BAAQMD Notification. The Bay Area Air Quality Management District (BAAQMD) requires notification of all demolition projects (defined as wrecking, intentionally burning, moving or dismantling of any load-supporting structural member, or portion thereof, of a building or facility, including any related cutting, disjointing stripping or removal of structural elements) at least 10 working days before work begins, whether or not Asbestos-Containing Materials (ACM) (friable or non-friable: Category I and II) are known to be present. Significant renovation projects that have the potential to remove greater than or equal to 100 linear feet, 100 square feet or 35 cubic feet of AM likely require notification, as well. Standard forms for both demolition and renovation projects are available on the BAAQMD website:

http://www.baaqmd.gov/ The subcontractor shall be responsible for completing the forms top half, signing on page 2, and forwarding them to the SLAC Air Quality Program Manager for submission to the BAAQMD when the baseline schedule has been accepted by SLAC.

C. Wastewater Disposal

1. Coordinate wastewater disposal with SLAC Environmental Protection. A limited amount of clean (no chemicals added) domestic water used for pipe flushing may be discharged under SLAC’s wastewater discharge permit. Additional water above the allowable amount may need to be discharged under a non-routine discharge permit. Water in which chemicals have been added shall be contained and sampled prior to discharge under a non-routine discharge permit.

http://www.baaqmd.gov/

2. Clean water from testing and flushing activities may be reused for dust control or as irrigation water, under the following conditions, and with approval from SLAC Environmental Protection:

a. It is not a prohibited discharge.

b. The water is not from copper piping.

c. If the water has been chlorinated, it shall be dechlorinated prior to discharge to the environment.

d. No other chemicals have been added.

e. The water shall not be permitted to enter the storm drain system.

3. Any water that comes into contact with asbestos fibers, or wastewater generated during transite pipe cutting work, needs to be collected and filtered in accordance with the following requirements prior to introduction into the sanitary sewer system:

a. Filter water using four in-line filter cartridges with 2" inlets and outlets.

b. The outlet of each filter cartridge shall be connected in series to the inlet of the next cartridge.

c. The first cartridge shall contain 100 μm prefilters and the second and third cartridge shall contain 25 μm filters and the final cartridge shall contain 0.5 μm absolute filters.

d. Contact SLAC Environmental Protection for sampling and discharge to the sanitary sewer under a non-routine discharge permit. Coordinate with SLAC FCM.

D. Prohibited Materials:

1. Asbestos Products: Ensure that no material or equipment containing more than 0.1% asbestos by weight is used at SLAC site.

2. Lead-Based Paint: No lead-based paint materials (defined as having greater than 600 ppm lead) will be allowed on the SLAC site.

E. Storage of Hazardous Materials: All chemicals or material that SLAC determines to be hazardous shall be stored within the construction zone in accordance with the SWPPP and Chapter 40 of the SLAC ES&H Manual.

F. Existing Asbestos: If unidentified asbestos-containing materials (ACMs) are encountered, immediately stop work, notify SLAC, and wait for further direction regarding resumption of the work.

G. Oil-Filled Equipment: Equipment containing petroleum products with a capacity of 55 gallons or more is required to have secondary containment. Refer to SLAC ES&H Manual Chapter 40, Hazardous Materials and SLAC Spill Prevention Control and Countermeasure Plan.

1.4 TESTING AND DISPOSAL OF MATERIALS

A. Materials and Waste Discharge: Do not discharge hazardous materials or wastes into the environment (i.e., air, soil, surface water, and groundwater). Protect all routes of entry to the environment, including direct discharges into air, soil, surface water, storm sewer, sanitary sewer, wells, and drainage channels from construction activities. This shall be achieved by the safe and proper use and storage of tools, equipment, and materials. Inspect construction equipment and vehicles daily for leaks of fuel, engine coolant, and hydraulic fluid. Contain, repair, and immediately report any leaks or spills to the Project Manager. The Subcontractor shall immediately notify the SLAC FCM and SLAC in the event of a leak or spill. Clean up all discharges into the environment according to the guidance provided by SLAC and provided in the ESH Manual Chapter 16, Spills. Clean-up costs of associated discharges or leaks of hazardous material into the environment will be the responsibility of Subcontractor owning said material. SLAC/WM is responsible for disposal of hazardous wastes and shall bill Subcontractor for clean-up and disposal costs associated with Subcontractor’s spills. Refer to SLAC ESH Manual Chapter 17, Hazardous Waste.

B. Disposal and Reuse of Excavated and/or Demolished Materials:

1. Sampling and Evaluation:

a. SLAC will sample and evaluate all soil and/or asphalt and concrete rubble resulting from excavating on the project site prior to Subcontractor removing it from the site.

Refer to SLAC ESH Manual Chapter 11, Excavation Safety. SLAC excavation permit will be required, see Division 01 Section 01 35 20 “Safety Provisions.”

b. To facilitate sampling and evaluation, contact SLAC Environmental Protection Department prior to excavation. Coordinate with SLAC FCM. SLAC may collect samples before or after excavation depending on project timelines. Stockpile excavated materials in separate piles at locations designated by SLAC by composition: asphalt, concrete, soil, debris, etc. Stake and identify each pile, and anchor 6 mm plastic sheeting under and on top of each pile. Maintain sheeting in place until materials are tested and approved for disposal.

c. Disposal of such materials demonstrating visually detectable contamination shall be coordinated through the SLAC Environmental Protection Department.

2. Clean Soil: Reuse excavated clean soil materials on the SLAC site as directed by the FCM with the concurrence of the SLAC Environmental Protection Department. Assume all incidental transportation costs and accomplish all reuse activities at the site as directed by

SLAC.

3. Nonhazardous Waste: The soil not designated for reuse and/or debris resulting from excavating and stripping of the project site shall be characterized by SLAC as non-designated, non-hazardous, and nonradioactive, and shall be approved by SLAC for removal from the site. Arrange for, and be responsible for, removal of all debris as directed by SLAC including to a permitted landfill or recycling facility.

4. Hazardous Waste: See Division 01 Section 01 74 19 “Construction Waste Management and Disposal.”

C. Solid Waste Management:

1. SLAC encourages recycling and solid waste diversion and will assist Subcontractor in the establishment of cost effective construction site diversion program. Subcontractor must recycle at least 75% of non-hazardous construction debris (and demolition debris if applicable). See Division 01 Section 01 74 19 “Construction Waste Management and Disposal.”

2. Prepare an SWMP. The SWMP (Solid Waste Management Plan) shall include the nonhazardous construction and/or demolition solid waste components (e.g., wood and metals by type) and their proposed disposition (i.e., solid waste disposal or recycling). See Division 01 Section 01 74 19 “Construction Waste Management and Disposal.”
