Summary: DD Form 1653 Transportation Data for Solicitations

This is a Transportation Data for Solicitations form (DD Form 1653) for a Planning PR (Purchase Request) numbered TEMP-6427583, dated June 25, 2026, for a C-130H Center Wing Box Replacement program. The procurement is for Structural Assemblies and Component kits required to replace the standard C-130H Center Wing Box with an Enhanced Service Life version on C-130H aircraft, as identified in Modification Proposal AF Form 1067 and AMC 10-010 and AMC 11-155. The designated ship-to location is FA8504, C-130 Hercules Division, AFLCMC/WLNKA at Robins Air Force Base, Georgia. The procurement establishes a CLIN structure for a base year with four options.

The form specifies F.O.B. Destination terms, which apply specifically to CLINs 0001, 0002, 1001, 1002, 2001, 2002, 3001, 3002, 4001, and 4002. Key transportation provisions include Freight Classification Description (IAW Contract 52.247-53) and Marking of Shipments (47.305-10). Origin ports for evaluation include Bayonne NJ, Norfolk VA, Concord CA, and Seattle WA. For domestic shipments, contractors must use door-to-door carrier services regardless of weight. Export shipments of 0-300 pounds must use Worldwide Express (WWX), with Foreign Military Sales (FMS) shipments excluded from fast transportation requirements. The transportation appropriation chargeable is FJ35. Additional requirements mandate request access to the Procurements Integrated Enterprise Environment (PIEE) for FOB Origin, FMS, and FOB Destination OCONUS/Export movements to obtain appropriate DOD regulatory clearances and shipping documentation. The Statement of Work for the C-130H Center Wing Replacement Program, dated June 11, 2026, prescribes specific transportation requirements in paragraphs 1.3.3 and 1.3.3.1.
