QUESTIONS & ANSWERS
12 JULY 2016
QUESTION 1: Section B.1, para 1 on page 1 of the RFP states “Offerors submitting a proposal for more than one Technical Area may not be allowed.” and goes on to state “Offers are allowed to submit only
ONE proposal for the RFP as a prime and/or a subcontractor” in para 2. In Section B.1, para 4 on page 2 it states: “an Offeror may propose to support more than one Technical Area.” In Section M.1, para 2 on page 76, it states “Offers may submit proposals for more than one Technical Area. Each Technical Area will require a separate proposal for all evaluation factors which conforms to the requirements of the
RFP”. In trying to understand and reconcile these statements, would the Government please confirm that it will accept multiple proposals from a single company limited to one proposal for each track but will not accept single proposal covering multiple tracks. Specifically, would the government confirm that an other than small business concern vendor “Company A” is permitted to:
1) submit as a Prime for Track / Technical Area 1;
2) join a team with a SDVOSB (or WOSB) for Track / Technical Area 2; and
3) join a SB team for Track / Technical Area 3?
Company A will therefore have submitted once as a Prime, twice as a Subcontractor, but never more than once on any Track / Technical Area.
ANSWER: yes. Offeror may submit as a prime on one Technical Area and be a subcontractor/teammate for the other Technical Areas.
QUESTION 2: “The Government intends to award one IDIQ with multiple awardees for three Technical Areas. Technical Area 2 is set-aside for Woman Owned Small Businesses (WOSB) and Service Disabled Veteran Owned Small Businesses (SDVOSB) and Track 3 is set-aside for Small Businesses. Track One is unrestricted….”
Would the Government confirm that the terms “Track” and “Technical Area” are synonyms as used in this RFP and thereby may treated equally.
ANSWER: yes, the words “Technical Area” and “track” are synonymous. All references to
“track” have been replaced with “technical area” in amendment 3.
QUESTION 3: Agency: Department of Justice, Office: Federal Bureau of Investigation; please clarify why you need to do an OFF RAMP following an initial potential award to an SDVOSB that qualifies under $27.5M to prime Part 2 and/or Part 3 when it takes considerable time and cost for a company to put these responses and teams together and then in essence you are penalizing them if they are successful in supporting the FBI and outgrow that size standard within the 5 year normal IDIQ award period.
Please advise if this off-ramp clause B.1.2 could be re-considered and removed possibly?
ANSWER: please see amendment 3- B.1.2 reference to an OffRamp has been removed.
