About this file

This is Addendum No. 8 to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families, Substance Abuse and Mental Health division, for operations of the South Florida Evaluation and Treatment Center (SFETC) in Florida City. The solicitation seeks a single qualified respondent to provide comprehensive facility-based forensic mental health services for adults and juveniles adjudicated as adults who have been committed as either Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI) under Chapter 916, Florida Statutes. Services encompass full facility operations including management, operations, facility maintenance, security integration, and substance abuse and mental health treatment. The original proposal response deadline was October 8, 2025, with subsequent addenda extending the deadline to January 8, 2026. A mandatory pre-solicitation conference was held on July 16, 2025. The initial contract term is five years with a potential five-year renewal option, with an anticipated start date of September 1, 2025.

Addendum No. 8, dated November 21, 2025, addresses written inquiry responses, specifically clarifying requirements for the Title Page submission. The Department clarified that respondents may expand the Title Page section as needed to include all required information, including contact details for three state or federal clients for whom the respondent has operated facilities within the past five years, and that this additional space will not count toward the page limit for the remainder of the response. The contract is funded through general revenue appropriations with an anticipated annual budget not exceeding $32,006,062, representing the current market rate for similar forensic mental health facility operations. The facility currently operates with 249 beds and requires 322.1 full-time equivalent positions. The current operator, Wellpath Recovery Solutions, has a contract expiring in December 2025. A major repair and replacement reserve fund will be established with $8,500 monthly set aside for equipment and property repairs exceeding $100,000. The solicitation encourages participation from Woman-, Veteran-, and Minority-owned small businesses.

Section 4:

Instructions for Responding to the ITN

Section 4.2.1 provides the required contents for the Title Page, and 4.2.1.6 states:

Name, title, telephone number of three (3) state or federal clients for whom the Respondent has operated facilities for within the past five years.

Since the Title Page is typically a one-page document, is it the Department’s intent to have Respondents include this information on the Title Page, or would the Department allow Respondents to include this information with their completed Appendix V: Program Description Template as part of the response to Item C. Organizational Capacity? If Respondents may include this information with Appendix V, will the Department consider increasing the page limit for Section 4: Services Approach and Solution?

The Department recognizes that the information required in Section 4.2.1.6 may not fit on a single page. Respondents may expand the Title Page section as needed to include all required information, including the contact details for three state or federal clients, provided the format remains clear and concise.

The additional space used to satisfy the Title Page requirements will not count toward the page limit for the remainder of the Response.
