STATEMENT OF WORK

Task Order No.: TBD

Task Order Name: Obstruction Evaluation Group, AJV-15 Contract No.: DTFAWA-17-D-00XXX

1. BACKGROUND

The Airspace Services Directorate’s Obstruction Evaluation Group (AJV-15) intends to award and administer an Obstruction Evaluation Analyst contract support. As of 15 August 2016, nine

(9) OEG technicians have processed 105,378 aeronautical studies. A good portion of these require telephonic contact with proponents to resolve verification issues which is a big distraction and time consumption preventing the technician from accomplishing action on other cases. The contractor could be assigned a state[s] in which to work verification actions.

The PSR Follow up list has been neglected due to workload priorities to accomplish verifications and Determinations of No hazard (Does Not Exceed) –Fast Track cases. Contract support would be beneficial to clear up the administrative PSR Follow up backlog. Contractor actions would involve processing Part I and/or Part II notifications and if necessary, generating Termination letters for non-responses to PSR letters within iOEAAA program.

OEG review of aeronautical studies on-airport property (NRAs) is very time consuming and involves coordination with Airport Division specialists to update runway threshold coordinates (existing and plan-on-file extensions), update runway categories (VFR to IFR), and ensure the part 77 contour maps and listed obstructions are corrected. Contract support would involve telephonic and/or email coordination with Airport Division specialists on issues found during NRA reviews along with providing OEG responses on NRA studies within iOEAAA program. For any runway extension, a reverse Part 77 report would be needed for analysis.

External Supplemental List involves aeronautical study extension requests, demolitions, abandonments, and notifications to the FAA of construction starts, and construction completions.

Contractor actions would involve processing administrative extension requests, terminating aeronautical studies when a structure has been demolished, and processing Part I and/or Part II notifications within the iOEAAA program.

evaluation of effects of proposed construction on the navigable airspace.

analysis of the cumulative effects of such proposals to minimize the impact to aviation while balancing the need for construction.
