RADON EXPLANATORY NOTES

The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than

4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.

Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;

(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

Three primary overhead services are brought to the center from power poles along Kenner Street and Denman Avenue. The first service, from a power pole on Kenner Street at the center rear gate, changes to underground before entering the center and terminates in a 500 kVA pad-mounted transformer which provides the 120/208V, 3-phase, 4 wire secondary service to Building 1 via a 2000A switchboard located in the basement. A meter is provided at this location. The second and third services are derrived from 75 kVA and 50 kVA pole-mounted transformers located at the corner of Kenner Street and Denman Avenue. The secondary overhead lines from these transformers enter Building 4 from service weather heads on Denman Avenue and terminate in 800A and 600A switchboards located in the boiler room. The 75 kVA transformer provides the 240V, 3-phase, 3 wire service and the 50 kVA transformer provides the 120/240V, 1-phase, 3 wire service. Each service has its own meter. Both services supply power to Buildings 3, 4 and 5. Building 1 has a 12 kW stand-by generator and an ATS in the basement which provides back-up power to the emergency lighting system in the building. A lightning protection system is installed on the roof of Buildings 3, 4 and 5.

The Center reported that at three locations of the front wall, moisture is penetrating into the ground floor. The team observed possible sources of moisture including the condensate drains that continuously drip water onto the concrete slab adjacent to the front wall.

The historic stained glass windows in the recreation area, although protected by wire cages, are damaged and cracked. They create a hazard for participants in the gym due to falling glass particles.

Redirect the excess water source by extending the condensate drain away from the building.

Provide waterproof caulking at the joint between the concrete slab and the building exterior wall.

Repair/replace the stained glass as required to maintain the historic character of the windows.

For costing, assume the repair of approximately 25 SF of stained glass windows.

As of the March 2016 Facility Survey, this deficiency, identified in 2006, was still valid.

As of the March 2016 Facility Survey, this deficiency, identified in 2009, had not been corrected. It was determined stained glass windows are protected and this deficiency is no longer needed.

The plaster ceiling was damaged by roof leaks during hurricanes Ike and Gustav.

Main entry doors and frames are deteriorated.

Completely remove damaged plaster areas. Install new plaster ceiling to match the adjacent existing installation. Coordinate with existing structure, appurtenances, and finishes. Finish ceiling to match existing undamaged areas. Finished ceiling heights vary from 35 to 40 feet above finished floor.

For costing, assume a plaster replacement area of 200 SF. Note that the existing plaster contains asbestos fibers and will need to be abated and disposed of as hazardous materials.

Remove existing metal doors and frames, install new commercial grade 2- 36 FT x 70 FT galvanized metal double leaf doors and install new metal frames including mullion and sidelites with ¼'' temper glass.
