Description of Action (Project Description):

This document will serve as a Programmatic Categorical Exclusion (PCE) for fiscal years 2017 through 2027 for the Pavement Preservation Program (PPP) along the Blue Ridge Parkway (BLRI). This project is categorically excluded under NPS Director's Order #12, Action 3.3 C.9: Repair, resurfacing, striping, installation of traffic control devices, repair/replacement of guardrails, etc., on existing roads.

This project was identified as the first BLRI Pavement Preservation project. Due to limited FLTP program funds, SERO, NPS, determined that half of all future BLRI projects will be pavement preservation. Upon completion of this project, the new overlay and associated roadway features should meet a life expectancy of 5-10 years. In addition, other funding might be obtained to cover additional work not in the FLTP program funds or in the specific pavement preservation project.

Project will provide preventive maintenance surface treatment, which might include crack sealing, drainage repairs, pavement patches, milling, sign replacements, or new guardrail installation. Mainline Parkway only work will be included, without ramps or parking area overlooks. Pulloffs that are adjacent to the Parkway will be surfaced, as well. Driveway aprons could also receive surface treatment.

The priority for each road section in the overall plan is based on EFLHD assessments, with consideration for the year of the most recent repaving, and visual assessments by BLRI Maintenance and Engineering personnel.

Work includes basic surface preparation, cleaning, etc., followed by thin lift asphalt concrete pavement overlay or chip sealing with brooming, microsurfacing, etc., and will include re-striping and pavement markings to meet MUTCD standards. The project could include treatment of the mainline motor road and all associated parking pulloffs, as well as a few shoulder drop-offs of a few inches. Project could include some aggregate-topsoil course placement at these locations. Type L pavement markings will be placed at the centerline as part of this project. A single white stripe will be placed next to pulloffs to provide delineation. Traffic patterns will not be changed.

Thin lift asphalt concrete pavement overlay includes a ¾-inch thick asphalt concrete overlay with aggregate stone not exceeding 4.75 millimeters (3/16 inches). The chip seal process is basically the application of an emulsion binder material followed by embedment of graded gravel chips and can include either or both crushed granite or crushed gravel of local origin. The process of brooming will be used as the final step in the chip sealing process to remove loose stones or material. Micro surfacing involves placement of a mixture of aggregate and polymer-modified emulsified asphalt. No excavation or road construction or realignment is associated with this project as it is simply a re-coating and re-striping of existing road surfaces. A grade raise of less than or equal to 1.5 inches will be permitted.

Historical stone parapet walls are located at bridges and historical stone guardwalls are located at roadways edges used as guardrail. The stone walls will remain and will not be disturbed as part of this project.

The PPP is a centralized funding program utilizing multiple fund sources. FHWA is the contracting agent for the PPP.

This PCE document will enable Park and contracted staff to perform the proposed work mentioned above without undergoing individual environmental compliance for each location. Any proposed activities that would not meet this PCE are required to be submitted in PEPC by the Project Leader and evaluated in a separate NEPA document for potential impacts to park resources under the NEPA/DO-12 and other federal laws, such as the NHPA/Section 106.

The mitigations listed within this PCE (and under Step 4) shall apply to all work that falls under this PCE.

This PCE is subject to review by the Environmental Protection Specialist every 10 years at which time it will be determined if another PCE is appropriate. This PCE will be in effect for a period of 10 years and would expire October 1, 2027.

Mitigation(s):

Although there is no surface evidence of archeological resources, clearance to proceed is recommended with the condition that if concealed archeological resources are encountered during project activities, all necessary steps will be taken to protect them and the Park Cultural Resources Manager will be notified immediately.

Once scheduled, each project site shall be inspected for T&E species immediately prior to work at this site by the Natural Resource Management Specialist. It is up to the project leader to notify the local Natural Resource Management Specialist within 60 days of project start to ensure that schedules can be accommodated.

Disturbance shall be limited to open and previously disturbed areas.

Thin lift asphalt shall be applied, wherever practical and economically feasible.

Brooming of the chip seal surface shall be complete by the end of the work day so that there is no significant aggregate remaining on the paved surface as determined by the CO.

Paint used for centerline striping shall be a water-borne. No unmarked pavement shall be left overnight.

Work shall only be permitted between the times of 30 minutes after sunrise to 30 minutes before sunset.

Construction vehicles/equipment shall enter the Blue Ridge Parkway at the point of access nearest the work site.

Staging and parking for vehicles, equipment and materials shall be confined to paved overlooks and parking areas. Other areas utilized shall be only as designated approved by the CO and local Resource Management Specialist. Overlooks that serve as trailhead parking may only have 1/2 of the total parking area closed to visitors at any one time.

Staging for equipment containing liquid emulsions shall be confined to paved parking areas with inlet protection.

Erosion protection shall be installed on all park inlets during paving operations.

To reduce noise and pollution emissions, construction equipment shall not idle any longer than is necessary for safety and/or mechanical reasons.

To reduce the chance that harmful, non-native plants or organisms will be transported from off-park locations to the work site, the contractor, prior to entering the Park, shall clean all soils, roots, seeds, and other sources of plant parts and pathogens from any equipment used for the application of grasses and all heavy equipment, such as dump trucks, front end loader, and graders, which have previously been operating off the park.

Equipment shall be cleaned of emulsions, asphalt, or chips off of NPS land.

Leaking equipment shall immediately be removed from the job site and off of NPS land.

Soil and fill material must be weed-free and from a source approved by the park Natural Resource

Management Specialist. Park NRMS must be given a two week notice to allow time to travel to inspect soil sources.

• The contractor shall submit an accidental emulsion Spill Prevention and Response Plan prior to commencing work on park land.

• All debris generated by this project shall be removed from the park for legal and proper disposal.

• Single lane closure with flaggers shall be used. Lane closures shall not be permitted during the high visitor leaf changing season in the month of October.

• If the scope of work changes as written in PEPC (i.e., Step 1-Project Description and Project

Development Questions), Project Leader shall notify EPS immediately so that a determination can be made if the compliance completed is sufficient to cover any changes or if additional mitigations are required.

Explanation:

Decision: I find that the action fits within the categorical exclusion above. Therefore, I am categorically excluding the described project from further NEPA analysis. No extraordinary circumstances apply.

The priority for each road section in the overall plan is based on EFLHD assessments, with consideration for the year of the most recent repaving, and visual assessments by BLRI M&E personnel.

Work includes basic surface preparation, cleaning, etc., followed by thin lift asphalt concrete pavement overlay or chip sealing with brooming, microsurfacing, etc., and will include re-striping and pavement markings to meet MUTCD standards. The project could include treatment of the mainline motor road and all associated parking pulloffs, as well as a few shoulder drop-offs of a few inches. Project could include some aggregate-topsoil course placement at these locations. Type L pavement markings will be placed at the

Traffic patterns will not be changed.

Thin lift asphalt concrete pavement overlay includes a ¾-inch thick asphalt concrete overlay with aggregate stone not exceeding 4.75 millimeters (3/16 inches). The chip seal process is basically the application of an emulsion binder material followed by embedment of graded gravel chips and can include either or both crushed granite or crushed gravel of local origin. The process of brooming will be used as the final step in the chip sealing process to remove loose stones or material. Micro surfacing involves placement of a mixture of aggregate and polymer-modified emulsified asphalt. No excavation or road construction or realignment is associated with this project as it is simply a re-coating and re-striping of existing road surfaces. A grade raise of less than or equal to 1.5 inches will be permitted.

Historical stone parapet walls are located at bridges and historical stone guardwalls are located at roadways edges used as guardrail. The stone walls will remain and will not be disturbed as part of this project.

The PPP is a centralized funding program utilizing multiple fund sources. FHWA is the contracting agent for the PPP.

This PCE document will enable Park and contracted staff to perform the proposed work mentioned above without undergoing individual environmental compliance for each location. Any proposed activities that would not meet this PCE are required to be submitted in PEPC by the Project Leader and evaluated in a separate NEPA document for potential impacts to park resources under the NEPA/DO-12 and other federal laws, such as the NHPA/Section 106.

The mitigations listed within this PCE (in Step 4) shall apply to all work that falls under this PCE.

This PCE will be in effect for a period of 10 years and would expire October 1, 2027.
