Section B – Supplies or Services and Prices/Costs
B.1 PROCUREMENT OBJECTIVES
The objective of this procurement is to establish a multiple award Indefinite Delivery Indefinite
Quantity (IDIQ) contract with companies who have strong skills in the specific Technical
Area(s). This will provide an easier means to contract for the specialized support for all types of work, such as development, enhancement, maintenance, operations, and user support for
Microsoft products, while maintaining sufficient competition to ensure a fair cost to the
Government. The FBI intends to establish IDIQ contracts for each of the specific Technical
Areas. The FBI will compete task orders, under this IDIQ, among the companies in the
Technical Area selected in this procurement for the support services covering development and sustainment of systems as new capability requirements for these and other future systems are identified. To be selected as an awardee of the IDIQ contract, an Offeror must demonstrate their company’s ability to deliver the specified services for the specific Technical Area Offeror has identified. Offerors may submit a proposal for more than one Technical Area.
In order to avoid a narrowing of competition for task orders resulting from a small number of companies “locking up” potential key companies in subcontracting or teaming arrangements on the overall IDIQ contract, Offerors are allowed to submit a proposal for more than one
Technical Area as a prime and/or a subcontractor. Evaluations of proposals for the IDIQ contracts will take into account information submitted for both primes and subcontractors.
This contracting vehicle shall also be available for use by DOJ and all DOJ components since many of the Microsoft products are also in use at other DOJ components.
The Government intends to award one IDIQ with multiple awardees for three Technical
Areas. Technical Area 2 is set-aside for Woman Owned Small Businesses (WOSB) and
Service Disabled Veteran Owned Small Businesses (SDVOSB) and Track 3 is set-aside for
Small Businesses. Track One is unrestricted and, per FAR 19.704, if an award is made to a
Large Business, will require subcontracting with small businesses in accordance with the respective subcontracting plan. Sample task orders are being provided with the RFP for purposes of proposal preparation. These sample tasks are NOT being used for evaluation purposes and are provided only as a reference. No work will be awarded under this RFP to qualify companies for Task Order competition.

Because evaluation of capabilities to support the FBI and DOJ requires criteria specific to three different Technical Areas, the Government has established three Technical Areas that correspond to the different requirements. An Offeror may propose to support more than one
Technical Area. Task Orders will be limited to the specific Technical Area best representing the majority of the tasks in the SOW for competition purposes; however, at the Contracting
Officer’s discretion, a Task Order may be released for quote to all IDIQ holders. The
Technical Areas are:
a) Technical Area 1- Microsoft Consulting Services (MCS)
b) Technical Area 2- Engineering & Consulting Services in Support of MS Products
c) Technical Area 3-Web Support Services
B.1.2 Off Ramps- Tracks 2 & 3 “Off Ramps” may be used to remove IDIQ holders who are no longer Small Businesses. The
Government will request an annual certification from each Prime Contract holder for Tracks 2 and 3 regarding their Small Business size status at the IDIQ level. If an IDIQ holder no longer meets the size standard requirement, they will be ineligible to bid on future task orders for their
Technical Area.
B.2 Pricing All requirements shall be fulfilled via the issuance of individual task orders placed under the contract on a firm-fixed price, fixed price level-of-effort or labor hour basis.
B.2.1 Services under this IDIQ shall be acquired via the issuance of individual task orders as identified above. All prices shown within Attachments J-1, J-2 and J-3 – “Pricing Template”, are fixed unit prices that shall be based on commercial rates and shall include all overhead and other expenses or charges necessary to provide the services specified in the contract/individual task orders.
B.2.2 If obligated funding has not been utilized upon expiration of the appropriation, it shall be de-obligated following payment of all outstanding invoices.
B.2.3 Contract line item number (CLIN) Unique number associated with each separately priced item in the contract. The CLIN structure is composed of a prefix and a core number. The prefix corresponds to the contract period as follows: “0” for the base period, “1” for the first option period, “2” for the second option period, etc.
B.3.5 Minimum and Maximum Quantities/Amounts
B.3.5.1 The FBI & DOJ shall order a minimum amount of $1,000 per offeror under this IDIQ contract. The FBI and DOJ shall have the entire term of the contract (to include all options) to fulfill the contract minimum. The exercise of the renewal options does not re-establish the contract minimum. During the life of this contract, the FBI and/or DOJ may order items in any quantity up to the maximum amount specified in paragraph (b) below.

B.3.5.2 There are no maximum quantities or amounts for each individual Technical Area, task order, or contract period. The maximum aggregate amount of all task orders issued under this contract shall not exceed $900,000,000.00 for the entire term of the contract, including all options which may be exercised. This maximum ordering limitation represents the FBIs best estimate of contract support which may be required under the program as described in Section C
“Statement of Work”.
B.3.5.3 Travel There shall be no travel reimbursement to the Contractor for local travel. Local travel is defined as travel within 50 miles of the Contractor’s primary duty station. Primary duty stations shall be identified in individual task orders. All non-local travel shall be approved in advance by the Task Order Contracting Officer’s Representative (COR). Reimbursement for actual (approved) travel costs incurred during the performance of support services shall be in accordance with Part 31 of the Federal Acquisition Regulations and the Federal Travel
Regulations (FTR). Travel requirements under this contract shall be met using the most economical form of transportation available. If economy class transportation is not available, the
Contractor must submit (to the COR) a request for advance approval to utilize higher class travel.
All travel should be scheduled sufficiently in advance to be able to take advantage of offered discount rates. Individual ‘travel authorization letters’ may be provided to the Contractor (for all
Contractor personnel who are required to travel) which may allow Contractor personnel to receive government rates when on long distance travel. The federal travel regulations and per diem rates can be accessed at: www.gsa.gov and type “FTR” in the search box. No travel reimbursement shall be authorized unless the Contractor provides sufficient written evidence of actual travel costs incurred to include, but not limited to receipts, ticket stubs, registers, and/or other documentation, as required by the Government.
B.3.5.4 Unit Pricing Pricing proposed shall be considered the maximum price, which can be billed under this IDIQ. Additional discounts may be offered, but under no circumstances shall the quoted pricing be increased without prior written approval by the Contracting Officer and the
Contracting Officer’s Representative.
Section C –Statement of Work
C.1 Background
C.1.1 The scope of this Indefinite Delivery Indefinite Quantity (IDIQ) includes any and all facets of the FBI and DOJ’s engineering and consulting support for Microsoft products. The
IDIQs will provide consistency, upgraded technology, and ensure collaboration and transparency in the sharing of information for the FBI, DOJ, and its components to order services.

As the upgrades to the infrastructure and technology change over the lifecycle of the IDIQs, the scope of the IDIQs will adapt to coincide with the current product definitions at any given time.
The Contractor shall provide enhancements to infrastructure and information technology application such as SharePoint, Microsoft products and Website Services for DOJ, FBI and all other components. These services encompass support for all strategic goals aimed at protecting the American people. This Section describes the technical areas of services to be provided to the Government in the areas of:
Microsoft Consulting Services (MCS)

C.2.1 Technical Area 1: Microsoft Consulting Services (MCS)
The Department of Justice (DOJ) maintains a substantial deployment of Microsoft products throughout its components and has made significant investments in the products, conducting security assessments for said products and in training its personnel to support and utilize these products. Many of the product supports have become mission critical functions and systems.
DOJ has relied on highly skilled and reliable engineering and consulting services to maintain critical products and systems. In order to implement, configure and better utilize the products
5 | P a g e and systems, DOJ requires Microsoft Consulting Services (MCS) to provide ongoing architectural, engineering, and consulting support Microsoft products.
DOJ has an immediate need for Microsoft name brand Services and Engineering support. The services will ensure that the Department has access to Microsoft professionals with unique access to proprietary source code and software developers, as well as support for pre/early release products.
C. 2.1.1 Objectives The objective of this technical area is to obtain Microsoft Public Sector Consulting Services.
Task Orders issued against this technical area will contain varying degrees of complexity and may run for differing periods of performance with different staffing needs. The Department’s objective is to establish a centrally managed contract with the ability to meet these differing needs throughout the entire Department of Justice.
C.2.1.2 Scope of Work The following section includes general product requirement categories and service areas. Actual programmatic requirements shall be identified in individual task orders written against the master
IDIQ. The items listed below represent examples of the type of work, which will be awarded under this technical area, but the full scope of this technical area shall include all engineering and consulting services available under the Microsoft Consulting Services model to support
Microsoft products and systems.
C. 2.1.2.1. Requirements This technical area will consist of different specific requirements which will be identified on individual task orders against the master IDIQ. The product requirements categories may consist of the following required consulting services to support but may not be limited to the following areas:
Microsoft Active Directory – A central component of the windows platform, Active Directory service provides the means to manage the identities and relationships that make up network environments. Active Directory makes the task simpler to manage, easing migration and deployment.
Microsoft Exchange – A Microsoft Public Sector Enterprise Services messaging and collaboration server, which is a software that runs on servers that enables an organization to send and receive electronic mail and other forms of interactive communication through computer networks. Designed to interoperate with a software client application such as Microsoft Outlook, Exchange Server also interoperates with SharePoint and other e-mail client applications.
Microsoft Project – Generating business value through strategic alignment, Microsoft Office
Enterprise Project Management (EPM) software enables organizations to align work with business priorities, automate project management activities, and accelerate business success.
EPM facilitates the implementation of an EVM system.

Microsoft.NET - .NET is the Microsoft web services (horizontal development) and application
(vertical development strategy to connect information, people, systems and devices through software. Integrated across the Microsoft platform; .NET technology provides the ability to quickly build, deploy, manage and use connected, security-enhanced solutions. .NET-connected solutions enable organizations to integrate their systems more rapidly and in a more agile manner helping them obtain information anytime, anywhere, on any device. Microsoft.NET is one of the technology offerings that support the department’s top 100 major IT investments.
Microsoft SharePoint/Lync/Live Meeting – SharePoint enables a single point of access to multiple systems such as Microsoft Office System programs, business intelligence and project management systems, and existing LOB applications, including third-party and industry-specific programs. This features search technology developed by Microsoft Research that enables you to search file shares, web servers, and Microsoft Exchange Server public folders, Lotus Notes, and
Windows SharePoint Services sites out of the box. Lync delivers instant messaging (IM) and presence as part of a scalable, enterprise-grade solution offering enhanced security, seamless integration with other Microsoft products, and an extensible, industry-standard development platform. Live Meeting (audio and video conferencing service) gives organizations the power to work together with colleagues, customers and suppliers, no matter where they are. For online meetings, training and events, Live Meeting is the effective meeting solution that enables you to collaborate with either individuals or large groups.
Microsoft Dynamics Customer Relationship Management (CRM) - Microsoft Dynamics centralized repository of customer data that sits nearly alongside Microsoft Office and Microsoft
Office Outlook – applications an organization uses every day. From Microsoft Office Outlook, an organization can access help desk trouble tickets, marketing, and customer service modules to made decisions, market products, solve problems, and get strategic views of the business.
Microsoft Windows Server and Desktop Operating System – Windows Server operating system, providing a more efficient way to manage and control access to local and remote resources. Windows Server provides a scalable, security-enhanced Web platform, seamless interoperability with UNIX-based systems and enables new scenarios including simplified branch server management, improved identity and access management, and more efficient storage management. Windows desktop helps organizations use IT to gain a competitive advantage in today’s new world of work. The organization will be able to find and use information more effectively and will be able to support a mobile workforce with better access to shared data and collaboration tools. IT staff will have better tools and technologies to enhance
Government IT security, data protection, and more efficient employment and desktop management.
Microsoft Office – Microsoft Office is a comprehensive and integrated system, building on the familiar tools that many people already know, the Microsoft System includes programs, servers, services and solutions designed to work together to help address a broad array of business problems. Microsoft Office solutions hall include but not be limited to, the following implementation and/or customization of Access, Communicator, Excel, FrontPage, InfoPath, Office Live, One Note, Outlook, Power Point, Publisher, Visio, and Word.

Microsoft System Center – System Center solutions help IT pros manage the physical and virtual information technology (IT) environments across data centers, client computers, and devices. Using these integrated and automated management solutions, IT organizations can be more productive service providers to their businesses.
Microsoft BackOffice – BackOffice is Microsoft’s server technology, encompassing Windows
NT Server and related client/server applications and web-based applications. The Logo indicates that an application has met defined technical criteria in the Windows NT Server and Microsoft
BackOffice environments.
Microsoft Enterprise – Microsoft Enterprise is a set of tools and programming libraries for the
Microsoft .NET Framework. It provides APIs to facilitate proven practices in core areas of programming including data access, logging, exception handling and others.
Software as a Service/Platform as a Service/Cloud – Microsoft offers numerous as-a-service offerings such as O365 and Azure. Consulting services will support the government in transition to these services and integration of these services with existing networks and applications.
C.2.1.2.2 Service Areas:
Strategic and Architecture Planning – Microsoft or resellers shall provide Microsoft IT
Architecture and Planning Services (ITAP) allowing Department of Justice to maximize its investment in Microsoft technology. DOJ required ITAP support to develop strategies to best leverage the Microsoft technology investments. Although all of the licenses purchased under the
ELA are deployed, it is unknown if these licenses, as well as some of the other benefits under the
ELA (i.e. training vouchers, Tech Net services, eLearning benefits, and access to the Windows
Pre-installation Environment) are being fully utilized. DOJ requires ITAP support to realize long-term business value from its investment in Microsoft technology. Microsoft shall use its intellectual capital, Microsoft recommended practices, and knowledge of FBI’s specific needs and business operations. This may include, but is not limited to the following:
Create a Microsoft IT Strategy Roadmap, for DOJ’s specific needs with guidance and support aimed at making the strategy a reality.
Assist in the development of an enterprise-wide architecture, and implementation and deployment of Microsoft and Microsoft-partner technology.
Identify benefit areas, validate the desired architectures and strategies, and define a high-level long-term roadmap with strategic IT initiatives based on an understanding of DOJ’s business drivers, business initiatives, and its current IT strategy.
Assist DOJ’s key stakeholders to produce (or update) a:
o Capabilities Map o Enterprise Architecture Plan o Program Plan o Go Forward Approach

Design and Deployment – Microsoft consulting support (MCS) shall provide design and deployment support so DOJ can maximize its investment in existing Microsoft technology and/or develop Microsoft-specific solutions to FBI’s many IT challenges. MCS shall leverage its design and deployment expertise and apply its recommended practices and technology for identifying weaknesses, addressing problem areas and designing functional reliability and improved IT management. MCS shall provide architectural and planning assistance to determine the target environment and develop test laboratories and deployment plans so that DOJ knows what the “end state” will be, as it relates to Microsoft technology, prior to training staff and deploying the products in the production environment.
Knowledge Transfer – MCS shall provide knowledge transfer, guidance, and assistance to DOJ in developing internet/internet strategies, prototyping, implementation, and deployment of solutions spanning across the IT infrastructure and application areas of DOJ. MCS is in a unique position to impart knowledge transfer as it pertains to Microsoft solutions and technology because of its ability to leverage Microsoft’s internal product groups and product developers.
This knowledge shall be transferred through informal “over-the-shoulder” training, as well as formal workshops and other information resources. MCS shall provide support solutions in architecture, solution design, software/system construction and implementation.
Microsoft Solution Framework – MCS shall perform the work described in each task order in accordance with its Microsoft Solution Framework (MSF) or other mutually agreed upon process. The MSF is Microsoft’s internal process for developing software and entails a senior-level enterprise-experienced consultant, who coordinates and works with government to deliver a customized suite of Microsoft-platform activities, including, but not limited to, strategic IT planning, total cost of ownership recommendations, and IT organization improvement. The
MSF is a collection of models, principles, and practices that help organizations be more effective in their creation and use of Microsoft technology to solve their business challenges. The core components for the MSF solutions guidance are based on the six major MSF models:

Application Model
The MSF Based guidance shall provide DOJ IT Program Managers with access to Microsoft recommended practices and lessons learned from the industry leader in software and system development.
Application Development Centric Support – DOJ requires Microsoft Enterprise Strategy
Consulting (Microsoft Public Sector Enterprise Services) support for applications architecture, .NET and related technologies for IT development and project staff in developing new business solutions, providing architecture advice on existing applications that are experiencing technical or functional deficiencies, evolving solutions architecture to service oriented architectures (SOA) and improving processes and procedures for application lifecycle management.

Infrastructure and Platform Centric support – DOJ requires Microsoft Infrastructure
Enterprise Strategy Consulting support for infrastructure and platform services assigned to support the IT platform and operations staff in determining the appropriate adoption or upgrade of Microsoft technology for the DOJ environment.
Access to Microsoft Labs – DOJ requires access to Microsoft facilities and labs for hands-on testing of potential Microsoft solutions. Testing shall include, but is not limited to:
Application Performance Testing
Server Migration Testing
Critical Situation (CritSit) Testing
Migration/Deployment Plan Validation
C.2.1.2.3 Competencies All DOJ components and divisions as well as task forces, groups and organizations have a need for engineering, consulting and other related services necessary to support Microsoft products and systems. Numerous systems and applications have become critical for both daily operations and mission-specific use. Specifically, Microsoft products support nearly all of DOJ’s daily computing and electronic communication functions. DOJ has an immediate need for Microsoft
Consulting Services staffed by Microsoft resources.
The Contractor or its subcontractor must be certified by Microsoft in the competency area at the
Gold Partner level. In lieu of company certification, the Government may, but is not required to consider, key personnel who are trained and certified in the designated competency area.
Consideration of this alternative will be at the discretion of the ordering official. The Contractor must possess the following Microsoft competency areas required by DOJ:

Product Expertise: The Contractor may require heightened experience with or knowledge of specified products. All Microsoft products currently deployed within the Department or listed for sale by Microsoft, as well as any products which may become available throughout the life of this IDIQ may be identified as the subject of individual orders or tasks.
Labor Categories and Descriptions: The Contractor shall provide personnel who meet or exceed the required specifications for the defined labor categories. The Government may also define specialties or certifications necessary for products or tasks identified in individual orders.
Materials: The Contractor shall provide all non-Microsoft products and materials necessary to support the order defined deliverables. Other necessary materials purchased outside this IDIQ will be provided as Government Furnished Equipment.
Non-Microsoft Product Support: The Contractor may be required to provide orders that support for interfaces with non-Microsoft products. In these instances the Contractor will be required to provide expertise associated with these non-Microsoft products.
Other support Services: In addition to the initial requirements for engineering and consulting services, projects may require sustained support for other related activities. Other activities may include, but are not limited to testing, custom development/configuration, operations and maintenance.
Program Review – The Contractor Program Manager or COR approved designee may be called upon to participate in quarterly and/or semi-annual program reviews. At a minimum, the
Contractor will be expected to provide the information required in the monthly status reports.

C.2.1.2.4 Special Requirements (Technical Area 1) Personnel Requirements – The Contractor shall provide an appropriate mix of qualified and experienced staff to perform the work as identified by each individual task order. The
Contractor’s personnel shall possess significant experience and expertise in the task areas described. The Contractor’s employees shall be proficient in reading, writing, communicating, and understanding the English language.
Labor Categories and Descriptions – Contractor shall provide personnel who meet or exceed the required specification for the defined qualification levels. In order to support highly technical requirements and tasks, which may or may not involve the use of Microsoft proprietary source code, the contractor must be able to provide both vendor personnel and Microsoft personnel. The Government may also define specialties or certifications necessary for products or tasks individual task orders.
C.2.2 Technical Area 2: Engineering & Consulting Services in support of Microsoft Products
The FBI and DOJ have a need for Engineering and Consulting Services in support of Microsoft products and projects related to Microsoft products. The FBI & DOJ have a need to utilize theses services to support their networks, to provide operational training and to assist in project developments and integration. These services will assist the FBI and DOJ with the design, implementation and deployment of cutting edge Microsoft technologies. The FBI & DOJ have a constant need for accessing and sharing data and information within their respective organizations and with other components throughout the Federal Government and Intelligence community.
C.2.2.1 Objectives & Statement of Work The Contractor(s) will assist in the development of an enterprise wide architecture and in the implementation and deployment of Microsoft and Microsoft-partner technologies. This will consist of assistance in the infrastructure and platform side of IT.
The Contractor(s) shall provide Engineering and Consulting services which includes, but is not limited to, network and enterprise architecture, building and deployment of Microsoft solutions and IT support services and training.
The Contractor(s) shall provide on-going support of strategic services, architecture alignment, program management and delivery which helps achieve business and IT objectives, assisting the
FBI’s information Technology Branch with alignment of IT initiatives with business strategy so that customer-defined critical success factors become measureable.
The overall function of these services is to upgrade and customize Microsoft products currently launched in the FBI and DOJ environments and provide Tier-4 support. The Contractor must provide the following consulting services:
Work with the FBI & DOJ in enhancing Product roadmaps

Work with the FBI & DOJ to continue to provide support for specific projects and initiatives, while utilizing the appropriate partner and Microsoft delivery resources. The
Contractor shall enhance or upgrade as needed the following:
o Server architecture design/optimization for FBI & DOJ o Exchange architecture design/optimization for the FBI & DOJ o Desktop baseline design/optimization o Enterprise configuration management architecture design/optimization o Enterprise operations management architecture design/optimization o Product evaluation o Enterprise system architecture, consolidation, and migration planning o Performance optimization and monitoring
Provide enhanced practices in designing Microsoft based solutions focusing on all phases of the System Development Lifecycle.
Provide enhanced requirements for Microsoft based solutions by leveraging most recent best practices for design, optimization and operations and maintenance
Knowledge Transfer – Share and transfer upgraded knowledge on an informal basis as
ITB staff are working along-side the Contractor on Microsoft technologies, processes and recommended practices
Solution Planning and Implementation – Provide updated strategies and effective plans to drive the implementation and integration of advanced Microsoft technology focused solutions in ITB’s environment.
Advanced training on the Forensic Evaluation of Microsoft Products for Investigators.
2.2.1. Technical Documents
Applicable technical documents will be defined and approved in each task order project plan.
The Contractor(s) shall provide documentation based on schedules defined within the project plans.
2.2.2 Special Requirements
Personnel Requirements – The Contractor shall provide an appropriate mix of qualified and experienced staff to perform the work as identified by each individual task order. The
Contractor’s personnel shall possess significant experience and expertise in the task areas described. The Contractor’s employees shall be proficient in reading, writing, communicating, and understanding the English language.
2.3 Technical Area 3: Web Support Services
The objective of this technical area is to acquire a variety of IT labor services for FBI-provided web services, systems and applications in the areas of: Collaboration Systems Support; Systems
Development and Operations; and Website Development and Operations.
2.3.1 Objectives
In support of all Task Orders performed under this technical area, the Contractor shall provide and execute a management plan that includes effective management oversight, successful
13 | P a g e staffing processes, and quality assurance. The Contractor shall maintain a management structure and organization with overall project control and authority for the performance of work.
The Contractor’s management plan shall ensure that the following functional requirements are satisfied through the life of the contract:
A technically proficient and professionally capable staff is established and maintained throughout the life of the contract;
Personnel are motivated to achieve excellent and timely performance;
Unavoidable problems are resolved with little or no disruptions to the system services;
The allotted budget is used effectively to maintain the desired level of support;
The quality and timeliness of delivered products and services provided under this contract are continually monitored; and
Continuous contract performance feedback is solicited from FBI personnel and used to continuously improve reliability, performance, and cost.
During the execution of contracted efforts, the FBI expects the contractor to fully integrate its efforts with those of the FBI and its supporting contractors. This may involve close cooperation with supporting contractor staff, as well as FBI or government personnel. When necessary, the
Contractor is expected to enter into associate contractor agreements that allow the open exchange of information.
2.3.1 Scope & Statement of Work
The scope of this technical area covers research, design, development, integration, operations, maintenance and support for desktop and mobile information systems, services and applications used by the FBI and its partners. The Task Orders are expected to have activities focused in the following categories: Collaboration Systems Support; Systems Development and Operations;
and Website Development and Operations.
2.3.2 Collaborations Systems Support
A collaboration system is an IT based set of tools that create a workflow of information to specific teams and the teams’ members. These systems allow individuals to share ideas and data with other members, enabling tasks to be performed efficiently and effectively. Within the FBI, collaboration systems provide organization information and facilitate numerous basic functions, allowing the FBI to accomplish mission critical functions and objectives.
The Government requires development, maintenance and system support for collaboration systems on a variety of platforms. Support includes maintaining any collaboration system’s infrastructure framework as customized by the FBI, which has been integrated with other computer infrastructure components such as networking, storage, authentication and authorization services.
Collaboration Systems Support includes the full range of life cycle management system engineering, development, testing and implementation services, as needed and as directed by the
FBI, to produce capability and capacity improvements to the collaboration platforms. These efforts will be comprised of technical services, system and software development efforts, related
IT engineering support, and testing capability within the defined service areas.
Collaborations Systems technologies include, but are not limited to:

Microsoft SharePoint 2010/2013/2016;
Microsoft Windows 2008/2012;
Microsoft SQL 2008/2012 Server;
Microsoft Windows 7 with Microsoft Office 2010;
Log analysis software, such as Splunk;
VMware; and various other tools.
2.3.3 Systems Development and Operations
Systems Development and Operations includes customized IT applications that enable the FBI to perform investigative, intelligence and administrative functions that are vital to accomplishing the overall agency mission. The Government requires support for development, enhancement and maintenance efforts for new and existing investigative and administrative applications used throughout the FBI. This category also includes development and maintenance of web based applications, Microsoft Office add-ins, electronic forms, custom SharePoint applications, implementation of advanced search features and implementation of web service interfaces to internal and external systems.
All solutions will be developed and operated in accordance with established guidelines and policies.
Current systems and applications include, but are not limited to, the following technologies:

2.3.4 Website Development and Operations
The FBI develops and maintains numerous internal websites that allow FBI personnel access to information, using the latest design and technologies. The Government requires development and maintenance support for new and existing websites.
Website Development and Operations include, but is not limited to, the following technologies:
SharePoint design and development (including advanced Javascript utilization);
Out-of-the-box SharePoint components such as SharePoint lists, libraries, web parts, master pages, style sheets and the client side object model;
HTML, other coding and basic web design skills;
MediaWiki and other website hosting technologies; and
InfoPath and web-based forms development.

2.3.5 Requirements
All software developed under this contract shall be the property of the FBI. The Contractor shall not retain or own any intellectual rights to any software developed or purchased for use within
FBI systems.
All development and system maintenance for existing and new web and mobile systems/applications shall be performed in accordance with the FBI Life Cycle Management
(LCM) Framework. All collaboration systems, applications, and websites must be compliant with Section 508 of the Americans with Disabilities Act or the international equivalent.
Development, operations, and maintenance support tasks under the Web Services technical area may include the following requirements, as requested:
2.3.5.1 IT Concept Exploration
The Contractor shall conduct preliminary analyses to obtain information on the addition of new capabilities, systems expansion, upgrades, systems migration, conversions to new architectures, and impact on business processes. The Contractor shall provide information for use in making a preliminary determination to proceed with a systems development tasking. The preliminary analyses shall identify the business need, identify the existing process if applicable, describe the problem(s) and their impact, set forth possible solutions and associated estimated costs, and make recommendations to the Government on the best way to proceed and the timeframe for completion.
2.3.5.2 Planning and Requirements Development
The Contractor shall support the planning and requirements development phase to include:
analyzing, defining, and documenting system requirements (including security management requirements), developing project plans, establishing the baseline project schedule and project management plan, documenting the implementation strategy, establishing the preliminary architecture and design, and acquiring the necessary software and equipment to adequately execute development. The Contractor shall conduct meetings with stakeholders to gather stakeholder business requirements and translate business requirements into technical requirements. The Contractor shall perform IT systems performance modeling and simulations in support of requirements analysis, modification planning, and task cost estimating.
2.3.5.3 Prototyping and Design
The Contractor shall develop systems designs, map and maintain traceability of the requirements to design, determine impact on work flow processes, and develop testing strategies, test cases, and test plans. The Contractor shall include system security, privacy, and audit requirements in this process. The Contractor shall assess commercial-off-the-shelf (COTS) hardware and software products and new technologies for application in development and enhancement efforts.
Activities may require purchasing IT hardware, software and services for the purpose of building prototypes or pilot implementations of technical solutions. The Contractor shall review development and enhancement requests to determine feasibility, system impacts, and cost and time estimates to implement solutions. The Contractor shall perform engineering studies and analyses and provide IT and systems engineering support to analyze system problems in support of developing and implementing solutions. The Contractor shall provide analytical and technical support in the acquisition, design, development, and implementation of new technologies.

2.3.5.4 Development
The Contractor shall execute the project management activities to translate the system specifications and detailed design documentation into program code. The Contractor shall provide programming and technical support for enhancements and development efforts. The
Contractor shall design and execute component and system tests. The Contractor shall prepare, maintain, and update software and system design and configuration documentation.
The Contractor shall perform and document Quality Control (QC), Quality Assurance (QA), Configuration Management (CM), and Risk Management activities to ensure development activities are successful or to identify potential redesign needs.
2.3.5.5 Test and Verification
The Contractor shall develop test and integration procedures to ensure system integrity and that the system meets the functional, performance and security requirements established during the system planning, definition and development phases. The Contractor shall be responsible for developing and executing test plans and scripts during all phases of testing to ensure that user requirements have been met. The Contractor shall review government test plans and test reports for technical competence, effectiveness and compliance with standards. The Contractor shall observe and evaluate the execution of IT system acceptance test activities, and coordinate
Government approval as required.
The Contractor shall provide test results, identifying successful and anomalous results, as well as lessons learned for input into the next development cycle.
2.3.5.6 Implementation
The Contractor shall perform all activities associated with the preparation for implementing a change, enhancement, or new system to production, test, pre-production, or contingency environments. The Contractor shall support the preparation of documentation and products associated with the implementation of a new system or functionality.
The Contractor may attend meetings and boards including, but not limited to: task management meetings, quality assurance meetings, configuration management meetings, Technical Review
Boards, and Engineering Review Boards.
2.3.5.7 Operations
The Contractor shall support operations activities including: monitoring and managing system capacity, investigating and resolving system issues, documenting issue causes and resolutions, and providing technical assistance to end users.
2.3.5.8 Maintenance
The Contractor shall support maintenance activities to modify systems or components, correct faults, improve performance, or adapt to a changed environment. These activities include:
Corrective maintenance to fix discovered defects;
Adaptive maintenance to upgrade, convert or enhance the systems to adapt to changes in the requirements or the processing environment ;
Perfective maintenance to enhance system performance and improve maintainability, processing efficiency, and cost effectiveness;
Preventive maintenance to correct latent faults in the system before they become effective

Hardware and software installation, configuration and maintenance activities;
System administration activities including user account maintenance, system and data backups, system health monitoring and troubleshooting in successful coordination with government employees and other contractors responsible for interfaces and infrastructure performance; and
The controlled installation and configuration of product releases, hardware updates, firmware patches, software upgrades, and ongoing data migration needs.
2.3.5.9 Modernization
The Contractor shall support future upgrades to the infrastructure hardware and software. The
Contractor may be required to research, recommend, and re-engineer the multiple systems, databases, software, and interfaces, as needed, to accommodate a change of platform or structure for the system as a whole.
2.3.5.10 Systems Management
In addition to the Operations and Maintenance (O&M) activities described above, the Contractor shall perform the following system management activities throughout the life of the system:
Prepare and maintain system and application baseline and configuration documentation;
Perform system capacity planning;
Perform redesign activities that modify functionality and/or produce technical improvements to enhance performance and security;
Track and document change requests (i.e., Change Management (CM) forms);
Provide problem analysis and resolution;
Perform minor modifications to the systems to support changes to reporting requirements, data edits, etc.;
Conduct meetings with stakeholders on a periodic basis to gather information related to overall system performance;
Gather stakeholder business requirements;
Translate business requirements into technical requirements;
Develop and monitor Service Level Agreements (SLA) with other FBI entities;
Gather and report application/system metrics;
Design, plan, and execute periodic assessments of the disaster recovery and business continuity capabilities; and
Maintain and update project documentation including:
o Program Management Plan;
o Integrated Master Schedules;
o Security Concept of Operations;
o System Security Plan;
o System Description Document;
o Privacy Threshold Analysis; and o Enterprise Operations Center Support Call-Scripts.
2.3.5.11 On Call Support
The Contractor shall provide support during adverse weather conditions or Continuity of
Operations (COOP) related events on an as-needed basis. The Contractor shall provide on-call
18 | P a g e services at FBI facilities 24/7, including holidays. For on-call services for any incident that occurs outside of normal business hours, the response time on-site shall be two hours or less.
This on-call work may require reporting to an alternate work site other than FBI HQ offices.
2.3.5.12 Training and User Support
The Contractor shall document and provide support for technical training to FBI users on large enhancements, development efforts, systems, and applications. The Contractor shall be responsible for providing instructions to other technical employees and descriptions of functionality to end users and FBI trainers. The Contractor shall provide information to be utilized in Computer Based Training, Classroom Training, Distance Learning Training and any other training method the FBI employs.
The Contractor shall provide help desk support, as needed, to assist FBI users with questions and technical issues on supported applications, systems, and websites.
2.4 Special Requirements
While this Technical Area is specialized for FBI requirements, DOJ and all components may place orders
Personnel Requirements – The Contractor shall provide an appropriate mix of qualified and experienced staff to perform the work as identified by each individual task order.
The Contractor’s employees shall be proficient in reading, writing, communicating, and understanding the English language.
Key Personnel shall be identified at the Task Order level.
Section D – Packaging and Marking
D.1 Preservation, Packing and Marking The following prescriptions shall be applicable to all Task Orders issued under this contract, unless otherwise specified by an individual Task Order. Additional requirements may be specified in each Task Order.
a. All documents submitted to the FBI and/or DOJ shall clearly indicate the Contract number, and Task Order number under which the information is being submitted.
b .All material shall be preserved, packaged, and packed in accordance with standard commercial practices to ensure acceptance by common carrier and safe arrival at the destination. Extra care shall be taken when delivering magnetic media to ensure protection against exposure to magnetic fields or extreme temperatures.
c. The contractor shall supply reports and documents via electronic media or as directed in the individual Task Order. Final documents may be required on CDs as well as in hard copy form as specified in each Task Order.

Section E – Inspection and Acceptance
E.1 The following prescriptions shall be applicable to all Task Orders (TOs) issued under this contract, unless otherwise specified by an individual TO. Additional inspection and acceptance requirements may be identified by individual TOs.

Inspection and acceptance of the services to be provided hereunder shall be made by the COR or
CO.
Inspection and acceptance of all work performance, reports and other deliverables under this
IDIQ, shall be defined in individual task orders.
E.2 Scope of Inspection All deliverables will be inspected for content, completeness, and conformance to order requirements by the Contracting Officer’s Representative (COR) as defined in the task order.
The time period required, the necessary contractor documentation and reports and method the
Government will use to inspect deliverables, will be defined by individual task orders under the
IDIQ.
E.3 Basis for Acceptance
The basis for acceptance shall be in compliance with the requirements set forth in the individual task orders under the IDIQ and the contractor’s offer.
