About this file
This is Addendum No. 9 to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health, for comprehensive operations of the Southeast Florida Evaluation and Treatment Center (SFETC) in Florida City. The amendment updates the solicitation timeline for DCF ITN 2425 012. A mandatory in-person pre-solicitation conference is scheduled for July 16, 2025, from 9:30 AM to approximately 3:30 PM at the SFETC facility located at 18680 SW 376th Street, Florida City, FL 33034, with voluntary advance notification requested by July 9, 2025. Written questions must be submitted by August 11, 2025, at 2:00 PM, with the Department's anticipated response by November 17, 2025. Electronic responses must be received by January 8, 2026, at 2:00 PM, followed by a response opening on January 9, 2026, at 11:00 AM via GoToMeeting. The anticipated posting of the intended contract award has been revised to April 28, 2026, and the effective date of the contract is July 1, 2026.
The solicitation seeks a single qualified respondent to provide forensic mental health facility operations for adults and juveniles adjudicated as adults who have been committed under Chapter 916, Florida Statutes, as either Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI). The contract encompasses full facility operations including management, operations, facility maintenance, security, substance abuse treatment, and mental health treatment within the legislatively appropriated budget for a 249-bed facility. The contract will include an initial five-year term with a potential five-year renewal option, and the anticipated contract start date is July 1, 2026. The current operator, Wellpath Recovery Solutions, has a contract expiring in December 2025. The anticipated annual budget does not exceed $32,006,062, funded through general revenue appropriations. The procurement encourages participation from Woman-, Veteran-, and Minority-owned small businesses, and the Department retains the flexibility to select one or more respondents, divide work among respondents, or reject all responses.
