1. In Section B.1, the Government states “Offerors submitting a proposal for more than one
Technical Area may not be allowed.”; it also states “Offerors are allowed to submit only
ONE proposal for the RFP as a prime and/or a subcontractor.” However, in Section
M.1, the RFP states “Offerors may submit proposals for more than one Technical Area.”
a. Can you please clarify if an Offeror can submit a proposal for multiple Technical areas, and receive an award in more than one area?
Government Response: Yes, Offerors may submit a proposal for more than Technical Area and receive an award for more than one Technical Area. Section B.1 has been corrected to reflect this change.
b. Can a contractor submit as a prime in one technical area and as a subcontractor in another technical area?
Government Response: yes. Offerors may submit as a prime in one Technical Area and as subcontractor in another Technical Area.
2. In table C.1.2, Technical Area 3 indicates that “All personnel must have TS clearance w/
SCI eligibility for Task Orders”. However, the Technical Area 3 pricing template (J-
3_Technical_Area_3_MCES_pricing_template) requires pricing for Secret and non-cleared personnel. It is a lot of work to generate rates if they will not be used. Is it necessary to provide pricing for Secret and non-cleared personnel if all staff will have to have a TS clearance in Technical Area 3?
Government Response: Yes, Pricing for TS, Secret and Non-cleared personnel is required.
While the primary place of performance for Technical Area 3 is the FBI, there may be future requirements not requiring a clearance.
3. Section L.8 indicates that there will be a single award in Technical Area 1 and in
Technical Area 3. Since there is only a single award, how does the Government envision competition for task orders in these technical areas?
Government Response: please see Section H.2.b
4. In the pricing templates, the Government is requesting rates for “Non-DC Metro area” which is an extremely broad area. Section F.3 indicates “however, services may be required nationwide”.
a. Is the Government requesting a maximum rate for the most expensive area in the nation with the understanding that the rate would be discounted for less expensive areas?
Government Response: Please section B.3.5.4 Unit Pricing proposed shall be considered the maximum price, which can be billed under this IDIQ
b. If not, can the Government provide more specifics as to areas where work will be required in order for the contractor’s to provide reasonable rates?

5. Section L.11.8 requests “Submit adequate information to document contractor’s responsiveness to the Section 508 requirements to include completed VPAT”. Section
M.5 also states “EIT delivered must include a completed VPAT”. Should these reference be GPAT, not VPAT?
Government Response: The Government will supply the GPAT as an attachment, the
Offeror will submit a completed VPAT.
6. Does the GPAT that was included as attachment 11 (J-11_GPAT_for_MCES) provide the full list of technical provisions that the Government wants in the response to the
RFP?
Government Response: yes.
7. In Section K.1, the RFP indicates the NAICS code is 541512. According to the SBA, the small business size standard for 541512 is $27.5M; SBA does not indicate that there is a
“number of employees” size standard associated with 541512. However, in Section
K.1(a)(3), the RFP indicates a size standard in number of employees less than 500 as well as the size standard in K.1(a)(2) of $27.5M. Can the Government clarify the small business size standard for this RFP? Are companies meeting the 500 employees size standard allowed to bid on this effort?
Government Response: Far 52.204-8 size standard of 500 employees references furnishing a product; therefore, is not considered applicable to this requirement. The applicable size standard is for NAICS 541512 $27.5M.
8. Section B.1 indicates “Sample task orders are being provided with the RFP for purposes of proposal preparation.” Can you clarify where the sample tasks were included?
Government Response: A sample Task Order will be provided in a following amendment.
9. It appears that there is a strict requirement on Facility Clearance. Is there any chance that this requirement can be relaxed for potential small business 8(a) offerers to allow pending or acquisition of clearance after award?
Government Response: The TS facility requirement at time of proposal submission cannot be relaxed.
10. Do you intend to award to 8 teams per technical track area (as in 24), or 8 teams overall
Government Response: up to eight (8) total awards for the IDIQ.
