About this file
This is an Addendum document related to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families (DCF), Substance Abuse and Mental Health (SAMH) division, for comprehensive forensic mental health services at the South Florida Evaluation and Treatment Center (SFETC) in Florida City. The ITN seeks a single qualified respondent to provide full facility operations serving adults and juveniles adjudicated as adults who have been committed under Chapter 916, Florida Statutes, specifically those deemed Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI). Services encompass facility management, operations, maintenance, security integration, and substance abuse and mental health treatment. A mandatory pre-solicitation conference was held on July 16, 2025. Multiple addenda have been issued, with the most recent (Addendum No. 10) posted on April 30, 2026, reflecting timeline updates and responses to bidder questions. The initial proposal response deadline was October 8, 2025, with subsequent timeline modifications documented through additional addenda. The contract carries an anticipated five-year initial term with a potential five-year renewal option, and the anticipated contract start date is September 1, 2025.
The anticipated annual budget does not exceed $32,006,062, funded through general revenue appropriations, representing the current market rate for similar forensic mental health facility operations. The facility operates 249 beds and requires 322.1 full-time equivalent positions across various departments. Performance objectives include reducing average competency restoration time to 125 days or less and ensuring at least 63% of NGI residents demonstrate improvement in functional levels. A major repair and replacement reserve fund will be established with $8,500 monthly set aside for equipment and property repairs exceeding $100,000. The successful respondent will be responsible for all start-up and readiness costs with no additional funds allocated for these activities. The current operator, Wellpath Recovery Solutions, has a contract expiring in December 2025. The ITN encourages participation from Woman-, Veteran-, and Minority-owned small businesses, though no specific set-aside percentages are explicitly stated. The Department retains flexibility to select one or more respondents, divide work among multiple respondents, or reject all responses.
