Answer #8

Drawing 601130 Zinc Anode Installation is converted from the original .tiff format into Adobe .pdf format and posted in Amendment 0002.

Question #9

Item No.003, paragraph 7.17 requires contractor to "Revise Reference 2.1to include the following updates:". Reference 2.1is NOAA Standard Specification AMC-997-lA.Are you asking the contractor to revise the NOAA's Standard Specifications?

Answer #9

Paragraph 7.17 should read to revise Reference 2.2 [not Reference 2.1]. See paragraph 7.17.4 with the requirement, “Update this drawing’s Revision Block from “E” to “F.” The intent is to revise Reference 2.2 NF-085-002 Rev E. Docking Plan, not to revise Reference 2.1 NOAA Standard Specification AMC-997-1A.

Question #10

Item No.005, paragraph 7.14.7 requires the contractor to "Repeat the above steps until an acceptable fit is obtained". How many fits will the contractor be required to accomplish before it deemed excessive and beyond normal costs?

Answer #10

The fit up process is required to be repeated as written in the specification. For estimating purposes, use seven fit ups as reasonable. Additional repeats more than seven may be deemed excessive beyond normal costs.

Question #11

Item No.009, paragraph 7.6 requires the contractor to "Conduct deflection readings on the crank shaft..." The manufacturer's authorized repair facility states that this is not done for this make and model engine. Please clarify intent.

Answer #11

Crankshaft deflection readings are required in accordance with the original equipment manufacturer (OEM) recommendations and is an industry standard for this make and model engine for top end overhauls at this upcoming 10,000 hour interval.

Question #12

Item No. 009, paragraphs 7.14.3 thru 7.14.3.6 - The manufacturer's authorized repair facility states that these load build-ups are excessive for this make and model engine. Contractor assumes that NOAA will accept the authorized manufacturer's repair facility's recommendations for accomplishing these load tests. Please acknowledge.

Answer #12

The requirements for engine operational load testing remain as written. For estimating purposes, contractors should price this work item as stated in the specification.

Question #13

Item No. 009, paragraph 7.15 requires the contractor to "Re-torque head bolts and rocker bolts". The authorized manufacturer's repair facility states that this effort cannot be accomplished on this make and model engine without almost completely disassembling the engine again and that it will not be included in their proposal for this specification. Does the government want the engine re-disassembled and re-assembled to accomplish this effort after all repairs and tests have been accomplished? Please clarify.

Answer #13

The requirement and the intent is to re-torque head bolts and rocker assembly bolts after 500-1000 hours of operation in accordance with Cummins engine OEM recommendations. For estimating purposes, contractors should price this work item as stated in the specification.

Question #14

Item No.400 provides for an additional 1,400 man-hours of labor to be used for emergent work. How late into the contract availability will the government invoke the use of any or all for these man-hours?

Will the contractor be required to work "overtime" in utilizing these man-hours? If so, will the contractor be additionally compensated for the extra costs of working overtime?

Answer #14

The additional 1,400 man hours of labor is an estimate only for possible growth work. The government can authorize additional man-hours during any part of the 56 day performance period.

Depending on the scope of the growth work the Government may require overtime or extend the period of performance in order to have the work completed. Either would result in compensation accordingly. Shipyard work schedules are established during the Arrival Conference.

Question #15

Item No. 502, paragraph 7.1.1requires contractor to provide an estimated 24 rooms per day for crew members (when/if needed).Contractor assumes that there will be no more than 2 persons per room.

Question #16

Item No. 503, paragraph 7.1.26 requires contractor to provide the services of an ABS surveyor to witness steel plate installations and testing, and to schedule the inspections and "provide payment to ABS" for Surveyor services. Shouldn't all ABS fees for this work item be the responsibility of the Government the same as they are for all of the other work items in this repair package?

Contractors don't normally reimburse ABS directly. Please clarify.

Answer #16

See revised Item 503 Starboard Exhaust Stack Modifications as listed in the specification attached with Amendment 0002. The Government will be responsible for these ABS fees.

Question #17
