Bidders Questions & Answers
CA FTNP GOGA PRES 1(15)
8/10/16
Q: Can Fusible C-900® pipe be used as an ‘or equal’ for the specified Certa-Lok C900/RJ system within the Baker-Barry Tunnel, Bid Items 61102-3450 and 61202-0700?
A: See Amendment 0002 for Fusible PVC pipe requirements.
8/11/16
Special Contract Requirements Section 725.30- Can DR 18 TerraBrute® CR pipe be used as an ‘or equal’ product because it provides similar or greater axial restraint capacities as the specified Certa-Lok C900/RJ PVC?
A: The proposed DR 18 TerraBrute® CR pipe does not appear to meet the requirements of Subsection 725.30 for Class 305 (DR 14) polyvinyl chloride pipe.
8/15/16
Q: Is the prebid for the Golden Gate NRA Tunnel preservation (8/16) mandatory?
A: This is not a mandatory visit.
8/18/16
Q: Can the Contractor Work Performance requirement be reduced (Page C-14) from 50%?
A: An amendment will be issued reducing the percentage.
8/18/16
Q: Can the pre-bid meeting sign-in list be distributed to the attendees of the meeting?
A: The sign-in list was posted on 8/18/16.
Q: Item 27301-0000 Polyurethane Resin Injection (Crack Sealing) has a unit of measurement which is by the pound (LB). Typically we see this item bid as linear feet (LF) of crack to repair and then a separate line item for the furnish and installation of the Polyurethane Resin by the gallon or pound. This would greatly assist in quantifying the expected amount of crack sealing to be done in the tunnel and create bid items that are more measurable in the field to avoid discrepancies and dispute.
A: Please refer to Subsection 273.06 Injection Operations which states: “At least 14 days prior to beginning the work of this Section, submit a tabulation of actively leaking joints and cracks, and the corresponding lengths, in the tunnel liner which are proposed to be sealed. After review by the CO, agree upon which joints and/or cracks will be sealed. Submit a revised tabulation with the location and length of cracks and joints to be sealed.”
Approximately 3,000 linear feet cracks were estimated to be require sealing, which resulted in the 8,550 lb PUR estimate. The contractor may determine that this quantity needs to be adjusted upon site verification and measurement of cracking requiring sealing.
Q: The cracks that likely need sealing observed during the site visit of the tunnel had significant spalls in the concrete surface that followed the crack. Is patching the surface of these cracks considered incidental to Item 27301-0000 Polyurethane Resin Injection (Crack Sealing)? What material is to be used to patch these spalled cracks?
A: Minor spalling repairs using the PUR product will be measured under item 27301- 0000 Polyurethane Resin Injection (Crack Sealing). See Amendment 0002.
Q: Item 55212-0000 Clean Concrete Surface includes pressure washing the interior tunnel surfaces and properly disposing of the resultant waste water. Is this water allowed to be discharged into the sanitary sewer?
A: No. As per Subsection 552.18 “legally dispose of wash water outside the Park”.
Q: Item 55212-0000 Clean Concrete Surface includes pressure washing the interior tunnel surfaces that are in varying states of deterioration. When spalls occur during this process in areas not slated for repair is the contractor responsible for repairs?
A: As per Subsection 552.18 the tunnel liner is not to be damaged when power washing.
Q: Item 27001-0000 Grout (Polyurethane Void Filling) does not indicate the total number or the typical spacing of grout holes to be drilled and patched for the void grouting just a note that the locations will be as directed by the CO. Definition of the typical hole spacing along the perimeter of the concrete tunnel liner section and the longitudinal spacing will allow the contractor to appropriately price this activity.
Typically we see the grout holes as a bid item (per each) and the furnish/installation of the grout as a separate bid item (per gallon or pound).
A: For the drill holes, as per FP-03 Subsection 109.05 “Work for which direct payment is not provided is a subsidiary obligation of the contractor. Payment for such work is indirectly included under other pay items shown in the bid schedule.”
As per Subsection 270.03(f) the contractor is to provide the approximate intervals of holes to be drilled in the Injection Plan. The effectiveness of the plan is determined through verification of complete void coverage behind the liner between all injection holes.
Q: Item 61102-3450 10” Waterline, PVC – is this restrained joint pipe?
A: See Subsection 725.30 for PVC pipe material requirements.
Q: Item 61202-0700 8” Sewer Line, Plastic – is this restrained joint pipe?
A: See Subsection 725.30 for PVC pipe material requirements.

Q: Is there any specification for the starting-stopping of the generator and coordination with the ATS?
A: No
Q: Are any telemetry/alarms regarding the status of the generator and the ATS required?
A: No telemetry or alarm is required.

Q: Bid Item 27301-0000 Polyurethane Resin Injection (Crack Sealing) – 8550 LB. No information is given regarding the quantity of cracks to be sealed . Will this be provided?
Without this information it will be difficult to accurately price this bid item which in turn will lead to higher units prices due to the uncertainties.
A: See answer to Question 4.
