About this file

This is a Facility Condition Assessment Report (FCAR) for Aviano Campus, dated January 21, 2020, documenting the physical condition and inspection findings of DoDEA school facilities in Italy.

The report provides a comprehensive physical description of Aviano Elementary School campus infrastructure, including exterior insulation and finish systems (E.I.F.S) with clay tile roofing, aluminum window and door systems, ceramic tile and carpet flooring, and acoustical ceiling tiles. Mechanical systems include boiler-based heating and chilled water air conditioning with two elevators. Electrical infrastructure comprises lay-in fluorescent lighting fixtures, GFCI receptacles, intercom systems, and security cameras, though most wiring remains original with no recent upgrades. The facility contains four playgrounds with no dedicated parking for privately owned vehicles.

The assessment identifies multiple deficiencies requiring attention: deteriorating low-slope modified bitumen and single-ply roofing systems approaching end-of-life with sections already replaced; aging carpet in moderately deteriorated condition; paint finishes in Building 151 showing moderate deterioration; failing exterior window hold-open mechanisms; non-functioning dual leaf exterior door coordinators; and compromised exterior door security at stairways. Mechanical systems show weather damage to chiller coils (possibly hail-related), deteriorated rooftop package units above the gymnasium, and severely deteriorated hydronic piping on roofs. The intercom system was non-functional during assessment. Building 151 (274,442 SF) is shared by Aviano Elementary School, Aviano Middle/High School, DoDEA Europe South DSO, and maintenance contractor SKE. A fire safety inspection dated August 5, 2019, identified multiple additional deficiencies documented in the assessment appendix.

II. SCHOOL PHYSICAL DESCRIPTION

The summary below provides a physical description of the campus. When multiple systems or materials are present, the predominant system or material observed during the facility condition assessment is shown.

a. STRUCTURAL/EXTERIOR ENCLOSURE: The building exterior is an exterior insulation and finish system (E.I.F.S). Roof coverings are clay tile. Exterior doors are pre-finished aluminum with glazing. Window systems are pre-finished aluminum with double-glazing.

b. INTERIORS: Floor finishes used include ceramic tile and carpet. Walls are painted hard surfaces. Ceilings are acoustical lay-in tiles.

c. MECHANICAL: Campus facilities have heating, which is provided by boilers. All campus facilities have air conditioning, which is provided by chilled water. The campus has two elevators.

d. ELECTRICAL: No electrical upgrades have been completed, and most wiring appears to be original.

Lighting is typically lay-in fixtures with fluorescent lamps. Ground-fault circuit interrupter (GFCI) receptacles appear to be present, but are not properly labeled. The campus has an intercom system. There is a security system, and security cameras are present.

e. PLUMBING: Plumbing fixtures and piping are original. Domestic hot water is provided by indirect water heaters.

f. SITE: The campus has no dedicated parking for privately owned vehicles. In addition, Aviano Elementary School has four playgrounds.

g. LIFE SAFETY: A fire safety inspection report, dated 5 August 2019, was provided for inclusion in this report. The inspection was conducted by the 31st Civil Engineer Squadron Fire Department. Multiple deficiencies were noted, and the inspection report is included in Appendix I.

III. OBSERVATIONS

The following observations were made: Exterior door security was observed or reported to be a problem at exterior stairways where locks are difficult to operate. Additionally, many dual leaf exterior door coordinators are not functioning properly, preventing closure if the leaves are closed in the wrong order. Exterior window awning style hold-open mechanisms are failing, causing the windows to fall while in the open position. The low slope modified bitumen and single-ply roofing systems are approaching the end of their statistical lives and are deteriorated due to age. The low slope modified bitumen roofs have deteriorated requiring areas at the Elementary School's Gym to be replaced several years ago. The areas over the Music and Storage rooms were being replaced during the assessment. The interior finishes are aging as intended; however, the carpet was observed to be in moderately deteriorated condition due to age. Additionally, the paint finishes in Building 151 appear moderately deteriorated and multicolored.

It appears that outside air is being introduced into the HVAC system. The air handlers, chillers, and exhaust fans located on the roof of Building 151 appear to be weathered and discolored. Additionally, the chiller coils appeared to be damaged due to weather elements, possibly hail. A roof-top package unit above the Gym, Room E99 is severely deteriorated. Also, there were sections of hydronic piping located on the roof that were severely deteriorated and beginning to fail. The air handlers, exhaust fans, boilers, and pumps inside the buildings were generally observed to be in good condition.

The Facility Utilization Survey (FUS) drawings to include the site plan have been updated to reflect the following: newly added X-Building X151B and X-Building X151C. Room-use changes were observed throughout the campus. Building 151 was identified as a shared facility between Aviano Elementary School, Aviano Middle/High School, and the DoDEA Europe South DSO. Additionally, the Maintenance contractor, SKE, occupies space in the building. Aviano Elementary School and Aviano Middle/High School utilize approximately 99% of Building 151 (274,442 SF), the DoDEA Europe South DSO utilizes approximately <1% of Building 151 (529 SF), and SKE utilizes approximately <1% of Building 151, specifically Rooms E99F and E99G (883 SF) for a GSF total of 275,854 SF. Finally, the assessment team observed some damage to the site work surrounding the campus; the pavers in a few areas around Building 151 are beginning to sink, this is a potential tripping hazard.

Building 114 remained a Q-1.

Building 151 remained a Q-1.

Building 153 remained a Q-1.

Overview of Sustainment Management System (SMS) and BUILDER™ Engineered Management System (EMS)

Overview of Sustainment Management System (SMS) and BUILDER™ Engineered Management System (EMS)

Sustainment Management System (SMS)

The Sustainment Management System (SMS) is a suite of web-based software applications developed by the United States Army Corps of Engineers - Engineer Research Development Center - Construction Engineering Research Laboratory (USACE-ERDC-CERL) to help facility engineers, technicians, and managers decide when, where, and how to best maintain the built environment. The SMS modules include BUILDER™ and ROOFER™ for assessing building conditions, PAVER™ for pavements, and RAILER™ for railroad infrastructure.

Because real property assets are so vast and diverse, a "knowledge-based" philosophy drives the SMS process. The process starts with the automated download of real property data, and then more detailed system inventory is modeled and/or collected which identifies components and their key life cycle attributes such as the age and material.

From this inventory, Condition Index (CI) measures for each component are predicted based on its expected stage in the life cycle. Objective and repeatable inspections can then be performed on various components to verify their condition with respect to the expected life cycle deterioration. The level of detail and frequency of these inspections are not fixed like other processes; they are dependent on knowledge of component criticality, the expected and measured condition and rate of deterioration, and remaining maintenance and service life. This "knowledge-based" inspection focuses attention to the most critical components at the time.

In addition to these condition assessments, functionality assessments can be performed to evaluate user requirement changes, compliance and obsolescence issues. This provides a comprehensive picture of the overall performance of real property assets and their key components.

BUILDER Engineered Management System (EMS)

In September 2013, the Under Secretary of Defense, Frank Kendall, issued a memo indicating the Department of Defense requires a standardized process for facility condition assessments to ensure consistent and reliable data necessary for sound strategic investment decisions in managing the Department's built environment.

Establishing a DoD-wide facility condition assessment process will contribute to a more credible DoD asset management program and will support better buying power by allowing Department leadership to better target fiscal resources to those facilities most in need of investment. Further, adopting a standard process will help ensure that condition data will be audit-ready in accordance with the Under Secretary of Defense (Comptroller)'s "Financial Improvement and Readiness Guidance" issued in March 2013.

The facility condition assessment process used to generate this report is based on BUILDER Engineered Management System (EMS) Version 3. BUILDER EMS was developed by the Engineer Research and Development Center.

The facility condition assessment process addresses the requirements necessary for routine building facility management activities, including long range budgeting and sustainment/restoration/modernization (SRM) planning. This assessment approach provides an objective and generalized framework to help to identify problem areas that will require more investigation through detailed or specialized assessments. There may be times when detailed engineering assessments may be required to diagnose specific problems.

BUILDER is a software application for building asset life cycle management. The primary focus of BUILDER is work plan development. BUILDER stores real property building information and more detailed system inventory is modeled and/or collected which identifies building components and their key life cycle attributes such as the age, material and capacity. Inspections are then performed on the various components to determine an objective and repeatable Condition Index (CI) measure, which relates the general physical health of the asset.

With information about condition and remaining service life, BUILDER guides the development of short- and long-range work plans based on sound investment strategies, prioritization criteria, and budget constraints.

BUILDER consolidates a variety of building-related management issues into a single decision-support package.

The system gives functional managers and decision-makers instant access to building inventory, current building condition indices, and probabilities condition prediction models. It also employs a patented knowledge-based inspection scheduling process. BUILDER improves the allocation process and return of building life cycle investments by directing resources to the most condition critical components to avoid costly repair penalty costs, as well as, the most mission critical components to manage risks of failure.

BUILDER Facility Condition Assessment Process

Facility Condition Assessment (FCA) is one of the primary processes of a facility life cycle asset management program. The FCA process results in a better understanding of the physical condition and readiness of an organization's buildings along with the reliability of its systems and components. It also facilitates the identification of work candidates for facility SRM repair projects. It is a critical aspect of the shift towards a proactive versus reactive facility management strategy. Instead of keeping facilities operational by relying primarily on corrective repairs (after a system or component has failed due to significant loss of function), it focuses on condition-based repairs which can be planned prior to failure. A condition-based approach can result in higher performing facilities at lower life cycle costs.

Prior to an assessment, knowledge of the building systems and components present is necessary, since assessments are done against these components, not against the building as a whole. This information about the systems and components that make up a building is called the BUILDER Inventory. BUILDER has a vast library of predefined components which an assessor will select from, and the inventory collection process involves identifying the type, quantity, and year installed for all pertinent components. These components are also organized into systems and sub-systems according to the UNIFORMAT classification hierarchy. When a specific instance of a component is recorded, this is called a component-section in BUILDER, and represents a single component assembly or collection of like components to be managed as a single unit. The BUILDER facility condition assessment process directly supports the computation of a condition index for building component-sections, known as the Component-Section Condition Index (CSCI), which is the fundamental metric used in BUILDER. The CSCI is aggregated to compute a condition index metric at the system (SCI), building (BCI), and site/organizational levels.

A condition-based facility repair strategy requires condition information be collected at a component level, and that this condition information relate to loss of component function. Every component of a building has a primary function that it performs. This function is the reason that the component was constructed or installed in the building. It may also serve a number of secondary or tertiary functions. For example, for a door component, the primary function is to provide safe entry/egress of authorized movements while limiting unwanted movements of people (security), or other objects (water or moisture). The secondary functions would relate to aesthetics and thermal and air control, among others.

The condition assessment process in BUILDER uses the Direct Rating method.

1. The Direct Rating method uses a single qualitative rating for each component based on condition observations. This also results in a condition index metric, which relates to the level of deterioration and the loss of function. This abbreviated Direct Rating approach is often better suited to initial baseline assessments where the components are inventoried, and data is initially loaded into BUILDER.

BUILDER Report Overview

Outlined below is a summary and description of the reports that are included.

Appendix C - Facility Summary Report – Provides a summation of FCA results. A Building Summary Report is included for each building that is considered permanent or semi-permanent construction and receives a Q-Rating. The purpose of this report is to provide a general overview of the building including key performance indicators. This report was generated using DoDEA's calculated Replacement Cost overwriting the data populated from real property records. This provides a more accurate Replacement Cost due to the inconsistencies with real property reconciliation between DoDEA and the Services. The DoD Facility Pricing Guide and DoDEA measurements for building square footage were used to calculate the Replacement Cost.

Appendix D - System Summary Report – Provides an overview of inspected systems and their condition index rating. A Building System Condition Index (SCI) By System Report is included for each building that is considered permanent or semi-permanent construction and receives a Q-Rating.

Appendix E - Work Items By Building – Provides a list of work items requiring repair or replacement of system/components, including budgets, for project planning purposes. A Work Plan Detail by Year Report is included for each building that is considered permanent or semi-permanent construction and receives a Q- Rating.

Appendix F - Remaining Service Life (RSL) Detail Report – Provides a detailed overview of systems/components, including descriptions, and their respective age, remaining service life and remaining paint life.

Appendix G - Direct Condition Rating Inspection By Section Report – Provides a summary of direct condition ratings for each component-section collected within each facility.

Appendix H - System Inventory Report – Provides a list of details for each component-section collected within each facility.

Appendix I - Fire Inspection Safety Report – This appendix is only applicable when a Fire Inspection Safety Report is provided at the time of the assessment for inclusion in the Facility Condition Assessment Report.

The report provides a summary of the recent Fire Inspection to include any deficiencies.

Note: All reports are generated from the DoDEA BUILDER database. In the event line items within a report are compressed and difficult to read, this is a result of how BUILDER generates the report. It is our understanding that CERL is working to update the report format.
