About this file

This document contains additional questions and responses related to Request for Response (RFR) DCR 841 issued by the Commonwealth of Massachusetts Department of Conservation and Recreation (DCR) for a fully developed, hosted, and maintained Software as a Service (SaaS) system/solution for touch-free parking in parks and revenue collection. The RFR covers topics such as passholder types, parking revenue collection breakdown, passholder access, staffing, continuity of operations plans, cellular coverage, vendor response forms, evaluation process details, and formatting requirements. The DCR is seeking to transition to a fully automated parking system and is requesting proposals from vendors to provide the required SaaS solution and services.

The document also includes details on the related state and local contract opportunity, including the project description, the state involved (Massachusetts), and other background information. Vendors are expected to provide detailed responses addressing the technical specifications in Section 3 of the RFR. The DCR anticipates owning all data collected through the proposed solution and encourages vendors to propose authentication protocols, a help desk line, and a client support line as part of their offerings.

RFR Number DCR 841 (Formatting)Section 7.8.2 states that the SST does not want and will not read, consider, or evaluate a line by line response to this RFR. Specifications needs to be answered individually.

Vendors must address the requirements listed in Section 3.

RFR Number DCR 841 (Formatting)Are Vendors required to respond to each of the requirements listed within? Appendix 1 - Scope of Services and Deliverables? in their responses? Or is this simply a reference to what is expected of Vendors with regard to their phased implementation approaches?

Appendix 1 details the scope and deliverables for the project and can be used as a reference. Vendors are not required to respond to Appendix 1.

30. Is it the Agency?s expectation to own all data stored in the proposed solution?

DCR anticipates owning all data collected from the proposed solution.

31. Do you wish to utilize the Commonwealth’s SAML provided for authentication of agency personnel, or would you prefer to utilize the vendor’s authentication protocol?

DCR encourage vendors to propose their own authentication protocols in their proposal with technical specifications. Proposed solutions should consider a SAML base system.

32. Page 13: Quality - Vendor to provide access to a live customer service representative 24 hours a day. Is this the public sales line for consumers or the Help Desk line?

This is an error. The statement refers to a Help Desk line based on operating hours.

33. Customer Service - The agency requires a highly professional customer service support Do the operational hours for the public sales line differ from the Help Desk? And can DCR clarify the operational hours for the sales line?

DCR requires a Help Desk line to assist customers should they have questions about the proposed system, including, but not limited, questions relating to transaction processing and account maintenance. The help desk line is based on operating hours. Please see document titled “2021 Parking Rev. Collection Schedule” for location hours. Additionally, DCR requires a client support line.

34. Is this a request for a separate Consumer Support line, and if so what are the operational hours?

DCR requires a Help Desk line to assist customers should they have questions about the proposed system, including, but not limited, questions relating to transaction processing and account maintenance. The help desk line is based on operating hours. Please see document titled “2021 Parking Rev. Collection Schedule” for location hours. Additionally, DCR requires Client Support line.

35. To help provide some context, can the DCR provide a historical transactional breakdown of Day Use Passes, Annual Passes, and Senior Passes by year?

Information is not available. 500,000 day passes were sold in 2019.

36. . In addition to completing all of Section 3 (Specifications) and the entire Statement of Work beginning in Section 3.3.9, is it the DCR’s intent that bidders also provide responses to Section 6 and Appendix 1? The RFR submission requirements only mention Section 3 as the required technical portion. b. Alternatively, since large portions of Section 6 and Appendix 1 repeat the same/similar criteria as listed in Section 3, is the intent of Section 6 and Appendix 1 to provide context to Section 3; or does DCR intend Section 6 and Appendix 1 to be completed and returned as part of the required components?

Vendors will be evaluated based on Section 3 (Specifications). Appendix 1 details the scope and deliverables for the project, while Section 6 provides an overview of the evaluation criteria. Both Section 6 and Appendix 1 can be used as a reference.
