About this agency
The Department of Labor Employment and Training Administration, a sub-agency of the civilian Department of Labor, administers federal contracts and grants to support unemployment insurance operations, workforce development, and employment services across states and workforce agencies. ETA is the primary federal funding and contracting arm for state workforce systems and related labor-market initiatives.
ETA has awarded 8,105 federal contracts totaling $15.36 billion in combined potential value since 1979, with $13.5 billion obligated to date. Recent contract volume is low and volatile: 43 awards in 2023, 22 in 2024, 6 in 2025, 37 in 2026, and 1 recorded award with a most-recent award date of 2027-06-26. The contract portfolio is highly fragmented competitively; the top five primes by award count hold only 33 percent of recent awards and include ICF Incorporated, L.L.C. (14 awards, $26.3 million combined potential value), Michael J Giuffrida & Associates Inc. (12 awards, $5.7 million), and Partnership For Public Service Inc. (10 awards, $1.2 million). By potential value, concentration is even lower at 1 percent of combined value across the top five, with Riva Solutions Inc. (4 awards, $46.5 million), The Manhattan Strategy Group LLC (6 awards, $44.1 million), and Safal Partners LLC (6 awards, $37.1 million) leading. ETA transacts heavily through unrestricted competitive procurement: 81 percent of awards carry no set-aside designation. Small-business set-asides account for 8 percent of awards, with 8(a) sole-source awards comprising 5 percent and very small business 4 percent. All other set-aside categories—HUBZone, SDVOSB, WOSB—are minimal.
ETA has obligated $220.8 billion in federal grant dollars across 31,223 awards since 1993, supporting state workforce agencies as the dominant recipient base. Recent grant activity shows 991 awards in 2022, 1,597 in 2023, 1,724 in 2024, 1,155 in 2025, and 1 award in 2026. Grant recipients are concentrated among state workforce agencies: the top five by award count hold 6 percent of recent awards and include Texas Workforce Commission (67 awards, $5 billion federal dollars), State Of California Employment Development Department (57 awards, $7.94 billion federal dollars), and Department Of Labor New York (51 awards, $4.1 billion federal dollars). By federal dollars, concentration reaches 10 percent among the top five. Grants are predominantly Project Grants (51 percent of awards) and Formula Grants (47 percent), with Cooperative Agreements and Block Grants together representing less than 2 percent.
Recent grant opportunities include the FY 2027 State Workforce Agency Unemployment Insurance Resource Planning Targets and Guidelines (UIPL-15-26, due 2026-10-30) and UI Integrity Center of Excellence Operations (ETA-UI-2026-01, a sole-source cooperative agreement to NASWA/CESER, closed as of 2026-09-25). ETA-RESEA-UIPL-13-26 issued FY 2026 funding allotments and operating guidance for Reemployment Services and Eligibility Assessments grants as of 2026-07-29.
