Question/Comment
The Government’s fixed fee for Job Corps Center operations is traditionally 4.8%. The fixed fee for the Cincinnati RFQ identifies a 2.0% fixed fee. This is an inadequate fee to meet the financial obligations of our organization. Will the government increase the fee to 4.8%?
3.
Government Response
The fee will remain unchanged.

5.
Question/Comment
Nationally, Job Corps Centers are operating at 80% capacity. The short-term nature of IDIQ contracts, particularly for a Center without an Outreach & Admissions (OA) component, makes it nearly impossible for the operator to control On Board Strength. We respectfully request the deletion of G.13 Liquidated Damages for Failure to Maintain On-Board Strength.
6.
Government Response
Section G.13 will remain unchanged.

Question/Comment
It is my understanding that there is currently a small outreach/admission portion attached to the center contract. I believe the arrival goals are 12 students per year for the center, but it is my understanding that they usually arrive between 50 and 60 students. With current OBS concerns, will this remain in the contingency contract?

One quick question about Cincinnati, does the rescinding of the OBS reduction affect the RFP submission for Cincinnati JCC that is due 12/01/17? Meaning do we bid on an OBS of 130 or 202 now?

The personnel tabs of the spreadsheet request the number of hours for the month for each position and therefore only calculates budgeted costs for a month instead of for the 2YR base period as requested.

Discussion

The spreadsheet only allows for submission of costs for the 2 year base period in total for each cost line instead of providing costs for each year of the based period. Please clarify costs for the 2 year base period should not be budgeted separately.

Discussion
The original RFP only required narrative cost detail (page 102) for CLINS 0002, 1002, 2002, 3002 and 4002 which was based on the hybrid RFP model. The RFP included with amendment #3 that was issued on 10/23/17 requires on page 106 that narrative cost justification to be provided for each line of the ETA 2110, attachment J-3. This is language found in a cost reimbursable RFP and not a Hybrid RFP. The J-attachments that were posted on FedBizOpps on 10/25/17 did not include the ETA 2110 J-3 schedule. The J-1 schedule includes a new schedule, “Pricing Summary”, that appears to have replaced the ETA 2110 (J-3) schedule.
66.
Question/Comment
Please advise if a J-3 schedule will be provided to replace the “Pricing Summary” schedule included in the J-1 spreadsheet or will the narrative justification language (on page 106 of the 10/23/17 RFP) be revised to eliminate the reference to the ETA 2110, J-3 schedule.
67.
Government Response
Please see Amendment 0005
68.
Discussion
Are the multiple schedules included in the J-1 spreadsheet to be
included in the BMP or only as a file submitted electronically and on thumb drive. Due to the size of the J-1 schedules and how they are formatted in the J-1 spreadsheet it appears that would not be included in the BMP. Please advise.
70.
Government Response
Please see Amendment 0005
71.
Discussion
Second paragraph of section B.2 refers to the FFP parent CLINS which includes personnel and non-personnel other expense lines. The worksheets for the subClIN lines result in monthly totals which are linked by formula to the pricing schedule “total” column. Should the worksheets be totaled for the 24 month period for CLIN 0002 and 12 months for the option years? Or should the link be to the “unit price” column?
73.
Government Response
Please see Amendment 0005
74.
Discussion
Please clarify the expectation for completing the J-1 worksheets for the cost reimbursement lines. The pricing schedule link is to the CR NTE worksheet. Is the offeror expected to complete that worksheet although the total column is highlighted in yellow and it states at the top the government will provide the amounts at award?
76.
Government Response
Please see Amendment 0005
77.
Discussion
Should the offeror propose amounts for the non-reimbursement lines? If so, should those annual totals be included on the pricing schedule worksheet or on the CR NTE worksheet
79.
Government Response
The offeror should propose amounts for the non-reimbursement lines.
80.
Discussion
On page 5 section B.2, offerors are instructed to provide G&A and Fee amounts for the cost reimbursable lines. To provide amounts, clarification is needed on whether the government will provide at award and the G&A and fee amounts will be provided at that time.
82.
Government Response
The government will fund the cost reimbursable lines and G&A lines at the rates proposed by the contractor at contract award.
83.
Discussion
The attachment J-1 includes a worksheet for travel and training, which is designed to provide travel only. Please clarify that travel and training is not firm fixed price
85.
Government Response
Travel and Training are not Firm Fixed Price
