Notice to Offerors: Total Small Business Set-Aside The General Services Administration (GSA) is setting aside the contract under the following clause found in the Agreement:
52.219-6, Notice of Total Small Business Set Aside I. General Information I.A. The Solicitation and Contract
(1) This Solicitation is set-aside for Small Businesses, in accordance with FAR 19. This Solicitation sets forth requirements for proposals for a Contract to construct the Project described in the attached Agreement. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award the Contract to the selected Offeror, subject to the conditions set forth herein.
(2) Neither the Solicitation nor any part of an Offeror's proposal shall be part of the Contract except to the extent expressly incorporated therein by the Contracting Officer.
(3) The Offeror's proposal submitted in response to this Solicitation shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1442 submitted by an Offeror, and delivered to the Contractor a copy of the SF 1442 with original signatures together with the Agreement reflecting the Offeror's proposed prices.

I.D. Estimated Price Range The magnitude of construction for the project is between $5M and $10M IAW FAR 36.204.
The design-build budget amount is $6.9M I.E. FAR 52.228-1 Bid Guarantee (SEP 96)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds—
(1) To unsuccessful bidders as soon as practicable after the opening of bids; and
(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.
(c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less.
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
I.F. FAR 52.236-27 Site Visit – Construction (Feb 95)
(1) The clauses at FAR 52.236-2, Differing Site Conditions, and FAR 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, Offerors are urged and expected to inspect the site where the work will be performed.
PRE-PROPOSAL CONFERENCE & SITE VISIT
A pre-proposal conference & site visit regarding this RFP is scheduled as follows:
Project Title: Electrical Systems Upgrades, 911 Federal Building Address: 911 NE 11th Ave, Portland, OR 97232 Date: 8 April 2020 Time: 10:00-11:00 - Pre-proposal Conference 11:00-1:00 - Job Walk Place: 911 Conference Room B Attendees shall bring a valid photo I.D. in order to pass through Security.
A pre-proposal site visit will be conducted in conjunction with the pre-proposal conference. Attendance at the pre-proposal conference is mandatory for participation in the site visit. The intent of the meeting is to discuss the Solicitation, Proposal requirements and general questions related to the Request for Quotation (RFP). A tour of the facility will follow immediately after.
NOTE: Due to limited space within the occupied facility, no more than four (4) individuals per Design-Build team (including the Prime Contractor and any sub-consultants) will be permitted on the tour, regardless of company affiliation. Sub-contractors must identify the they are associated with in order to attend the site visit tour; individual subcontractors will not be permitted on the site visit.
More than one representative from each company (as well as more than four individuals per design-build team) may attend the initial pre-proposal conference discussion in the morning.
All parties interested in attending the pre-proposal conference and/or site visit shall register not later than 3:00 p.m. on Tuesday, 7 April 2020 prior to the scheduled site visit. Parties not registered by this deadline will not be permitted to attend the pre-proposal conference/site visit tour.
To register, each Offeror shall submit, in writing via email, to the Contracting Officer richard.risso@gsa.gov and the Project Manager at patrick.manning@gsa.gov, a list of attendees. Information submitted shall include the following:

● Designation if the attendee is attending the tour of the facility POST SITE VISIT QUESTIONS: Questions raised during the site visit shall be submitted in writing to the Contracting Officer richard.risso@gsa.gov and Project Manager patrick.manning@gsa.gov within five (5) workdays following the site visit. Offerors shall submit all other inquiries related to this RFP in writing to the CO and the PM.
NOTE: This solicitation will remain unchanged unless it is specifically amended in writing. If an amendment is issued, an offeror will be required to acknowledge the amendment in their proposal response.
I.G. Receipt of Offers Offerors shall be clearly annotated as “911 Federal Building Electrical Upgrade Design Build” Interested firms shall submit offer packages (electronically only) emailed to: richard.risso@gsa.gov Offer packages are to be received by 1:00 pm (PDT) on May 4, 2020.
The period of Government acceptance of the offer is 120-calendar days following the response date.
The RFP solicitation package and supporting material on the Google Team Drive should be reviewed upon having access granted and any questions or problems regarding the documents or the process directed immediately to the Contracting Officer in writing via email at richard.risso@gsa.gov, with a carbon copy (cc) to the Project Manager patrick.manning@gsa.gov. All questions regarding this project shall be received no later than five (5) working days prior to the date set for receipt of proposals.
II. Proposals II.A. Proposal Contents Proposals shall consist of the following documents, completed and executed in accordance with this Solicitation:

II.B. Proposal Format Proposals shall not be voluminous but shall provide sufficient information to allow GSA to evaluate the proposer’s approach, experience, staff and availability. Limit technical proposal contents to forty (40) electronic pages, including graphics. Any pages in excess of this limit will not be considered. A letter of introduction, section dividers and detailed resumes should be included, but are not considered as part of the total page count limit. Offers shall be signed by an officer with the authority to commit the firm.
II.C. Price Proposal
(1) Contents The Price Proposal shall consist of the SF 1442 and the Agreement, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.
(2) Qualifications, Exclusions and Conditions If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.
II.D. Technical Proposal The Technical Proposal shall include the information requested below for the non-price factors described in Section VI.
PROPOSAL PRICE CONTENTS
A complete price proposal is required, inclusive of the information provided in this solicitation. In addition to this basic pricing information, provide supporting documentation for each phase of the Services and Price Schedule. Supporting documentation shall include a detailed breakdown showing estimated level of effort for each task per phase, disciplines, hourly rates, etc. Include any additional supporting rationale, assumptions and any exclusion(s) to describe all effort associated with each phase. Offerors shall clearly identify labor classifications, rates and hours.
Offerors shall respond with their best pricing up-front, as GSA intends to award based on initial proposal submissions.
EVALUATION OF OFFERS
Offers which meet all applicable requirements of the contract will be evaluated against the criteria as described in this RFP. During the evaluation process, the Government has the option of making tradeoffs between price and non-price factors in order to determine which offer provides the best value. The Government reserves the right to reject any or all offers if such action is deemed in the Government’s best interest. The Government may waive minor irregularities in the offers received if the irregularities are determined to be insignificant or inconsequential to the overall evaluation.
Award will be made on the basis of the offer which provides the best value to the Government, price and non-price (technical) factors considered.
EVALUATION FACTORS AND RELATIVE IMPORTANCE:
Proposals will be evaluated as set forth in this Request for Proposal (RFP). All responsive proposals shall be evaluated and ranked against the following factors for this contract award:

Statement of Importance
All factors other than price, when combined, are considered significantly more important than price. Factors 1, 2, 3 and 4 are equal in importance.
NOTE: The importance of price will increase if the non-price (technical) factors of two or more proposals are considered essentially equal in terms of value to the Government, or if the price of one proposal is so high or so low as to significantly diminish the value of a proposal’s technical superiority to the Government.
Additional information regarding each Factor, including a detailed description of the Factor, the Factor’s standard for evaluation, and Factor submission requirements, is provided below.
FACTOR 1: SPECIALIZED EXPERIENCE
Description: This factor considers the extent of the offeror's past experience on projects of similar size (building square feet and dollar value), scope and complexity. The Offeror shall submit information on three (3) relevant projects of similar size, scope and complexity completed not more than five (5) years prior to the closing date of the RFP.
“Relevant” is defined as projects similar to the project in this solicitation in size (i.e. square feet and dollar value) and which have a logical connection with the requirements of this solicitation by including similar scope elements and which demonstrate equal or greater overall project complexity associated with them.
Specifically, for purposes of this procurement, design build experience considered especially relevant would include electrical modernizations with a construction cost of $5M - $10M, an average square footage of 300,000 – 400,000 square feet and the following scope and complexity considerations:
1) Similar building facilities
2) Federal building Repair & Alteration, Modification and/or Construction projects
3) Projects occurring within occupied facilities
4) Design-Build/Collaborative approach projects
An Offeror’s especially relevant experience would also ideally span a typical project’s entire life-cycle, from REQUIREMENTS DEVELOPMENT through CLOSEOUT project phases. An explanation of each of the four types of especially relevant experience is as follows:
Similar Building Facilities. For the purpose of this RFP, projects submitted should demonstrate the Offeror’s relevant experience providing design build services on projects for facilities of similar size (square feet and dollar value) to the project in this solicitation. Examples include, but are not limited to, such buildings as multi-story office buildings and multi-use facilities consisting primarily of office space.
Federal Building Repair & Alteration, Modernization and/or Construction. For the purpose of this RFP, projects submitted for this area of experience should demonstrate the Offeror’s relevant experience providing design build services on relevant Federal Repair & Alteration (R&A), Modernization and/or Construction projects of similar size (square feet and dollar value) to the project in this solicitation, demonstrating the firm’s knowledge of federal construction contracting procedures. Particularly relevant for this area of experience would highlight Offeror’s experience with projects within similar high profile federal buildings including federal buildings, courthouses and agency/department headquarters facilities.
Occupied Building Construction. For the purpose of this RFP, projects submitted for this area of experience should demonstrate the Offeror’s relevant experience providing design build services on projects of similar size (square feet and dollar value) to the project in this solicitation in buildings that were occupied during construction and which required critical phasing and coordination efforts with multiple tenants necessary for success. Particularly relevant for this area of experience would highlight Offeror’s previous experience with projects in similar high profile federal buildings, courthouses and agency/department headquarters facilities.
NOTE: “Occupied” in this instance is defined as a construction (including R&A and Modernization) project occurring within tenant space without the tenants vacating or swinging completely out of the space during work. Projects should also demonstrate that any work required within tenant occupied space(s) occurred both during AND outside normal working hours (with normal work hours typically running approximately 06:00-18:00, Monday – Friday), or within facilities that operate 24/7. Relevant projects should also demonstrate that any tenant spaces that were disturbed by project work were brought back to usable and fully operational condition before 06:00 each business day (or at the end of the construction contractor’s work shift if occurring within a 24/7 facility). For purposes of this RFP, projects not meeting these criteria and/or those in which construction activity occurred in adjacent-to-occupied-space (i.e. in vacated portions of an occupied facility) will not be considered relevant for evaluation purposes.
Collaborative Design-Build Projects. For the purpose of this RFP, projects submitted for this area of experience should demonstrate the Offeror’s relevant experience providing design build services on projects whereby, in addition to the design build firm, the Owner also contracted with a separate Contractor team to provide both CMA/CxA/Inspection services under one contract (i.e. a separate CMA/CxA contract). The Offeror shall demonstrate it provided comprehensive services to the Owner which included regular interface with the CMA/CxA Contractor. The services shall have been performed on relevant design-build projects of similar size (square feet and dollar value) to the project in this RFP.
Standard for Evaluation: This criterion will be evaluated for the quality of experience demonstrated. The greater the relevance of the Offeror’s experience, the more likely the Offeror will receive a higher rating during evaluations. Projects similar in scope, size and complexity to the project identified in the RFP in which the proposed design build team has worked together will likely receive a higher rating during evaluations. In addition, Offerors that demonstrate a higher degree of relevant experience will be evaluated more favorably.
Submittal Requirements: Offerors shall submit three (3) project examples demonstrating relevant experience. The minimum submission requirements for this Factor are defined as follows:
1) A list of three (3) relevant projects completed or currently in work, not more than five (5) years prior to the closing date of the RFP. Offerors shall clearly state the year of completion or percentage of completion for each project submitted. Completed projects may be given more weight than those projects not yet completed; likewise projects that are still on-going, but are further along in the project life-cycle, may be given more weight than those projects that are in an earlier phase.
2) Narrative summaries of the submitted projects that demonstrate the Offeror’s capabilities, technical expertise, and experience managing complex projects with reference to considerations of timeliness and technical success. Offerors shall clearly explain how the project is relevant to the proposed acquisition.
3) Limit the summaries to no more than one (1) page (see exhibit for a sample Project Experience Form) for each project including the following information:
1. Project Title & Location
2. Narrative Summary/Description of the Project. Address how the project relates to the solicited project and provide an explanation of how the project is relevant.
3. Project Delivery Method/Building Type (i.e. Design/Build; Federal Courthouse, Athletic Training Center, School, etc.)
4. Size of Project in terms of Dollar Value and Square Feet of Contract (Include a breakout of the design build services contract award amount(s), as well as the construction contract/budget amount)
5. Design Build Contract Start & Completion Dates (Month/Year) or Percentage of Completion
6. Customer Point of Contact (include name, address, email address, telephone number, customer’s agency/firm affiliation, customer’s relationship to the project)
In addition to the above information, the Offeror shall clearly identify for which, if any, of the four especially relevant types of experience areas each project example pertains. For example Offeror’s Project A may qualify and be listed for Similar Building Facilities, Federal Construction, Occupied Building, and Design/Build project, while Project B may qualify and be listed only for Similar Building Facilities and Occupied Building construction.
A project experience matrix (see sample below) shall also be submitted.

FACTOR 2 – Technical Approach
Offerors shall demonstrate a thorough understanding of the project requirements and detail an appropriate, comprehensive management approach including phasing and coordination processes to ensure successful, timely project delivery and completion.
Description: This Factor considers the Offeror’s proposed technical approach for all aspects of the project including design, construction and completion. Consideration shall be given to the ability of the Offeror to control budget, timeliness, and overall project quality.
Standard for Evaluation: The Government shall evaluate the relative merits of each Offeror’s Management Approach and Preliminary Project Schedule.
Submission Requirements: Offerors shall submit a comprehensive written plan outlining its technical approach for project management by addressing the following:
1) Executive Summary. Provide a narrative description of the project and how you would manage it in collaboration with the GSA project team and CMA/CxA partners.
2) Management Approach. Offerors shall describe their Management Approach to managing and delivering a project of the magnitude and complexity of this project under budgetary and time constraints. Offerors should include discussions of how the schedule for the project will be met while, at the same time, managing any changes that may occur by addressing cost and schedule control, team coordination approach, and construction quality control. Most importantly, the narrative shall identify the Offeror’s proposed approach for phasing and coordination of construction to minimize effect on tenant population.
· Offeror shall describe the proposed methods of accomplishing the project objectives in sufficient detail to demonstrate comprehension of the problems to be solved and a thorough, thoughtful and effective method of designing and constructing the necessary improvements.
· Offeror shall demonstrate an understanding of potential complications and risks associated with the project and shall describe potential procedures that the contractor will utilize to mitigate complications and risks.
· Offeror shall describe impacts of the construction process on facility tenants and detail accommodations needed from tenants for successful project completion.
3) Schedule. Offeror shall provide a Preliminary Project Schedule narrative and a project schedule in Primavera P6 or MS Project format. The proposed schedule will run from the contract award date through the required date for substantial completion of construction and all punch list items. Detailed methods of accelerating the proposed schedule may be evaluated more favorably.
FACTOR 3: DEMONSTRATED QUALIFICATIONS OF KEY PERSONNEL PROPOSED
Key personnel proposed as the Offeror’s Team shall demonstrate requisite experience necessary to perform all required design build services on relevant construction projects of similar size (square feet and dollar value) to the project in this solicitation.
Description: This Factor considers the Key Personnel proposed by the Offeror. Consideration shall be given to the demonstrated experience and qualifications of the proposed staff and how the Offeror organizes and manages the overall project team. Proposed team members shall be evaluated as to qualifications and experience in all areas necessary to effectively perform the required work.
It is expected that the Key Personnel members proposed will be the same individuals who will perform the services under this contract.
Any changes to the proposed Key Personnel after award MUST be approved by the Contracting Officer and shall only be approved upon demonstration of equivalent or better qualifications when the new individual is compared to the qualifications and experience of both the RFP and the original proposed individual.
Standard for Evaluation: The Government will evaluate the relative merits of each proposed Key Personnel member’s qualifications and experience. Organizational charts shall be evaluated to ensure clear lines of authority and appropriate assignment of responsibilities within the Offeror’s proposed team. Relevant experience demonstrated through similar projects, as defined under Factor 1, shall be given more consideration.
The requisite minimum qualifications and experience for all Key Personnel include the following:
a. Key Personnel shall have a minimum of a combined ten (10) years’ experience in the field of engineering, construction, or business management. Of these ten (10) years, at least six (6) years must have been on projects of similar size, scope, and complexity as the one set forth in the solicitation.
b. Key Personnel shall have demonstrated experience with computer-based standard business suite applications, e.g. Word/Google Docs, Excel/Google Sheets, etc., as well as other standard construction industry software, e.g. AutoCAD, etc.
c. Key Personnel shall have the ability to read and interpret complicated contract documents, plans, and specifications, and shall have the ability to apply this knowledge in effective and timely problem solving.
d. Key Personnel shall demonstrate strong oral and written communications skills and possess the ability to act as a facilitator during respective project meetings. Key Personnel shall also have the ability to work with both management and trade contractors.
These individuals are management level personnel who oversee technical and administrative activities for the project, review and approve drawings as design reviewers, assist the Government in providing direction and control of design and construction phase activities, manage the commissioning and inspections of physical work performance and installations of materials/components, prepare cost estimates, review and prepare invoices.
Unless otherwise stated in writing from the Contractor to the Contracting Officer, the Key Personnel shall be vested with the authority to make decisions, establish commitments for the Contractor, document approvals, determine manpower and equipment assignments, and otherwise bind the Contractor.
Furthermore, Key Personnel with additional, other relevant Professional and Industry Certifications, e.g. PE/RA, PMP, etc., may also be rated more favorably.
The additional requisite minimum qualifications and experience for specific Key Personnel include the following:
1) Project Manager (PM) – The PM shall shall demonstrate the following requisite experience and abilities:
a. The Project Manager shall have at least ten (10) years management experience in the field of construction management and/or inspection of construction projects.
b. Personnel with direct construction management experience gained through on-site construction project manager or superintendent role(s) in the construction industry may be rated more favorably.
c. A Baccalaureate (i.e. BS degree) in Construction Management, or a Baccalaureate in a related field such as Architecture, Engineering or Business Management, may be rated more favorably.
d. The PM shall have at least six (6) years’ experience in the interdisciplinary management and coordination of the numerous disciplines and trades surrounding projects of similar size, scope and complexity as the one set forth in this solicitation.
e. Developing and controlling budgets and funding strategies.
f. Scheduling and coordination of project interactions among existing occupied facilities.
g. Integrating competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
h. Familiarity with Federal and local government office building projects, with procedural requirements, review requirements, and approval requirements.
i. The PM shall have experience with computer-based scheduling software, and shall have the ability to interpret schedules generated from this system. In addition to scheduling software, the PM shall demonstrate experience with electronic project management applications inclusive of various modules such as budget tracking, Schedule of Values (SOV) input, Request for Information (RFI) submittal/response functionality, etc. Individuals who have demonstrated successful experience with whole-contract-type electronic project management systems (i.e. Proliance, ePM, prolog, etc.) on relevant projects which incorporate multiple modules into one system may be rated more favorably.
j. The PM shall have field experience coordinating day-to-day site issues relating to materials, labor, and equipment utilization on large construction/R&A/modernization projects. Demonstrated experience inclusive of knowledge and management of all aspects/project phases within a design/build project delivery method, as well as demonstrated experience managing projects of similar size and technical complexity in occupied Federal facilities, may be rated more favorably.
2) Superintendent (SUPT) – The SUPT shall shall demonstrate the following requisite experience and abilities:
a. The SUPT shall have no less than ten (10) years experience as a project superintendent on construction projects of similar size and dollar value to the project in this solicitation.
b. The experience should demonstrate building construction knowledge, the ability to manage complex projects and coordination between multiple subcontractors, as well as be consistent with the type of construction provided for in this solicitation.
c. The SUPT shall be on the site at all times during construction.
3) Electrical Engineer (EE) - The EE shall demonstrate the following requisite experience and abilities:
a. The EE shall be a registered Electrical Engineer who has a minimum of ten (10) years of licensed professional engineering experience along with necessary schooling and training with at least five (5) years being in related work on projects similar in size, dollar value and type to the project in this solicitation. Credentials (i.e. current active license number and date issued) substantiating current EE Registration shall be provided. EE’s who demonstrate experience with relevant projects of similar size, scope and complexity shall be rated more favorably. The EE must be able to read and interpret complex building construction drawings. Usage of Excel, word, and other computer based knowledge is required.
4) Contractor Quality Control Manager (CQCM) – The CQCM shall demonstrate the following requisite experience and abilities:
a. The CQCM shall be an individual within the on-site work organization who shall be responsible for overall management of Contractor Quality Control (CQC) and have the authority to act in all CQC matters for the Contractor.
b. The CQCM shall have a four-year (i.e. B.S., B.A.) degree in Construction Management (or a related field such as Architecture or Engineering) with a minimum of five (5) years construction experience on projects similar to the project in this solicitation OR a highly experienced individual in the construction field with a minimum of ten (10) years construction experience in work of comparative size, value and technical complexity to the project in this solicitation.
c. This CQCSM shall be on the site at all times during construction, shall be assigned no other duties [except he may also be the Site Safety Health Officer (SSHO)], and must be an employee of the prime contractor.
Submittal Requirements. Provide the names and qualifications of the Key Personnel proposed for this project in the form of resumes (see exhibit for sample Key Personnel Resume). Only (1) individual for each Key position shall be submitted; if more than (1) resume is provided for any Key position, the Government may deem this Factor to be deficient. The resumes must clearly present the separate credentials of each proposed Key Personnel member and must provide a concise summary of each individual’s separate duties and responsibilities as proposed for this project. Resumes for each individual shall include educational qualifications, if applicable, and up to three (3) project examples demonstrating the individual’s experience. Project examples should be relevant in terms of similar size, scope and complexity as the one set forth in this solicitation. Resumes shall not exceed two (2) pages total per individual. Any additional pages beyond this limit shall not be considered.
The minimum submission requirements for this factor are as follow:
1) An organizational chart illustrating the proposed design build project team and reporting structure shall be provided.
2) Resumes shall be provided for each of the following Key Personnel:
a. Project Manager (PM)
b. Superintendent (SUPT)
c. Electrical Engineer (EE)
d. Contractor Quality Control Manager (CQCM) (Any additional resumes provided will not be considered.)
3) Resumes shall include be limited to no more than 2 pages per individual and shall include, at a minimum, the following:
a. A description of training and experience in respective areas of expertise.
b. Duties proposed to be performed in the resulting contract if awarded the contract.
c. A description of current and proposed position titles, education, professional licensing & certification(s), and any personal awards.
d. Each individual’s resume shall clearly state the number of years experience that the individual has served in his/her proposed respective role (e.g. as a Project Manager, Superintendent, Electrical Engineer, Contractor Quality Control Manager, etc.)
FACTOR 4: PAST PERFORMANCE
Past Performance will be evaluated as a measure of the Government’s confidence in the Offeror’s ability to successfully perform based on previous and current contract and support agreements. A confidence assessment rating will be assigned to each Offeror. Past performance information may be obtained through the PPIRS and questionnaires tailored to the circumstances for this acquisition, through interviews with program managers and contracting officers, or other sources known to the Government. Data from previous source selections or contractor capability assessments will be used if recent and relevant.
To assist the Government’s evaluation, each Offeror’s proposal will contain the supporting past performance documentation which demonstrates experience. Current performance (the Government will not consider performance on an effort that concluded more than 6 years prior to the issuance date of this solicitation), will have greater impact in the performance confidence assessment than less recent performance. In determining relevance, consideration will be given but not limited to such things as project similarity, project complexity, contract type, contract environment, and subcontractor interaction. The evaluation will be constrained to the most recent and relevant contracts.
For the purpose of this evaluation, the “Offeror” includes the prime contractor’s organization as complemented by the prime’s team (subcontractors and other operating units of the prime, for example).
The Government reserves the right to visit/revisit any or all Offerors and to contact any and all references. The assessment will be accomplished using both data provided by the Offeror and data obtained from other sources. The assessment of past performance as a specific evaluation factor is separate and distinct from the Determination of Responsibility required by FAR Part 9.
Submittal Requirements. In accordance with FAR 42.1503(e), past performance will be evaluated using the Past Performance Information Retrieval System (PPIRS), as well as Performance Evaluation Surveys, found at Exhibit 4. All performance ratings for contracts completed within the past six (6) years from the date proposals are due shall be considered. If an Offeror does not have past performance available PPIRS, the Performance Evaluation Surveys will be used exclusively. A lack of past performance information will result in a neutral rating for this factor during evaluation. Government databases will be checked and previous customers may be contacted as references. All projects submitted on a Performance Evaluation Survey must have been completed within the last six (6) years from the date proposals are due. Further instructions are found at the top of the Performance Evaluation Surveys exhibit. The Government reserves the right to contact the evaluator on previous Government or private sector work to verify the Offeror’s construction/design performance.
Offerors shall submit a list of all customers (including current point of contact, phone number, and electronic address) to whom Performance Evaluation Survey was provided. A reproducible Performance Evaluation Surveys form is provided within the exhibits supplied with this RFP.
No more than three (3) Performance Evaluation Surveys total shall be submitted. If additional surveys are submitted, the Contracting Officer will only evaluate the first three surveys received.
With regard to Performance Evaluation Surveys, Region 10 PBS requests that the client complete this questionnaire and submit it directly back to the Offeror. The Offeror will submit this completed questionnaire to Region 10 PBS with their proposal, and may duplicate this questionnaire for future submission on Region 10 or other PBS solicitations. Clients are highly encouraged to submit questionnaires directly back to the Offeror. However, questionnaires may be submitted electronically to Region 10 PBS as indicated below.

“911 Fed Bldg Electrical Upgrade Design Build”, Performance Evaluation Survey for [enter Contractor Name for which survey was completed] (member of [enter name of this Solicitation’s Prime])”.
FACTOR 5: PRICE
Offerors shall submit a complete price proposal. The price proposal shall include pricing for all line items. A detailed proposal shall be broken out by discipline, level of effort, hourly rates, travel, and other expenses.
Price will not be rated or scored. It will, however, be evaluated for fairness and reasonableness through the use of price analysis. The Government may use various price analysis techniques and procedures to determine a fair and reasonable price for each phase. The price evaluation will check for the appearance of unbalanced line item prices. In addition to ensuring proposed pricing is fair and reasonable, the price evaluation will include analysis to ensure the price adequately reflects project scope and complexity.
Offerors are cautioned to distribute direct costs, such as material, labor, equipment, subcontracts, etc. and to evenly distribute indirect costs, such as job overhead, home office overhead, taxes, etc., to the appropriate contract line items. It shall be presumed that field overhead costs through the proposed contract duration are inclusive in the offered price for the contract. As price is an indicator that the Offeror understands the scope and level of effort, price will be evaluated for reasonableness and used in performing the best value trade off decision.
BASIS OF AWARD
The Contracting Officer will award one FFP contract award whose proposal is determined to conform to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering the price and non-price (technical) factors described herein.
All evaluation factors, other than price, when combined, are considered significantly more important than the price. When conducting the best value trade-off between price and non-price (technical) factors, the Government will consider the technical merit demonstrated for the price proposed.
The Government reserves the right to accept other than the lowest priced offer or to reject all offers. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined herein. The Government reserves the right to make an award without further negotiation following initial proposal submission.
II.E. Other Information to Submit with Proposal
(1) Representations and Certifications Offerors are reminded their SAM registration status must be “Active”, at the time their offer is submitted, to be considered for award (see 52.204-7). Offerors submitting a proposal in response to this Solicitation shall complete electronic Annual Representations and Certifications in conjunction with required Entity registration in System for Award Management (SAM), accessed via System for Award Management. Offerors shall also submit with their proposal, the Annual Representations and Certifications (FAR 52.204-8), using the attached Offeror’s Representations and Certifications (C301-SAT).
III. General Provisions III.A. Availability of Funds Issuance of this Solicitation does not warrant that funds are presently available for award of a Contract. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this Solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of contract award.
III.B. Requests for Clarification or Interpretation The Government will attempt to answer all requests for clarifications or interpretations of the Solicitation Documents prior to the date set for receipt of offers, but do not warrant that all such requests will be answered within 15 calendar days. Prospective Offerors should make such requests not less than 15 calendar days prior to the date set for receipt of offers.
III.C. Notice to Small Business Firms A program for the purpose of assisting qualified small business concerns in obtaining certain bid, payment, or performance bonds that are otherwise not obtainable is available through the Small Business Administration (SBA) (Small Business Administration). For information concerning SBA's surety bond guarantee assistance, contact your SBA District Office.
III.D. Information Concerning the Disclosure of Solicitation Results This acquisition is being conducted under the provisions of FAR Part 15 as a negotiated procurement. In accordance with FAR 3.104 and FAR 15.207, after receipt of proposals, no information regarding the identity of those submitting offers, the number of offers received, or the information contained in such offers will be made available until after award except as provided by FAR 15.503.
III.E. Affirmative Procurement Program GSA has implemented an Affirmative Procurement Program (APP) intended to maximize the use of recovered materials, environmentally preferable, and bio-based products. Offerors should familiarize themselves with the requirements for using and reporting on the use of such materials in performance as set forth in the Agreement. Refer to Clause FAR 52.223-10 encouraging vendors to practice waste reduction.
III.F. Notice Concerning Preparation of Proposals Offerors are cautioned to carefully read the entire Solicitation and the Agreement to be included in the Contract contemplated by the Solicitation in order to be fully aware of all requirements and clauses in the contemplated Contract. Verify that all blanks requiring information to be supplied in an Offer have been properly filled out, that all pricing and other numerical data is accurately calculated, and that all copies of the Offer contain the same information.
III.G. Bond Requirements If a bid guarantee is required to be submitted with your offer, any contract awarded will require a performance bond as specified in the Agreement. Offerors who utilize individual sureties should note the requirement for a certified, audited, financial statement for each person acting as an individual surety under clause FAR 52.228-1 Bid Guarantee and the requirements of clause FAR 52.228-11 Pledge of Assets.
III.H. Contractor Performance Information
(1) Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process. CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is Contractor Performance Assessment Completed CPARS evaluations are sent to the Past Performance Information Retrieval System (PPIRS) which may then be used by Federal acquisition community for use in making source selection decisions. PPIRS assists acquisition officials by serving as the single source for contractor past performance data.
(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS. The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.
(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (CPARS Training) and updated as needed.
(4) Contractor Representative (CR) Role: All evaluations will be sent the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.
Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.
GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.
