and contracted members of the Project Delivery Team who will require access to the ePM system.

The Contractor shall use ePM for all necessary communications with other major parties involved in the project. Electronic storage and transmission of information via the ePM system shall be compliant with the provisions of the Document Security section of these General Requirements.

ELECTRONIC/PRINT MEDIA

(CAD) Standards Starting with the Design Development (DD) submission, all drawing materials provided by the Contractor, including final as-built drawings, shall conform to GSA PBS Computer Aided Design (CAD) Standards. Refer to http://www.gsa.gov/cifm for requirements.

BIM Media Spatial program building information models required with the Contractor’s preliminary and final design development submissions shall be submitted in both the native file format of the BIM authoring tool and in industry foundation classes (IFC) format. BIM deliverables shall supplement, and not replace, GSA PBS CAD Standards and deliverables. Refer to GSA PBS BIM Guide Series 02 Spatial Program Validation (available at http://www.gsa.gov/bim) for specific requirements.

Other Electronic Documents In addition to any hardcopy submission requirements, all design submissions shall be submitted in electronic format. All electronic media shall be in a form readable by standard office automation applications.

Plans and Specifications Provide four (4) hardcopy sets of plans (2 full-size, 2-half size) of all plans and specifications, in addition to electronic format, at each required Design Phase submission. In addition, the updated construction cost estimate shall be provided with the plans and specifications submittals, in electronic format.

CONTRACTOR PERSONNEL SECURITY REQUIREMENTS

Refer to the Construction Contract Agreement Section III, Terms and Conditions, for HSPD-12 suitability investigation requirements for Contract employees requiring access to the facility. Also see http://www.GSA.gov/HSPD12 for security suitability requirements. Contractor shall incorporate provisions in all applicable subcontracts as necessary to ensure compliance with all requirements provided in this Contractor Personnel Security Requirements section.

DOCUMENT SECURITY

Sensitive But unclassified (SBU) building information may be generated and/or be disseminated to and stored by various parties in the course of executing this project. SBU building information is information that, if misused, poses a potential security risk to a building, its occupants and visitors, and/or its contents. The Contractor shall comply with the requirements regarding handling, disseminating, and storing SBU building information as described in the most recent GSA Order (currently GSA Order PBS 3490.3 dated 16Oct2019).

RECORD KEEPING

The Contractor shall prepare correspondence and other documentation and maintain accurate and detailed records of the project’s progress during all phases. The Contractor shall maintain records so as to facilitate document storage and retrieval.

CONSTRUCTION SUBMITTAL AND RFI PROCESSING

On behalf of GSA, the Contractor shall manage and document the processing of the Contractor submittals and requests for information (RFI’s). Refer to Division 01 Specifications for construction submittal and RFI requirements and limitations.

SCOPE OF SERVICES

The Contractor shall perform all services described in this Scope of Services (including services required under exercised options, if any), in accordance with applicable requirements and provisions set forth in the General Requirements section above.

DESIGN STAGE

Overview As a general matter, the GSA PBS P-100, the OPR, the Division 01 Specifications and the Performance Specifications represent four overarching documents that govern the Contractor’s performance of work. In addition, other policies and procedures (e.g., the P-120, GSA BCG, etc.) provide detailed procedures and requirements that the Contractor shall follow.

The Contractor’s design services shall comply with the P-100 and the OPR, which provides the performance criteria and requirements for the project including, but not limited to: size, function, finishes, equipment, security, resilience, adaptability, servicing, P-100 tier and other performance characteristics. The OPR includes requirements that are specific to the project and in addition to the P-100.

The purpose of this section is to primarily set forth requirements that the Contractor shall follow in performing work during the Design Stage phase of the project that are in addition to, or supplement, the services identified elsewhere in the Contract Documents, including the Division 01 Specifications. For example, other Division 01 Specifications address subjects such as project management, closeout, schedules, and payment. Accordingly, the Contractor should review this section in conjunction with the P-100, Division 01 Specifications, the OPR, and other listed design requirements.

The GSA-prepared Division 01 Specifications are being issued as part of the Request for Proposals in order to assist the potential Offerors with pricing the requirement. Part of the successful offeror’s services includes finalizing the Division 01 specifications (as part of the Construction Documents phase).

As supplemented or qualified by this section, the Contractor shall follow the guidelines, procedures, and requirements for design deliverables that are set forth in the P-100. This section provides additional guidance to the Contractor regarding the design services at different phases during the overall project.

General Provisions Design Submission Expectations The Contractor shall prepare and submit all Design Stage submissions in accordance with PBS P-100 design document submission requirements as they pertain to the scope of the construction work.

Furthermore, the Contractor shall, for each Design Stage submittal, provide a detailed written report that separately lists all design elements that deviate from, are inconsistent with, or in any way conflict or otherwise seek to modify the Contract Documents, including but not limited to the OPR, Performance Criteria, and/or P-100. The report shall identify: (1) the design element; (2) how that design element is inconsistent with the Contract Documents; (3) the cost or price to the Government; (3) schedule impact; (4) the benefit of the change; and (5) how the benefit outweighs the cost. The report shall also include a thorough Life Cycle Cost Analysis that complies with the P-120. Any such elements shall not be incorporated or included in the design unless written approval is provided by the Contracting Officer.

The Contractor shall, in any applicable Design Stage submittal, make full written disclosure to, and obtain approval of, the Contracting Officer prior to incorporating any proprietary features, products, or elements into the Contract Documents.

Design Submission Reviews The Contractor shall allow for twenty-one (21) calendar days for the Government’s review for each Design Stage submittal. The Contractor shall, for each Design Stage submittal, reconcile all Government review comments, and provide GSA with written responses to all comments.

Performance Criteria Expectations If a requirement contained in the Performance Criteria exceeds that required by the P-100, the Contractor shall comply with the most stringent requirement unless otherwise directed by the Contracting Officer. The Contractor’s work may exceed requirements contained in the Performance Criteria to accomplish programmatic and functional goals for the project, including but not limited to energy performance, sustainability, or industry best practices. However, that being stated, the Contractor is still responsible for complying with other portions of the contract, including FAR 52.236-22 (Design within Funding Limitations).

General Design Meeting Expectations The Contractor shall anticipate, plan for, and price various meetings, reviews, partnering sessions, and similar discussions throughout the duration of the project. While it is not possible to describe the entire universe of any such meetings, the Contractor should anticipate that the meetings will be commensurate with a PBS-owned capital design and construction project of similar size, scope, and complexity as the one described in the Contract Documents. The following represents a non-exhaustive list of some of the various reviews and partnering sessions that may be necessary during the Design Stage phase:

· Integrated Design Review(s) (IDR): IDR reviews are conducted with GSA Central Office Subject Matter Experts (SME) and other technical experts, prior to submission of any Design Stage phase submission.

· Construction Excellence Peer Review(s): Peer reviews, involving the Contractor, GSA Regional and Central Office staff, and external professional private peers may be conducted during the construction phase of the project. These reviews typically last approximately two days and include a series of interviews. The peers may suggest process improvements that are consistent with the project objectives and program.

· Risk Management Review(s): The Contractor shall participate (in person) at workshops with GSA, CMA, CxA, and other stakeholders to create, update, or modify a Risk Registry using the Construction Industry Institute’s Project Definition Rating Index (PDRI) (or a different industry standard as agreed to by the Contracting Officer) to assess risks and opportunities for the project. The PDRI session will typically occur at the completion of design.

· Partnering Sessions: Refer to Specification Section 013100 – Project Management and Coordination.

· Regular Design Phase Progress Meetings: In addition to any other meetings required elsewhere by the Contract Documents or in this specification, the Contractor shall participate in an at least two design progress meetings per month with GSA.

Design Stage Commissioning To support Design Stage Commissioning, the Contractor shall, at each Design Stage phase, review and comment on Commissioning Plan updates defining roles and responsibilities for the Project Delivery Team in managing the commissioning process. Contractor shall participate in Design Stage commissioning coordination meetings with the Project Delivery Team.

Contractor’s review and comments apply to, but are not necessarily limited to, the Commissioning Record, Commissioning Specifications, Testing and Inspection Plans and OPR Updates.

Design Development (DD) Phase Contractor shall commence work on the DD Phase upon receipt of a Notice to Proceed (NTP) from the Contracting Officer.

Program Review Workshop Contractor shall conduct a program review workshop prior to the start of DD.

Integrated Design Review (IDR) Meeting Contractor shall conduct an IDR meeting prior to DD submission.

Construction Work Sequence Planning In coordination with GSA and the tenant agencies, Contractor shall develop, maintain and update a construction work sequence plan addressing:

· Construction phasing approach to ensure minimal impact on tenant population and facility functionality during the entire project.

· Use of any fast tracking or multiple construction document packages to achieve best value for the Government.

· Schedules for award of subcontract construction packages, including procurement cycles, submittal approvals, construction delivery, and testing/commissioning.

· Possible labor and/or material shortages.

· Ordering of long-lead delivery materials.

DD (60% Design) Submission Contractor shall provide a DD submission in accordance with the submission requirements listed in P-100 and the following additional requirements.

Contractor shall provide a draft construction specification, including Division 01 General Requirements, and shall include DB Contractor self-performed work and subcontracts, emphasizing project phasing, subcontractor requirements and preliminary project-specific construction management issues. Specifications shall be prepared following the latest Master Format specifications version and shall include Division 01 General Requirements, all developed to a level commensurate with DD Submission. Coordinate Division 01 requirements with GSA.

Construction Documents (CD) Phase The main purpose of the CD Phase is to finalize the construction documents in order to obtain approval from the Contracting Officer to proceed to the Construction Stage. Contractor shall commence work on the CD Phase work upon receipt of NTP from the Contracting Officer.

The Contractor shall obtain input, review and comments on the CDs from all federal, state and local authorities, companies and personnel who may have jurisdiction, authority, interest in, or approval rights over the design and construction, including any applicable internal GSA offices or divisions (e.g. Fire & Life Safety, IT, etc.), also including those who will operate and maintain the system.

Baseline Construction Budget Cost Breakdowns Prior to start of the CD Phase, the Contractor shall provide an updated construction work allocation plan with corresponding budget breakdown, a Uniformat Level 3 budget breakdown, and supporting cost estimates, all as prescribed under GSA PBS P-120. The Contractor shall perform cost estimate reconciliation and prepare and submit a cost estimating reconciliation report. The Contractor shall coordinate with GSA as necessary to reach agreement on both budget breakdowns.

CD Coordination CD Program Review Meetings Prior to the start of CD Design Stage, the Contractor shall conduct program review meetings. These meetings can be held concurrently with the program review workshop.

Construction Work Sequencing and Coordination Plan Based on the updated construction work allocation plan, the Contractor shall prepare and submit a detailed breakdown of the planned construction work sequencing, timing, and required coordination among all trades. The Contractor shall provide a corresponding schedule of planned in-progress and final CD submissions for all work packages. The Contractor shall update the construction work sequencing plan and submission schedule periodically throughout the CD phase.

CD Coordination (Special Tasks) The Contractor shall perform the following special tasks:

· Conduct a CD Phase coordination meeting to review system selection options and plans and develop specifications to ensure constructability and future maintainability.

· Identify all manufacturers’ recommended operating, maintenance, and operating practices for major features, systems, and equipment. Coordinate with GSA Property Management Office (PMO) through the Contracting Officer to define specification requirements for service agreements, warranties, and turnover-related training.

· Address integration of safety/security/building automation systems and controls, both internal and external (remote) to the building.

· Coordinate with tenant agencies through project management team to develop agency-specific construction security requirements.

· Ensure that construction mobilization issues, such as site access, staging, trailers, perimeter security, street closures, permits, etc., are addressed in the construction specifications.

In-Progress CD (90% Design) Submission Contractor shall provide an In-Progress CD (90% Design) design submittal that complies with PBS P-100 submission requirements as they pertain to the scope of the construction work. The submission shall, at a minimum, consist of plans, specifications, cost estimates, and related design narrative including calculations.

The Contractor shall provide an in-progress construction specification package, including Division 01 General Requirements sections emphasizing project phasing, Contractor requirements, and preliminary project-specific construction management issues. The construction specification shall be prepared following the latest MasterSpec version and shall include Division 01 General Requirements developed to a level corresponding to the level of completion of design. The Contractor shall coordinate Division 01 requirements with GSA.

Pre-Final CD Submissions Contractor shall provide a separate Pre-Final CD submission in accordance with PBS P-100 CD document submission requirements as they pertain to the scope of the construction work. The submission shall consist of plans, specifications, cost estimates, and related design narrative, including calculations.

Contractor shall provide a Pre-Final construction specification, including Division 01 General Requirements sections. Specifications shall be prepared following the latest Master Format specifications version and shall include Division 01 General Requirements, all developed to a level corresponding to the level of completion of design. The Contractor shall coordinate Division 01 requirements with GSA. The Contractor shall also include contract specifications for submittal requirements, training requirements, and Operations and Maintenance (O&M) and systems manual requirements. The Contractor shall include requirements for Testing and Commissioning of critical features and equipment.

Final CD (100% Design) Submission GSA will advise the Contractor in writing of any comments, necessary modifications, amendments and additions. After incorporating any of the Government’s comments, modifications, amendments and additions, the Contractor shall submit the Final (100%) Construction Documents for approval to the Contracting Officer.

Contractor’s Final CD submission shall be in accordance with PBS P-100 CD document submission requirements as they pertain to the scope of the construction work.

Contractor shall provide a Final construction specification, including all Division 01 General Requirements sections. Specifications shall be prepared following the latest Master Format specifications version and shall include Division 01 General Requirements, all developed to a level corresponding to the level of completion of design. The Contractor shall coordinate Division 01 requirements with GSA. All specification sections shall be complete as of this submission.

Final CD Commissioning Activities The Contractor shall review and comment on GSA’s updated commissioning plan.

GSA CAD Library Coordination The Contractor shall coordinate with GSA’s Region 10’s CAD librarian and Spatial Data Management coordinators to log the Final CD submissions into GSA’s document library.

Final Construction Document Approval & Conformed Set Following approval of the Final Construction Documents, the Contractor, in order to maintain a fully conformed and accurate version of those documents, shall submit, and clearly label as such, the Final Construction Documents in (1) hard copy version and (1) electronic version. The Final Construction Documents shall affix a stamp or seal of the applicable professional discipline responsible for its design.

CONSTRUCTION STAGE

Upon receipt of Notice to Proceed for the Construction Stage work, the Contractor shall perform all services as described in this section and contract requirements.

The Contractor shall construct the project in accordance with the SOW requirements, contract requirements, and the Construction Documents prepared by the Contractor. The Contractor shall provide (furnish and install, complete and ready for use) all materials, related services, and other items, as well as the means and methods of construction for all aspects of the project.

Construction Phase BIM Requirements The Contractor shall use BIM applications where applicable or appropriate for construction coordination. Examples include coordinated electronic product and manufacturer documentation, electronic owner’s manuals, 3D geometric models of equipment layout, collision detection, virtual construction, as-built BIM, model-integrated building automation systems, model-based building monitoring systems, etc. BIM may also be used for construction coordination among various trades and subcontractors, typically with the Contractor in the lead role.

Construction Start Coordination Pre-Construction Conference The Contractor shall participate in a Pre-Construction conference.

Partnering In lieu of a formal partnering session at the start of the Construction Stage, the Contractor shall host an enhanced project kick-off meeting to cover partnering type concepts.
