The purpose of Amendment 2 is to address outstanding comments and questions:
1. Question: There is a discrepancy between referenced Labor Categories in PDF file J-2 Labor Category Descriptions and Worksheet(s) J-7D within J-7 Price Proposal Bid Model_Final. J-7 lists 35 Labor Categories, while J-2 lists 64 Labor Categories. Which of the 2 Labor Category sets should be used as the authoritative source for the price proposal submission?
Answer: Revised Attachment J-7 to mirror Attachment J-2 Labor Category Descriptions.
2. Question: There is a circular reference error on tab “J-7.1 Historical Data” and it is also attempting to link to an outside file source. Recommend that the links be broken and that may fix the circular reference error.
Answer: Removed the circular reference. See revised Attachment J-7.
3. Question: Please confirm that offerors and subcontractors (as applicable) are expected to adjust the J-7D
Rate Build-up worksheets to reflect their accounting and estimating systems.
Answer: The FAA confirms that offerors and subcontractors are expected to adjust the J-7D Rate Build-up worksheets to reflect their accounting and estimating systems. J-7D allows expansion of columns, but not rows, to reflect cost element information.
4. Question: Section L.6.2.3.1, Paragraph (a) states “The pricing instructions are applicable to the prime contractor and all subcontractors.” Section L.6.2.3.2 Paragraph (b) states “The Offeror must propose a single fully burdened ceiling labor rate for each labor category inclusive of all contract periods, utilizing the labor category descriptions within Attachment J-2, Labor Category Descriptions.”
The Price Bid Model requirements are geared directly to offerors and not their potential teammates. As there will be one set of rates per offeror, subcontractors should not be required to submit any pricing information with the offeror’s proposal. However, subcontractors should be required to acknowledge, in accordance with Section M.6.3.3, that the FAA may require additional information or reject proposals lacking completeness, consistency or traceability, at its sole discretion. Please confirm that the intent is for the offeror to provide the Price Bid Model in Volume III and that this requirement does not apply to their subcontractors.
Answer: The FAA confirms that pricing instructions are applicable to the prime contractor and all subcontractors per Section L.6.2.3.1. Proposed subcontractors may submit required cost volume information directly to the Contracting Officer.
5. Question: Will the government consider expanding the requirement to Section M, Sub-factor 2.2 to include: “Degree to which the Professional Employee Compensation Plan required by AMS Clause 3.2.6.- 15 reflects a sound management approach and understanding of the NAVTAC requirements and has to the potential to provide uninterrupted high-quality work. Degree to which the proposed professional compensation has the potential to impact recruiting and retention, is realistic, and is consistent with the total plan for compensation.”
Answer: SIR provision L.6.2.2.2, Staffing, Recruitment, and Workforce Development, will be revised to require submission of a Compensation Plan, including fringe benefits, but not salary information. Section M, Sub-factor 2.2 will be revised to assess the degree to which the Offeror's proposed staffing and recruitment approach ensures recruitment, retention, and appropriate compensation of qualified personnel, is reflective of a sound management approach, understanding of contract requirements, and the Offeror's ability to provide uninterrupted high-quality work. SIR provision L.6.2.3.3, Price Proposal Narrative, will be revised to require a submission of a Compensation Plan setting forth salaries and fringe benefits proposed for the personnel under each required labor category under this Contract. Per SIR Section M.6.3, the Price evaluation will determine realism of proposed compensation.
6. Comment: The FAA is confirming that 25% of the contracting dollars equals to the total maximum contract limitation reflected in B.4 across all 7 years. The maximum contract limitation in B.4 includes the estimated contractor support facility. Offerors must adhere to the subcontracting goals reflected in Section L.6.2.5.
7. Comment: Amendment 001 corrected the error found in Section L.6.2.5(b) to match what was stated in
Section H.11(a) which states “the contractor must set-aside 25% of its contracting dollars for small business using the subcontract categories”. The intent for the NAVTAC II contract is a 25% small business contract set-aside. The overarching FAA small business set aside goal is 45%. All offerors are encouraged to meet or exceed the 25% subcontracting goal for the NAVTAC II contract.
The SIR closing date will not be extended.
