About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks overhaul services for C-5 Nose Landing Gear Door Actuator Assemblies across four NSN variants (1680-01-160-6520UC, 1680-01-160-6519UC, 1680-01-237-0231UC, 1680-01-237-0230UC), with proposals due September 8, 2026. This is a full and open competition utilizing Lowest Price Technically Acceptable (LPTA) evaluation.
The contract is a requirements type instrument with a five-year period of performance: one basic year plus four one-year ordering periods. Best estimated quantities per NSN are 10 units in the basic year, followed by 9, 10, 9, and 10 units in ordering periods 1–4 respectively, for a total of 48 units per NSN across the contract term. Place of performance is Warner Robins, Georgia.
Offerors must document at least two contracts within the last five years for overhaul of aircraft hydraulic actuator assemblies of similar complexity, including contract numbers, periods of performance, government points of contact, and work narratives. Current third-party certification for an ISO 9001 or equivalent quality management system (such as AS9100) from an accredited body is required. The contractor must maintain compliance with applicable technical orders TO 9H2-3-77-3 and TO 9H2-3-77-4, perform work to OEM Acceptance Test Procedures, and deliver overhauled assets using fast transportation with transit visibility. MICAP and Surge deliveries are required within 45 calendar days (or 30 days if items are already in-house). Performance thresholds include no more than two DCMA final inspection failures per contract year, a minimum 95% pass rate on initial inspection, no more than one PQDR/QDR per contract year, and no more than one exception per order for late completion. The contractor must submit monthly production reports, annual government property inventory reports, Commercial Asset Visibility (CAV-AF) data, and comply with Supply Chain Risk Management and Item Unique Identification (IUID) requirements.
Evaluation criteria rank price first, with technical acceptability as a secondary factor addressing Nose Landing Gear Door Actuator Assembly Overhaul Experience and Quality System certification. NAICS code is 336413. Three amendments have been issued: Amendment 01 (June 18) updated unit of measure, pricing columns, and incorporated cybersecurity compliance clauses; Amendment 02 (July 15) extended the deadline from July 20 to September 8; Amendment 03 (July 29) revised PWS Section 4.5.2 (Tooling and Test Equipment), updated regulatory references, and added the Cross Reference Matrix as Attachment 5. Government-furnished property includes electromechanical actuators valued at approximately $10.2 million across four line items. Firm fixed-price pricing applies to the basic period. Inspection and acceptance occur at origin with F.O.B. origin terms and DPAS A-1 priority rating.
